PURPOSE: To receive information concerning the appointment and recent action of an Animal
Tethering Committee member.
BACKGROUND: At its February 6, 2007 meeting, the Board of County Commissioners
appointed Dr. Alane Koki to the Animal Tethering Committee. Dr. Koki is currently serving in
the Animal Wellness/ Health Expert position. There has been some concern about whether Dr.
Koki is, indeed, an Orange County resident.
The Clerk's Office has contacted Dr. Koki through email and also with a certified letter in
reference to verification of her Orange County address and the certified letter was sent to the
Orange County address provided to staff on her volunteer application. Dr. Koki has been
asked to respond by April 23, 2007.
If Dr. Koki responds positively to the request of verification of her Orange County address, the
Board may consider moving her representation on the Animal Tethering Committee from
"Animal Wellness/Health Expert" to the "Advocate for Tethering" position. If Dr. Koki fails to
respond to our request, then the Orange County Commissioners may consider removing her
from the Animal Tethering Committee.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): Consider receiving information concerning the appointment of an Animal
Tethering Committee member.

The Chair and Vice Chair of the Orange County Board of Commissioners have asked me to
contact you in reference to your membership on the Animal Tethering Committee. There has
been some concern about your actual residency ih Orange County; if you can verify your
residency in Orange County, then the Board of Commissioners may consider moving your
representation on this committee from "Animal Wellness/Health Expert" to the "Advocate for
Tethering" position.
However, if you are unable to verify your residency in Orange County, the Board of County
Commissioners will then consider removing you from this committee at their April 24, 2007
regular meeting, which will be held in Chapel Hill.
If you could please respond to this request, to either me or Monica Evans,
mevans(a~co.orange.nc.us, no later than Monday, April 23, 2007- so that we may prepare our
information for the Commissioners for their Tuesday night meeting.

Verifying my residency in NC_ is just a rnattcr of formality- I would be more than happy to provide you with a copy of
my lease.
I would be guilty of misrepresentation. if I allowed the Tethering Cornn~ittee to re-designate my position on. the
committee from animal wellness/health expert to pro-tethering. I am raotgro-tethering. I am a scientist, first and.
foremost, and have 15+ years of direct experience designing and monitoring experimental aturnal protocols with animal
safety, as well as 13+ years experience in clinical protocol development working with the >~ DA and patient advocacy
groups to ensure patient sa:fcty during clinical trials.
Frankly, I d.o not'understand the Commissioners Board unfounded opinion that I joined the Tethering Committee with
apro-tethering position. My focused intent was to apply ob'er dive scientific methods to assess the physiologic and
behavioral effect(s) of housing (tethered vs- lscnneled) on. ani.nn.als from a stable, hcaltlry, canine population..
R.ecomnnend.ations by the AVMA, Veterinary Medical Behaviorists, etc. woltld then be made based on the results of
this oGjective, completely uribiasetC study.
L:ikcwise, tl~e world class scientists involved i.n this study are NOT pro-tethering, but will make recommendations
based on the results. Scientists are ALWAYS neutral Lultil the data is collected., processed, statistically analyzed, and
interpreted by amulti-disciplinary team.Please forward nne the detailed reasons far the request of the Orange County
Conrunissioners Board to change my position on the Tethering Committee from Animal Wellness/Health Expert to Pro-
tcthering.

Tethering Committee. I have 15+ years of direct experience designing and monitoring
experimental animal protocols (rodents, dogs, pigs, primates) with animal safety,
veterinarians, and toxicology. Thirteen years experience in clinical protocol development
working with Clinical Institutional Review Boards, the FDA, and patient advocacy groups
to ensure patient safety during clinical trials.
President and Chief Executive Officer of BioProdigy Inc. Thirteen years experience in full
life cycle development of both drug and diagnostic development and clinical research.
10+ years experience in directing R & D of new drugs across many therapeutic arenas.
Principle contributor to the development of Celebrex, Bextra, and many anti-inflammatory
and anti-cancer agents. Three years experience in directing the use of
pharmacogenomic solutions to accelerate drug development, and full life cycle
development of 5 CE marked novel clinical diagnostics. Scientific
consultant/panelist/speaker at Academic and Clinical Institutions, including the National
Institutes of Health (NIH), National Cancer Institute (NCI), Southwest Oncology Group
(SWOG), and Gynecologic Oncology Group (GOG) to design and evaluate results on
