PURPOSE: To present and discuss a proposal from BOCC Chair Moses Carey, Jr. regarding
next steps related to the Historic Rogers Road Community.
BACKGROUND: At the Board of Commissioners' March 27, 2007 regular meeting, the Board
decided to locate the County's solid waste transfer station on the current Orange County solid
waste services property on Eubanks Road in Chapel Hill. As part of this discussion, the Board
determined that it would like to proceed with developing a plan to address various issues and
concerns related to the Rogers Road community that were voiced both recently as well as in
past years. BOCC Chair Moses Carey, Jr. has developed a proposal which is attached for
Board review and discussion and to begin the process of developing a plan.
FINANCIAL IMPACT: There is no financial impact associated with Board discussion of
Commissioner Carey's proposal. Depending on this and future Board discussions and
subsequent decisions, there may be various financial impacts for the County which can be
assessed at they arise.
RECOMMENDATION(S): The Manager recommends that the Board discuss Commissioner
Carey's proposal .and provide any necessary direction to staff.
HISTORIC ROGERS ROAD
COMMUNITY ENFIANCEMENT PLAN
DEVELOPMENT AND MONITORING
TASK FORCE
Purpose:
To develop and recommend to the Orange County Board of Commissioners a plan,
including financing options, for the enhancement of the living environment in the historic
Rogers Road Community and to monitor the implementation of the plan.
Task Force appointment and composition:
The Task force will be appointed by the BOCC and will include not more than five
persons, including up to two commissioners, one resident of the Historic Rogers Road
Community, and one resident of Chapel Hill and one resident of Carrboro.
Task Force Charge:
1. To meet with the residents of the Historic Rogers Road Community as needed to
determine issues they deem important for improving the quality of life in their
community in order to address the concerns related to the long term presence of
the solid waste facilities located in their community.
2. Based on findings of the resident meetings, develop and recommend a plan for
addressing these quality of life issues to the BOCC no later than September 1,
2007.
3. Present an interim report of activities to the BOCC no later than June 30, 2007.
4. Monitor the developments of the Rogers Road Small Area Plan currently under
development by the Town of Chapel Hill to make recommendations to this group
related to quality of life issues affecting the Rogers Road Community.
Staff Support:
The primary staff support for this Task Force will be provided by the County Managers
office with support from the Solid Waste Management Staff.
Action Steps Needed:
1. Approve the appointment of the Historic Rogers Road Community Enhancement
Plan Development and Monitoring .Task Force
2. Decide on the geographical size of the Historic Rogers Road community to be
engaged in this effort. I recommend that we select the community included in the
Rogers Road Area Small Area plan which is currently being conducted by the
Town of Chapel Hill. (see map attached)
3. Appoint the members of the Task Force
