PURPOSE: To discuss and consider a policy for public comments.
BACKGROUND: Attachment #1 is the County's procedure for receiving public
comments and a survey of how other counties handle these comments. The
second attachment deals specifically with the two types of zoning
decisions --legislative and quasijudicial, and the third attachment is a
paper written by Roger Schwarz of the Institute of Government on "Ground
Rules" . If the Commissioners decide on a policy for public comments, it
will be included in the Board's "Rules and Regulations" , and publicized
accordingly so that it is explained clearly and concisely for the public.
RECOMMENDATION(S) : The Chair recommends that the Board discuss a policy
for (1) public comments on "Items Not on the Printed Agenda"
(2) public comments on "Items on the Printed Agenda"
(3) public comments at work sessions including budget work sessions
(4) public comments at public hearings
(5) public comments after a public hearing
The Chair further recommends that "Ground Rules" be set by the Chair as
needed.
