Purpose
To approve proposed budget ordinance amendments and capital project ordinances.
Background
Economic Development
1. At the November 1 Board meeting, the Commissioners approved an appropriation from contingency
to pay one half of one year's membership in the Research Triangle Regional Partnership. The
County's dues for January through June 1995 are based on 15 cents per capita which is equivalent to
$7,050. In future years, the contribution from the central counties (Orange, Wake and Durham) is
expected to increase to 30 cents per capita. The attached budget amendment (box #1, page #3)
transfers $7,050 from the Board of Commissioners' contingency appropriation to the Economic
Development Commission's budget for this purpose.
Health Department
2. At the November 1, 1994 meeting, the Commissioners accepted an additional $3,374 in State funds
for the Breast and Cervical Cancer Program. The attached grant project ordinance accepts these
additional funds.
Coordinated Area Transportation
3. The North Carolina Department of Transportation has awarded Orange County $7,556 in special
state funds to support rural general public transportation. The attached budget amendment (box # 2,
page 3 of this abstract) appropriates these additional funds.
4. The Board of Commissioners at their September 20 meeting, approved an increase in the HeadStart

transportation contract to five days per week. The attached budget amendment (box # 3, page 3)
receives the additional revenue and appropriates $4,350 in additional funds to provide these
additional hours of service. No additional County funds are required. _
Piney Mountain
5. At the September 20, 1994, meeting, the Board of County Commissioners approved an agreement
for securing State Construction Grant funds for the extension of the municipal utility service to the
Piney Mountain subdivision. Under the terms of the agreement, the County will contract with the
Orange Water and Sewer Authority (OWASA) for the provision of administrative and technical
services and the design, permitting, construction, administration, operation and maintenance of the
Piney Mountain Subdivision Wastewater System.
The funding for this utility work is to be paid by the homeowners ($348,850) and by a grant from
the North Carolina Environmental Management Commission ($88,500).No direct County funds are
required to complete the construction of the utility service. The attached capital project ordinance
establishes this project and appropriates a total of $437,350 for the completion of this project.
New Courthouse Capital Projects
6. The Board of Commissioners has approved a plan for the addition to the New Courthouse which
varies the original scope of the project. The additional funds required for the completion of this
project, $120,000 will not be needed until fiscal year 1995-96. However, in order to proceed with
the project as planned, it is necessary to amend the capital project ordinance to reflect the Board's
decision. The attached revised capital project ordinance reflects the additional appropriation to be
made in 1995-96. The additional funds will be available from sales tax revenue based on updated
revenue projections.
Recommendation
The Manager recommends that the Board of County Commissioners adopt the proposed budget ordinance
amendments and proposed capital project ordinances.

Comprehensive Breast and Cervical Cancer Control Program
Grant Project Ordinance
Project Number 11-645
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Comprehensive Breast and Cervical Cancer Control Program
as awarded to the Orange County Health Department by the Centers for Disease Control. The
purpose of this grant is to provide screening and follow-up services for women in Orange County.
Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant
document,the rules and regulations of the Centers for Disease Control.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental-Breast& Cervical Cancer $29,287
Section 4. The following amount is appropriated for this project:
Human Services-Breast&Cervical Cancer $29,287
Section 5. The fmance officer is hereby directed to maintain within the Grant Project sufficient
specific detailed accounting records to provide the accounting to the grantor agency
required by the grant agreement and federal and state regulations.
Section 6. Funds may be advanced from the General Fund for the purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely
manner.
Section 7. Copies of this grant project ordinance shall be made available to the finance officer for
direction in carrying out this project.
Section 8. Positions authorized through this grant project ordinance include:
.125 Full-Time Equivalent Family Nurse Practitioner position
This position is authorized through June 30, 1995. Subsequent funding in future years is
contingent upon the availability of grant funds.
Section 9. This project period begins July 1, 1994 and goes through June 30, 1995.

Piney Mountain Subdivision Wastewater System
Capital Project Ordinance
Project Number 51-90.3
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section '13.2 of
Chapter'159 of the General Statutes of Voith Carolina,the following capital project is adopted.
Section '1. The project authorized is for the construction of a wastewater treatment system for the
Piney Mountain subdivision. This project will be financed by a grant from the Voith
Carolina Environmental Management Commission and monies from the subdivision
homeowners.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated to complete this project:
Intergovernmental $88,500
Homeowner Contributions 348.850 •
Total Revenues $437,350
Section 4. The following amount is appropriated for this project:
Piney Mountain Wastewater Treatment System $437,350

New Courthouse Renovations Project
Capital Project Ordinance

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section '13.2 of
Chapter'159 of the General Statutes of Vorth Carolina,the following capital project is adopted.
Section '1. The project authorized is for the construction of a new courtroom and renovations
including roof replacement, exterior painting, ceiling tile replacement in the Superior
Courtroom at the Vew Courthouse in lillsborough. The project will be financed with
proceeds from the County's portion of the one-half cent sales taxes.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated to complete this project:
