November 1 , 1994
* Representatives from County, OCS , and CHCCS met on Oct 28
following numerous individual telephone conversations over
previous ten days
* Consensus not to pursue individual or joint applications
for Info Highway grants to try to meet Nov 4 deadline
* High level of enthusiasm for the Info Highway concept
, * Receipt of application materials on Oct 24 precludes
development of well-thought out application to meet deadline
* Application packet reflects definite orientation towards
interactive video
* None of the three entities has budgeted funds in '1994-95
for capital or operating expenses for Info Highway connection
* Better to identify applications needed by County , OCS , &
CHCCS , then apply for funding , rather than pursue interactive
video , pay for it upfront, then figure out how to use it
* Considered resubmitting OCS Feb 94 distance learning
proposal , but not sure required usage and budgetary support
from cooperating users is still in place
* Consensus presumption that additional NCIH funds will be
available in the future
* Need high speed data , not interactive video , at this point
* Training of teachers required for interactive video
* Need ability to create sub-nets ( for example, connecting
all OCS campuses ) to the main hub serving as the NCIH
connection when we do connect
* All three entities will continue to discuss opportunities
for cost-effective collaboration in using Information Highway
technology benefits
