Re: Facility parking and pedestrian sidewalk project update
The purpose of this memorandum is to provide an update on several important parking and
pedestrian access capital projects appropriated by the Board of Orange County
Commissioners. Asset Management Services and DEAPR are working collaboratively in
planning and managing these projects; all are projected to be completed and operational near
the end of the calendar year.
1. Fairview Park Access and Parking Improvements
2. Skills Development Center Parking Lot Improvements
3. Southern Human Services Campus Sidewalk Extension
4. South Cameron Street Sidewalk Installation
Fairview Park Access and Parking Improvements. Construction on the new parking area
for Fairview Park has been underway since late August. The project was ahead of schedule
until the rain events during the past couple of weeks. Fortunately, all of the sedimentation and
erosion control devices were in place prior to Hurricane Matthew, and performed well during
the storm. To date the contractor has not encountered any rock or other major unforeseen
conditions, so the project remains not only on schedule but within budget. Weather permitting,
completion of the project should stay on track for late November, 2016. Progress photographs

Skills Development Center Parking Lot Improvements. This parking improvement capital
project will repair the 501/503 West Franklin Street Parking Lots. This work consists of
patching and overlay of an existing asphalt parking lot. Work also includes new curbs and
striping of the parking spaces. The contractor should begin work in October after the full
execution of the construction agreement. The project remains on schedule and within
budget. Weather permitting; completion of the project is expected in mid-December, 2016.

Southern Human Services Campus Sidewalk Extension. This is the first project being
constructed under the guidelines of the new Southern Campus Master Plan approved in June,
2014. This sidewalk extension will continue the sidewalk along Homestead Road westward
from the entrance of the IFC Women's Shelter to the intersection of Weaver Dairy Road
Extension. This project is the result of a successful collaboration between Orange County, the
Town of Chapel Hill, and the University of North Carolina at Chapel Hill. Clearing for the
project has begun and will be followed by the required earth moving in the coming weeks.
Areas affected by the vegetation clearing will be re-planted with approved landscaping
materials that will re-populate the vegetation in the growing seasons after project completion.
A largely intact tobacco barn adjacent to the sidewalk path is being analyzed for potential de-
construction and movement and/or reclaimed materials use. The project is scheduled for

South Cameron-Dickson House Sidewalk Installation. This accessibility capital project
provides for the installation of approximately 300 square feet of new sidewalk along South
Cameron street (adjacent to the Hillsborough Visitor's Bureau in the Dickson House). The
design services for this project are under way. Construction is scheduled for completion in
