PURPOSE: To consider taking action to authorize the release of
funds that were appropriated to Councils of Government
by the General Assembly.
BACKGROUND: A sum of $48, 015 was appropriated to Triangle J
Council of Governments (TJCOG) to assist local
governments in their economic development activities.
Of the amount, $7,244.41 is due TJCOG based on Orange
County's population.
RECOMMENDATION: The Manager recommends that the Board approve the
attached resolution and authorize Chair to sign.

WHEREAS, in North Carolina the Lead Regional Organizations, as
voluntary organizations serving municipal and county governments, have
established productive working relationships with the cities and counties across
the state; and
WHEREAS, many counties and cities continue to need assistance in
pursuing economic and community development opportunities, but federal
assistance in the form of intergovernmental revenues has been severely curtailed
in recent years; and
WHEREAS, the 1994 General Assembly recognized this need through the
appropriation of $864,270 to help the Lead Regional Organizations assist local
governments with grant applications, economic development, community
development, and to support local industrial development activities and other
activities as deemed appropriate by their local governments; and
WHEREAS, these funds are not intended to be used for payment of
members' dues or assessments to Lead Regional Organization or to supplant
funds appropriated by the member governments; and
WHEREAS, in the event that a request is not made by a unit of
government for release of these funds to our Regional Council, the available
funds will revert to the State's General Funds; and
WHEREAS, in Region J funds in the amount of $48,015 will be used to
carry out the economic development plan approved by the COG Board of
Delegates and especially to improve the economy of the counties and towns of
the Region by strengthening ties to and consequently benefits of the Research
Triangle Park.
NOW THEREFORE BE IT RESOLVED, that ORANGE COUNTY
requests the release of its $7244.41 share of these funds to the Triangle j Council
of Governments at the earliest possible time in accordance with the provisions of
Chapter 321,Senate Bill 27,section 39 of the 1994 Session Laws.

Dear Chairman Carey:
The Triangle J Council of Governments has received official
notification that funds are again available to assist the
economic development programs of this and the other seven-
teen regions . Attached is a copy of the accomplishments for
the past year with the work plan for this coming year. The
1994 General Assembly again approved $48, 015 for each
Council of Governments for each year of the biennium. Your
government is asked to release its share (based on popula-
tion) to the Council of Governments . A copy of the region's
list of population and funds is attached as is a copy of
Senate Bill 27 of Chapter 321 .
To this end you are asked to place on your next board agenda
a resolution to release your share of the economic
development monies from the State Budget Office to the
Triangle J Council of Governments . You are reminded that .
just as with past years ' economic development funds, money
not released reverts to the general fund; it is not made
available directly to local governments . The resolution to
release funds is enclosed. When approved, please return the
original, signed, sealed and fully executed document to the
Council of Governments at the earliest possible date .

Economic Development Report to Local Governments
Summary of 1993/94 Accomplishments
Strategic Economic Planning and Cooperation
1. Created a Task Force on a Competitive Economy to follow up on recommendations of the
World Class Region 1992 Conference. Developed several key contacts in State Government,
etc.for post conference venture work.
2. Served with the Governor's Task Force to create the State's"Comprehensive Economic
Development Plan" and draft legislation to create the regional partnerships for economic
development. Lobbied for inclusion of the Triangle J region's economic development priorities
in the State's Plan.
3. Participated in an NCSU-led effort to gain federal funds and programs for high-tech,
experimental projects in the Triangle. Used the Partnership for Leadership (CEO Group)
meetings to bring many key leaders together to promote a "regional voice." Worked with the
Central Carolina Consortium and the UNC Center for Educational Leadership to coordinate
planning and delivery of quality school to work training programs.
4. Promoted the COG's Geographic Information System to RDRA, the State DOC,various
other key groups. We are now a party to the planning led by MCNC for the Information
Highway project.
5. Promoted regional cooperation among chambers and local governments. Held several
meetings with RDRA leaders. Worked on the American Airlines Hub retention and London
Gateway efforts. Regional Group Leaders luncheons resulted a Regional Town Hall initiative.
• Activities to Internationalize the Region's Economy
1. Supported the Research Triangle World-Trade Center as corporate secretary and executive
board member. Lobbied legislature for$294,000 in educational program funds for 1994.
Assisted in obtaining other public support, served on nominating committee,worked on the
Annual Board meeting.
2. Maintained world trade contacts via the North Carolina World Trade Center, elected 1993
through 1995 State Board Secretary. Advisor for the State NCWTA Annual Conference.
NCWTA received the Presidential"EXPORT"Award at the 1993 Annual Conference.
3. Served as the grantee for Foreign Trade Zone #93;made numerous presentations,recruited
new Board members. Prepared FTZ annual report. Completed contractual negotiations with
the new operator,Long Transportation,Inc. for a general purpose FTZ site with distribution
and warehousing capacity. Obtained approval from the US FTZ Board for the needed
boundary modifications and operator change.
4. Responsible for the FTZ #93 Subzones: Subzone 93 A, Mallinckrodt Medical and 93 B,IBM.
Submitted the application for Subzone 93 C,Merck Pharmaceuticals in Wilson. Working now
with two new applicants and with US Customs to develop two new subzones.

Goals to Improve the Economic Competitiveness of the Region
Goal: Identify the key factors that will keep this Region economically competitive
and promote actions on the part of local,state and federal governments that will strengthen
the Region's economy.
• With the Raleigh-Durham Regional Association and others,continue the economic
development strategy. Projects may include: • Seek funding for a regional economic
analysis which describes the region's major employers; the major types of employment;how
manufactured goods are imported into and exported from the region; wage and work-force
skill levels; trends in the size and composition of the work force; and trends in major types of
businesses. • Seek funding for a regional economic forecasting model which builds on the
above economic analysis; curren t state, national, and international economic trends;and the
effects of new public policies and social trends upon businesses • Survey and assess economic
development incentives provided by the member governments or available from the State
resources. • Survey and assess the region's entrepreneurial environment-how new
businesses are allowed or encouraged to start up. • Identify the types of industries that the
Triangle j region should support,promote,and recruit. • Promote the development and use
of the Triangle J's GIS and Regional Data Center.
Goal: Further the Internationalization of the Region's Economy
• Support the Research Triangle World Trade Center as corporate secretary and executive
board member. • Maintain world trade contacts via the North Carolina World Trade Center,
re-elected State Board Secretary. Advisor for the 1995 State NCWTA Annual Conference.
• Serve as the grantee for Foreign Trade Zone #93 and meet all continue contractual
responsibilities for the Zone and Subzones A, B,&C. Market the general purpose zone and
develop new subzones as needed,provide training and make presentations.
Goal: Assist the education/school system of the Region to achieve a much higher
level of performance-to develop the vision,the resources and the working system that will
produce the best high school graduates of any school system in the world.
• Explore ways to move our educational system towards a skilled work force model,
emphasizing the needs of the student in addition to the needs of the employer. • Identify
other groups and funding sources with which to cooperate on this endeavor.
Goal: Assist member governments,individually or collectively,to deliver cost-
effective services to their citizens.
• Continue the push for an affordable, regional telephone system. • Identify funding for
access to the information highway (Internet). • Explore new sources for assistance to
governments and business,e.g. the Lt. Governor's new health care alliance.

COUNCIL OF GOVERNMENT FUNDS
Sec. 39. (a) Of the funds appropriated in this act to the Office of State
Planning. eight hundred sixty-four thousand two hundred seventy dollars (S864.270)
for the 1993-94 fiscal year and eight hundred sixty-four thousand two hundred
seventy dollars (5864.270) for the 1994-95 fiscal year shall only be used as provided
by this section. Each regional council of government or lead regional organization is
allocated up to forty-eight thousand fifteen dollars (545.015) for each fiscal year, with
the actual amount calculated as provided in subsection (b) of this section.
(h) The funds shall be allocated as follows: A share of the maximum
forty-eight thousand fifteen dollars (S48.015) each fiscal year shall be allocated to
each county and smaller city based on the most recent annual estimate of the Office
of State Budget and Management of the population of that county (less the
population of any larger city within that county) or smaller city. divided by the sum
of the total population of the region (less the population of larger cities within that
region) and the total population of the region living in smaller cities. Those funds
shall he paid to the regional council of government for the region in which that city

or county is located upon receipt by the Office of State Planning of a resolution of
the governing board of the county or city requesting release of the funds. If any city
or county does not so request payment of funds by June 30 of a State fiscal year, that
share of the allocation for that fiscal year shall revert to the General Fund.
(c) A regional council of government may use funds appropriated by this
section only to assist local governments in grant applications, economic development,
community development, support of local industrial development activities, and other
activities as deemed appropriate by the member governments.
(d) Funds appropriated by this section may not be used for payment of
dues or assessments by the member governments, and may not supplant funds
appropriated by the member governments.
(e) As used in this section "Larger City" means an incorporated city with
a population of 50,000 or over. "Smaller City" means any other incorporated city.
