Purpose
To approve proposed budget ordinance amendments and grant project ordinances.
Background
Board of Elections
1. The Orange County Board of Elections has received a $9,000 State grant to help implement the
National Voter Registration Act. These monies will enable the department to purchase hardware and
software to further automation efforts. This budget amendment, shown on page 3, box 1, requires no
additional County money for fiscal year 1994-95.
Department of Social Services
2. New Family Support initiatives have prompted the State to enhance and expand its AFDC Day Care
program. Guidelines regarding payment of daycare providers have also been revamped. The County
can now pay the subsidies directly to the providers if the parents so choose. This amendment, which
requires no County match, budgets the estimated funds ($200,000) necessary to implement this
payment initiative. (See box 2, page 3)
Health Department
3. The Orange County Health Department has received Early and Periodic Screening, Diagnosis and
Treatment (EPSDT) grant funds for the October 1994 to September 1995 period. These funds,
totalling $70,146, will enable the department to continue its "Health Check" Coordination pilot project.
The attached grant project ordinance budgets for the receipt of these funds.
4. The Orange County Health Department has received notification from the State Department of
Environment, Health and Natural Resources that an additional $1,243 over the budgeted amount of
$18,086 for the Immunization Action Plan has been allocated to the County. The attached grant
project ordinance increases this project from $18,086 to $19,329.

Emergency Management Services
5. The Orange County Emergency Management Services Department has received two State grants to
assist with monitoring and regulating hazardous materials transportation through Orange County. An
implementation grant of$200, along with a$500 grant received last fiscal year, will be used to assist
the County in defraying printing and distribution costs of informational brochures. The $8,000 special
project grant will help defray costs of developing and mailing surveys and results to fixed hazardous
materials sites and hazardous materials shippers in the County. No County match is required for the
receipt of these funds. (see box 5, page 3)
Non-Departmental
6, The Orange County Arts Commission has received a continuation grant from the North Carolina Arts
Council for the 1994-95 fiscal year. This $20,585 grant will allow the Arts Commission to provide
sub-grants to various organizations throughout the County as they provide arts programs for citizens
(see box 6, page 3).
Miscellaneous
7. The County incurred certain anticipated legal and public information expenses related to the recent
Farmland Preservation Bond Referendum. This amendment appropriates $20,000 from Contingency to
cover the costs of these items. (See box 7, page 3)
Smart Start
8, Three Orange County agencies have been awarded Smart Start funding for this fiscal year. The
Department of Social Services has received $211,247 to continue the Child Care Subsidy program for
AFDC/Transition families. There are 3.5 full-time equivalent positions associated with this particular
DSS program. The receipt of these funds will enable these positions to continue through June 30,
1995. The Orange County Health Department has received $23,821 which will allow the department
to expand its Child Services Coordination (CSC) efforts. Orange County's Cooperative Extension
Services has been awarded $6,000 to provide education about food-borne illness and ways to prevent it
to day care providers. The attached grant project ordinance allocates these new funds.
Recommendation
The Manager recommends that the Board approved the attached budget ordinance amendment and grant
project ordinances.

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the Ge
Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Early and Periodic Screening,Diagnosis and Treatment(EPSDT)Outreach
Program as awarded to the Orange County Health Department by the North Carolina Department of
Environment,Health and Natural Resources.
Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant documen
rules and regulations of the North Carolina Department of Environment,Health,and Natural Resources an
budget contained herein.

Section 3. The following revenue is anticipated to be available to complete this project:

Section 4. The following amount is appropriated for this project:

Section 7. Funds may be advanced from the General Fund for the purpose of making payments due. Reimbursement
requests should be made to the grantor agency in an orderly and timely manner.
Section 8. Copies of this grant project ordinance shall be made available to the finance officer for direction in carryin
this project.
Section 9. Positions authorized through this grant project ordinance include:

1.00 Full-Time Equivalent Medical Office Assistant position
Both positions are authorized through September 30, 1995. Subsequent funding beyond September 30, 19
contingent upon a reimbursement plan sufficient to cover the expenses of the program.

of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Smart Start Program as awarded to the Orange County Departments of Social Services,
Health,Library and Cooperative Extension by the State'of North Carolina and the Orange County Partnership for
Young Children(OCPYC).
Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant document, and the
rules and regulations of the State of North Carolina.
Section 3. The following revenue is anticipated to be available to complete this project:

the General Assembly's additional allocation of Smart Start funds.
Section 9. This project period begins January 18, 1994,and is valid through June 30, 1995. Subsequent funding is contigent
upon the availability of funds sufficient to cover expenditures.

This agreement amends the contract between the North Carolina Department of Human Resources,
Division of Child Development,hereinafter referred to as the "Division" and the Orange County
Health Department,hereinafter referred to as the"Contractor". This Amendment is hereby
effective on October 1, 1994.
As provided for under the terms of this contract,the Division and the Contractor agree to amend
the following provisions:
1. Reference Part IX. "Payment for Services": The not to exceed amount is being
decreased by$16,179.00 from$83,777.00 to$67,598.00.
All other terms and conditions as set forth in the original contract document shall remain in effect
for the duration of this agreement.
IN WITNESS WHEREOF, the Division and the Contractor have executed this amendment in
triplicate originals,one to be retained by the Contractor,one to be retained by the Division and one
to be on file with Division accounting.
