PURPOSE: The purpose of this item is for the Board of Commissioners to establish an Orange County Healthy Carolinians 2000 Task Force upon the recommendation of the Orange County Board of Health. This task force will: 1. Inform local leaders about health problems that can be improved by wellness promotion and disease prevention. 2. Create an ongoing community-oriented process for priority setting and action planning. 3. Select and tailor objectives from the list recommended by the State level task force. 4 . Serve as the conduit for funding of cooperative health promotions. BACKGROUND: 2 In the attached memorandum of December 1, 1993, the Orange County Board of Health recommended that the Orange County Board of Commissioners establish a Healthy Carolinians 2000 Task Force for Orange County. This recommendation was based on the attached report of the Governor's Task Force on Health Objectives for the Year 2000, which called on Health Departments to establish local community task forces to carry out the purposes mentioned above. This proposal also relates to the commissioner's goal to: "Develop a consumer empowerment mechanism for human services to improve the human services delivery system by incorporating citizen input into program planning and evaluation. " The establishment of an Orange County Healthy Carolinians 2000 Task Force was rekindled following a joint conference of Health Directors and Hospitals Administrators convened by the UNC School of Public Health. Eric Munson, Executive Director of UNC Hospitals, expressed his interest in participating in a community assessment process. In a subsequent meeting which included Moses Carey Jr. , the Hospital Association community assessment approach was compared with the Healthy Carolinians 2000 approach and the latter was preferred. Mr. Carey recommended that the Board of Health nominate a task force for appointment by the Board of Commissioners. The Orange County Board of Health has reviewed and revised the attached list of proposed nominees based upon organizations whose input and involvement, from both a provider and consumer viewpoint, would be important to an effective outcome. The Health Department is prepared to play a supportive role in convening the initial meeting, but recommends that the leadership for ongoing activities be determined by the task force itself, once appointed. The attached map shows that 20 counties have already established local task forces. The aim of the Board of Health is for the Orange County Task Force to be appointed and convened in early November in time for the leadership to attend the Third Annual Conference of Healthy Carolinians 2000 program, November 14-15, 1994 . Singer, M.D. , Vice-Chair Orange County Board of Health DATE: December 1, 1993 RE: Board of Commissioner's Goal Setting Retreat For several years, the Orange County Health Department's Community Diagnosis has revealed a tremendous disparity in health indicators between the "Haves" and "Have-nots" in Orange County. The data revealing this disparity, is unfortunately, collected on the basis of race because of conventional methods of gathering vital statistics. However, we know these disparities are more strongly linked to low sociol-economic levels. Nevertheless, there are advantages of showing data by race in order to target resources and interventions towards populations most in need. Given this caveat, the Board of Health recommends that the Board of Commissioners adopt the goal of reducing disparities in health indicators . among racial groups in Orange County through a process of: * Assessing community health needs; * Developing policies which identify the interventions and services necessary to meet specific health objectives; and * Adopting a process to assure that some agency within Orange County has undertaken responsibility to provide the needed service. A description of The Implementation Plan begins on page 29 . This task force will: 1. Inform local leaders about health problems that can be improved by wellness promotion and disease prevention. 2 . Create an ongoing community-oriented process for priority setting and action planning. 3 . Select and tailor objectives from the list recommended by the State level Task Force. 4 . Serve as the conduit for funding of cooperative health promotions. The Board of Health is prepared to play a leadership role in this endeavor and feels that the process would be strengthened if the Board of Commissioners officially adopted the goal and sanctioned the approach. This proposal is consistent with the responsibilities of local boards of health and health directors to protect and promote the public health and advise local officials concerning public health matters .
