Additions or Changes to the Agenda PUBLIC CH.~RGE The Baard of Commissioners pledges to the citizens of Grange County its respect. The Boas°d asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At carry time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending person to leave the meeting until that individual regains personal control. Should decorum fail to be re.storec~ the Chair will recess the meeting until such time that a genuine commitment to this parblic charge is observed All electronic devices such as cell phones, pagers, and computers should please be turned off or set to silent/vibrate. 2. Proclamations/Resolutions/Special Presentations a. Proclamation Reco~nizina UNC bti omen's Soccer 2006 NCAA Championslriu The Board will consider a proclamation recognizing the UNC women's soccer team for winning the 2006 NCAA Women's National Championship and authorize the Chair to sign. b. Distinguished Budget Presentation Award The Board will consider recognizing the statT of the Orange County Budget Office for earning the Government Finance Officers' Association (GFOA) Distinguished Budget Presentation Award for the 2006- 07 fiscal year budget document. e. Ten (101 Year Plan to End Homelessness The Board will consider acceptance of the 10 Year Plan to End Homelessness in Orange County. 3. Consent Agenda a. l~'Iviutes The Board will consider correcting and/or approving the March 13, 19, and 20, 2007, minutes as submitted by the Clerk to the Board. b. Appointments -None c. Motor Vehicle Property Tax Release/Refunds The Board will consider adoption of a refund resolution related to 45 requests for motor vehicle property tax releases or refunds in accordance ~~-•ith North Carolina General Statutes. d. Property Tax Releases The Board will consider adoption of a resolution to release property values related to two (2) requests for property tax release in accordance with N.C. General Statute 105-381. e. C:'ool Cities Program The Board will consider joining a national campaign of local governments sponsored by the Sierra Club to promote cleaner vehicles, energy efficiency and renewable energy. This program is related to the Cities for Climate Protection program of the International Council for Local Environmental Initiatives (ICLEI), of which the County is a member and authorize the Chair to sign the pledge. f. Housing Bond Program The Board will consider awarding housing bond funds in the amount of $450,000 to Habitat for Humanity to assist with the infrastructure costs for the Purefoy Drive subdivision in the Rogers Road community in Chapel Hill and authorize the l~•Ianager in consultation with the County Attorney to enter into a Development Agreement detailing the conditions of award. g. Budget Amendment #1 The Board will consider approving budget and capital project ordinance amendments for fiscal year 2006-07. h. Regional Value-Added Processing Center The Board will consider appropriating an additional $3,000 for a feasibility study for an agriculture products regional value-added processing center and authorize the Chair to sign. i. Approval of County Capital Funding Policy The Board will consider approving the County's Capital Funding Policy to include use of the anticipated NC Education Lottery proceeds intent for funding for recurt•ing capital and presentation of future Capital Investment Plans. j. Durham Technical Community College Satellite Campus Property Ownership The Board will consider executing a Special Warranty Deed from Orange County to Orange County and The Trustees of Durham Technical Community College and authorize the Chair to sign. k. Change in BOCC Regular Meeting Schedule for 2007 The Board «Till consider one change in the County Commissioners' regular meeting calendar for theyear 2007 by adding a Joint Meeting t~~ith the Chatham County Corrunissioners on Tuesday, May 8, 2007 at the Southern Human Services Center, 2501 Homestead Road, in Chapel Hill. 1. Energy Conservation Amendment to Board of County Commissioners Planning Principle #3 The Board will consider modifying a BOCC adopted planning principle to include energy conservation as a linchpin to promoting air quality and effective transportation. 5. Public Hearings 6. Regular Agenda a. Orange County Speed~vay 2007 EMS Coverage Contract The Board will consider contracting with Speedway Management for the provision of Emergency Medical coverage to ensure public safety at public events at the Orange County Speedway and authorize the Chair to sign upon review by the County Attorney. b. Final Approval of Projects for Alternative Financing The Board will consider approving the list of School and County Capital projects to be included in the proposed alternative financing scheduled for Local Government Commission approval on June 5, 2407. c. Approval of 2007 Goals The Board will consider reviewing and approving goal statements for 2007. 7. Reports a. Proposal Re~ardin~ Historic Rogers Road Community Enhancement Plan The Board will receive and discuss a proposal from BUCC Chair Moses Carey, Jr. regarding next steps related to the Historic Rogers Road Community. b. Report on Website Evolution Proiect The Board «~~ill receive a report on an Information Technologies initiative to improve the Urange County Website. S. Board Comments 9. County Manager's Report 10.
