PURPOSE: To receive comments from the public concerning the FY1995
Community Development Block Grant Program Application and authorize the
staff to proceed with application development based on the needs
expressed during the public hearing.
BACKGROUND: The N.C. Department of Commerce has announced the
availability of Community Development Block Grant funds for Community
Revitalization projects. In order to apply for funding, the State
requires applicants to conduct a . public hearing to obtain citizen
comments prior to developing an application for funding. Comments
received during this public hearing will assist the Housing and Community
Development Department in designing a sound CDBG application. A second
public hearing must also be scheduled after development of the grant
application.
CDBG activities can be carried out in a concentrated neighborhood which
has multiple needs including the following: deteriorated housing,
water/sewer deficiencies, uinpaved streets or drainage problems. In
addition, scattered site housing rehabilitation projects which repair
deteriorated housing may also be considered. In either case, the higher
the magnitude of need, the higher the application will rank in the
state ' s selection process which is highly competitive.
The maximum amount of funding available is $850,000 for Concentrated
Needs Applications and $500,000 for Scattered Site applications.
Applications are due February 15, 1995 . Advertisements of this hearing
have been placed in local newspapers.
RECOMMENDATION:
The Manager recommends receiving comments as information and authorizing
the staff to proceed with application development based on the needs
expressed during the public hearing.
