PURPOSE: To receive updates and provide direction to staff on several park projects in pre-
construction or design phase.
BACKGROUND: In 2001, Orange County voters approved $13 million bond funds for park
construction. These funds were allocated as follows:
^ $3.5 million for the Homestead Park Aquatic Center (Chapel Hill)
^ $2.0 million for Southern Park (Chapel Hill)
^ $2.0 million for the "Soccer Superfund" (apportioned to West Ten Soccer Center and
Twin Creeks Park).
^ $1.2 million for Northern Park (at Northern Human Services Center)
^ $1.2 million for Twin Creeks Park, phase I
^ $1.0 million for Chapel Hill .greenways
^ $0.85 million for Fairview Park, Phase II
^ $0.75 million for Carrboro greenways
^ $250,000 for Efland-Cheeks Park, Phase II
^ $250,000 for public soccer field at Smith Middle School
Over the last few years, these projects have moved through design, pre-construction, or
construction phases -and some have been completed.. Efland-Cheeks Park and Smith soccer
field are both open, and Carrboro greenways funds were appropriated (at Town request) to the
purchase of the Adams Tract in 2004. The Homestead Aquatics Center is under construction,
and the Southern Park project has received construction bids.
The purpose of this item is to provide a status report on the Orange County projects, including
new projects that have been authorized since the bond. In several cases, direction is needed to
move the projects along toward construction. A summary page (attached) outlines the status of
each project and next steps):

Northern Park: The site plan for the park (full master plan) has been approved,, with a
condition related to the wastewater system to be resolved before building permits are issued. In
order to stay on schedule for construction bid award by June, staff has developed options for
Phase I for the park based on new construction estimates -both with and without State grant
funds that are pending consideration. If this approach is acceptable, construction drawings and
bid documents will be finalized on this basis and construction bids solicited, with a June 26
target date for construction bid award by the Board. This would enable construction to begin this
summer.
West Ten Soccer Center: To move the project along, steps are currently underway to get the
field construction underway on an aggressive timetable. Field construction bids were advertised
the week of April 16, with a bid opening proposed for May 1. A Site Plan has also been
submitted to the Planning Department for approval. Current plans would have a construction bid
award before the Board on May 15. Direction provided by the Board at the worksession would
be incorporated into a subsequent decision on the April 24 or May 3 Board agenda.
Fairview Park, Phase I: A Request for Proposals for the engineering and plan approval work
has been issued. An interview team would be formed to recommend a firm for this work, and a
contract for the work is anticipated to come before the Board for action in May. Playground
replacement is underway.
Twin Creeks Park, Phase 1: With Elementary. School #10 underway on the schools campus
portion of this 193-acre site, a staff team and the design/engineering firm have been working to
prepare the extensive Conditional Use Permit application materials to submit to the Town of
Carrboro far approval of phase I of the park. Several preliminary development meetings have
been held with Town staff and attorney, as have discussions with adjacent property owners
about shared infrastructure. Carrboro staff has suggested several components to be included in
the application, outlined in the attached summary. Updated cost estimates for Phase I of the
park have been developed,~however available funding is insufficient to build Phase I at this
time. An alternative scenario to continue with the design work and use these funds temporarily
toward soccer fields elsewhere is proposed (please see Recommendations below).
In addition to the above, updates will be provided on other projects that are in design or pending
design phases.
FINANCIAL. IMPACT: There are no financial impacts associated with this status report,
however, a number of financial decisions are imminent for the projects that are in pre-
construction phase. Decisions about facilities to be constructed consistent with available funds
will be forthcoming. At this time, the four pre-construction projects have the following funds
available (with the budget amount in parentheses): Northern Park ($1.2 million), $1.06 million
remains with a $500,000 state grant pending and $150,000 available in payment-in-lieu funds;
West Ten Soccer Center ($1.7 million), $0.73 million remaining with $150,000 available in
payment-in-lieu funds for either/or this project or Fairview Park. Additionally for West Ten,
Board discussions to date related to spring 2007 alternative financing have contemplated
issuing an additional $2.267 million in debt funding to complete field development. Fairview
Park ($850,000), $805,000 with the potential for $150,000 in payment-in-lieu funds for either/or
this project or West Ten Soccer Center; Twin Creeks Park ($1.85 million), $1.6 million with
$50,000 in available payment-in-lieu funds.
RECOMMENDATION(S): The Manager recommends that the Board receive the status report
and provide direction to staff as desired, to include:
1. Review of proposed facilities for Northern Park, Phase I; authorize staff to proceed to
solicit construction bids for Northern Park in accordance with the schedule to provide for
bid award in June; and discuss names (if desired); and
2. Direction on the makeup of the selection recommendation committee for Fairview Park,
Phase II.
3. In addition, the Manager recommends that:
a: Staff and the consultant continue with the CUP application and design work for Twin
Creeks, Phase I, to include all four soccer fields, and
b. Determination of funding sources for Phase I be included in the fall 2007 CIP
development, and
c. Staff be directed to utilize the currently available (but not presently needed) funds for
Twin Creeks Phase I toward the investigation and installation of artificial turf at the
existing field(s) at Smith Middle School.
4. Other direction or feedback as desired by the Board.

Parks Pre-Construction and Design Updates
1. Northern Park (Phase 1)
a. Site Plan approved. A condition regarding the wastewater system must
be resolved prior to building permits being issued. If irrigation is part of
the Phase I facilities, a new well and storage tank is proposed.
b. Staff and consultant are proceeding to develop the construction bid
documents, construction drawings, and get necessary state permits.
c. New cost estimates have been prepared by the consultant (these are
comprehensive estimates, including bonds and contingencies). Staff
has worked to tailor a proposed Phase I to'the $1.05-$1.2 million in
remaining funds, pending notice of the $500,000 PARTF grant
application in May. Some facilities would be listed as "add alternates,"
in case additional funding is available.
d. In order to complete bid documents and solicit bids, the Phase I
facilities must be identified. Staff has developed three possible options
for Phase I for the park:
1. Option 1 - $1.2 million (available funds plus payment-in-lieu):
includes baseball/softball field, multi-purpose field, infrastructure,
access road, parking areas (2), plantings and playground. Does
not include well or irrigation, lighting, picnic shelter/restrooms.
2. Option 2 - $1.7 million (available funds, payment-in-lieu and
State grant): includes items in Option 1 plus basketball courts,
picnic shelter with restrooms (and utility hookups), lighting of
baseball/softball field, and other associated amenities.
3. Option 3 - $1.85 million (shortfall of $150,000 including all funds
in Option 2 above): includes items in Option 2, plus paved
walking track and well/irrigation for fields.
e. Name for the Park (future decision item for the Board)? The current
working title is Northern Park (at Northern Human Services Center).

4. Twin Creeks (Moniese Nomp) Park -Phase I
a. Brief status report on activity
1. Carrboro CUP application is underway and nearing completion
(pending new Carrboro staff requests -see below)
2. The consultant and staff have attended Carrboro Attorney/staff
preliminary development review sessions, consistent with Town
policy and practice. Staff and Attorney have asked questions and
suggested changes and additions.
3. Discussions are underway on an infrastructure-sharing agreement
between the County and neighboring properties related to
wastewater lines and road construction. There has also been
recent correspondence from a landowner to the southeast about
easements.
b. Town attorney/staff requests for the CUP application include:
1. Include the "redline" trail in phase I of park, which could be part of
Town's future greenway system, from the southern boundary line,
along the Jones Creek corridor, to ES#10,
2. The application should plan to incorporate new stream buffer rules
being written (not yet completed), .
3. The application should plan to incorporate new lighting ordinance
standards (not yet completed),
4. The application should address annexation of Phase I, to ensure
that the east-west road along the southern boundary line is not
"split" by Town limits,
5. Town staff may suggest changes to road alignments - to be
discussed.
c. New cost estimates have been prepared for the projected Phase I
(originally envisioned to be 2 full-size soccer fields, picnic shelter, trail,
parking and associated amenities and infrastructure -with potential
pre-grading of the second pair of soccer fields, if funds permit). These
estimates are comprehensive and include bonds, contingencies and
other associated costs. The cost estimates range from $1.9 million for
two sprigged unlighted fields to $3.9 million for four lighted and sod
fields.
d. There are economies of scale in building all four soccer fields at the
same time. Building all four in 2008 could save approximately $250-
275,000, as compared to two in 2008 and the second pair in 2012.
e. Funds are insufficient to build Phase I at this time. Available funds for
the park are approximately $1.6 million, with an additional $50,000 in
payment-in-lieu funds.

The consultant estimates that a CUP application for Phase I using one
of the options above could be submitted by May 18. Pending direction
from the Board at this worksession, an item could be placed on a
subsequent Board agenda to authorize staff to submit the CUP
application, and request "expedited review."
g. Timetable of Next Steps
Since the project lacks sufficient funds to build Phase I at this time, an
alternative scenario would be to:
1. Continue with the design and CUP application, and submit the
application for a Phase I that includes all four fields.
2. Funds for this project would not be needed immediately, which may
allow for utilization of these monies for investigation and installation
of artificial turf on existing-fields, such as Smith Middle School.
The determination of funding for the more-complete Phase I of Twin
Creeks would be addressed in the fall as part of the CIP discussions.

5. N.C. Mountains-to-Sea Trail (IPWG to consider principles, need to
schedule consideration of proposed corridor in fall 2007)
