At the April 10, 2007 Board of Commissioners Meeting a question was raised regarding
development of a plan to ensure that drivers leaving the landfill with mulch have
adequate cover over their loads to prevent spillage.
I have attached'a waste tarping policy established in 1998 that is enforced daily by
landfill staff and applies to loads of mulch/compost leaving the landfill. There are
generally no exceptions to this policy. In practice, landfill employees are to request to
see the tarp of a customer who is purchasing a load of mulch prior to the mulch being
loaded.
If a load of muich/compost was observed leaving the without a tarp then either a landfill
employee did not appropriately enforce the standard landfill tarping policy or the
customer refused to apply their tarp following his vehicle being loaded. If a customer
refused, then the customer license tag number is to be recorded for future reference and if
the customer is known, a follow-up phone call or letter is sent warning of future failure to
abide by landfill policies. If a landfill employee failed to properly enforce the tarping
policy it will be recorded by his supervisor and considered as part of his performance
evaluation. Repeated failure to enforce the policy could result in disciplinary action.
We have reinforced this policy with scale house and other relevant landfill employees.
Please let me know if you require further information regarding tarping of loads at the
landfill.

Waste Tarping Policy
a) All loads of municipal solid waste or construction and demolition (C&D)
waste entering the landfill and all loads of mulch or recovered items from the
C&D salvage operation leaving the landfill must be covered with a serviceable
tarpaulin, unless contained in an enclosed truck or compactor container.
Serviceable means properly secured, and with no tears or holes that would allow
materials to spill or blow through. Additionally, all vehicles must have an
Original Equipment Manufactured, or fitted tailgate in the enclosed position to
prevent spillage out the back of and around the side of the tailgate area plus the
truck bed or trailer sides and ends.
b) All incoming loads must remain tarped until reaching an untarping area
next to the working face area.
c) All outgoing loads must be tarped in an area next to the loading area.
2. The only exception to this policy is the delivery of an appliance(s) or stumps
when no other waste is present in the load.
3. Those loads entering the landfill without having the load properly covered will
have two options:
a) to turn around and leave the landfill property, or
b) pay a fine and then receive a tarpaulin from the landfill
4. Landfill personnel will provide final determinations as to the serviceability of
covers and tailgates as well as the proper size of the tarpaulins for sale.
5. This policy will become effective after 90 day grace period beginning January 1,
1998
