PURPOSE: To review the status and charge of the Youth Services
Needs Task Force.
BACKGROUND: Last action of December 6, 1993 , expanded the charge
as cited in Paragraph 2 of the Agenda Item of the
December 6, 1993 Board meeting.

PURPOSE: To consider adding to the charge of the Youth Services Needs Task
Force.
BACKGROUND: The Youth Services Needs Task Force was created in 1975 by the
Orange County Commissioners pursuant to mandates outlined by G.S. 7A-
289.16. The Task Force is charged with (1) assessing the meeds of youth
in Orange County, giving special attention to the needs of status
offenders, (2) assisting the county in planning delinquency prevention
programs and recommending community based alternatives (CBA) and (3)
evaluating programs receiving CBA funds and recommending which programs
should receive CBA funds in the future.
The Task Force would like to address other issues and ask that the County
Commissioners change their charge as follows: 1) "Assessing the needs of
youth in Orange County and in cooperation with the Board of County
Commissioners facilitate solutions to those needs" . 2) "Facilitating
cooperation between and access to community resources that serve youth in
Orange County.
RECOMMENDATION(S) : To approve changing the Charge of the Youth Services
Needs Task Force as stated in this agenda abstract.
