PURPOSE: To discuss the Board's expectations regarding cablecasting capabilities from the
proposed Southern Human Services Building,Chapel Hill.
BACKGROUND: Tyler Johnson, a member of the County's Cable TV Committee, met with the
architects of the proposed Southern Human Services Building to discuss considerations which should
be addressed during the design of the building if the County intends to cablecast from the facility. The
considerations and the discussion results are as follows:
1. The facility should provide flexibility in how the cabling will be run from the control room
to various camera points within the room,as well as external hook-ups(for example,TV satellite trucks
which may be on-site to cover a story or event).
Discussion result: In order to address this need,conduit will be run from the control room around the
perimeter of the room, as well as to the southern entrance,where it is likely the remote satellite vehicle
would be parked. Please note, this project includes the installation of conduit only, any cabling
required is separate and would be considered at a later date.
2. A control room must be constructed in an appropriate area and of sufficient size to
accommodate equipment which must be installed. Several features are critical to this area,such as:
adequate AC power on the same phase;
adequate air conditioning in room;
of sufficient size so as to accommodate the equipment which must be located there;
have capacity for dedicated phone lines.
Discussion result: As the Board may recall from the presentation regarding the facility,a room to the
rear of the multi-purpose room was allocated for this purpose. The room was designed to be
approximately 8'x 8,however,Mr.Johnson indicated that the room should be larger. The architect will
review the plan to determine how this can be accomplished.

3. The room should be laid out for optimal camera coverage, including the audience.
Discussion result: Three camera locations were identified within the room,one on each side and one
to the rear of the room. The room will be laid out in a manner which should not preclude the use of wall
mounted camera units, if the Board chooses to have this type of unit installed.
4. Lighting requirements.
Discussion results: The lighting requirements fora room from which cablecasting occurs can be quite
complicated. There are separate requirements for backlighting, key and fill in lighting. The present
design of the room will ensure that the room lighting coordinates the color temperature of the lights
and will provide conduit and mounting points for other cable specific lighting. The purchase and
installation of the additional lighting is not included in this project. Mr. Johnson suggested that the
County seek the services of a lighting consultant in order to determine the best lighting scheme to
install.
5. Camera and microphone concealment.
Discussion results: The present plans do not call for concealment of either the microphones or the
cameras.
6. Acoustical treatment.
Discussion results: In order to address the acoustical considerations,the room will be carpeted and
will be constructed with an acoustical ceiling. Along with the installation of speakers in the ceiling, Mr.
Johnson indicated that the acoustical needs seemed to be met.
7. The room will be equipped with a 12' x 12' motorized projection screen to facilitate
presentation of information to both the Commissioners and audience. This area could likewise be used
for future teleconferencing events.
By incorporating the elements listed above into the design of the multipurpose room, it is believed that
cablecasting could occur. It is anticipated that the cost for this work could be included in the base
bid for this project. However, there are additional elements which may be desirable in order to
enhance the quality of the production. In order to define what these enhancement elements should
include,we seek direction from the Board regarding the quality expectation of cablecasting from the
facility. These items are likely to be more costly and have not been considered in the existing project
budget.
In addition, it should be noted that the available free advice on this issue has been exhausted. It is
likely that a separate contract would be needed with a consulting firms) with expertise in this area.
If the Board deems it appropriate,we would consult a firm(s)specializing in these matters,articulate
the expectations of the facility and request that they provide us options(including cost)for purchase
and installation of additional enhancements to the facility(lighting in particular)as well as equipment
needed. The Board would then be requested to make recommendations regarding the equipment and
enhancements to be included.
RECOMMENDATION: The Manager recommends that the Board articulate their expectations of the
cablecasting production from the proposed Southern Human Services Building and authorize the
Purchasing Director to seek technical assistance in the following areas:
► enhancements needed for lighting and acoustics in the proposed multipurpose room;
► equipment required for cablecasting from the facility and associated cost for purchase and
installation.

Subject: Research Triangle Regional Partnership
Tomorrow night the Board of County Commissioners ssioners needs to
appoint two members to the newly formed Research Triangle
Regional Partnership (RTRP) . At the November 11 meeting of
the Economic Development Commission, the Commission ssion voted to
nominate Stick Williams and Jim Protzman to represent Orange
County. Both have agreed to serve if appointed. The EDC is
required to nominate candidates by the RTRP Bylaws.

the new RTRP Board meets on December 1 and we need to appoint
our members.
