PURPOSE: To review and consider a separate section dealing
with amendments to the policies and procedures for
implementation of the Orange County Civil Rights Ordinance.
BACKGROUND: On November 15 , 1994, the Board of Commissioners
adopted the Policies and Procedures for the Orange County
Civil Rights Ordinance. At that time, the Board asked that a
Section 12 be created to include the current language dealing
with amendments, and also add authority for the Board to
initiate future Amendments.
RECOMMENDATION(S) : The Manager recommends that the Board
approve Section 12 . Amendments of the Policies and
Procedures for the Orange County Civil Rights Ordinance.

RULES OF PRACTICES AND PROCEDURES
SECTION 12 . AMENDMENTS
Based upon its experience in the administration of the
Ordinance, the Orange County Human Relations Commission may request
revisions, amendments or repeal of these rules as they deem
necessary to the Orange County Board of Commissioners .
The Orange County Board of Commissioners shall have the
authority to pass upon any revisions, amendments or requests to
repeal any of these rules proposed by the Orange County Human
Relations Commission. Furthermore, the Orange County Board of
Commissioners shall have the authority, upon their own motion, to
revise, amend or repeal these rules as they deem necessary.
Any revision, amendment or repeal of these rules shall effect
only complaints filed after the date of enactment of said revision,
amendment or repeal.
