BACKGROUND: For the past several months Michael Hining Architects has worked with the Public Works Department and other County staff to develop plans for the Public Works Maintenance Facility. The project was approved by the Hillsborough Board of Adjustment in July and upon approval by the Commissioners is soon ready to be bid. As the Board may recall, the project includes three elements: the maintenance building, the development of new access roadway and a fueling station. The project budget is approximately $1,160,000. It is notable that the scope of the original project has been expanded in the following areas: ► The Town of Hillsborough Board of Adjustment required that a left turn lane from Highway 86 N onto our site be constructed(approximately$20,000); ► The Town of Hillsborough Board of Adjustment required that a fire hydrant be installed on the site(approximately$15,000);and ► The construction of an on-site sewer system rather than the extension of the Hillsborough sewer system (approximately$15,000). The Board may further recall the discussions with the Town of Hillsborough which explored the potential of the Town and County sharing the facility in some manner. While co-location within the same facility was not feasible,the Town and County continue to pursue the joint use of the fueling facility. We have requested that the Town indicate their level of participation in the fueling station, if any, and we anticipate their response prior to bids being solicited. The new access road being developed as part of this project will make it possible to efficiently access a portion of the County's property heretofore isolated. As a result of this , we have requested that the architect designate on the site plan areas of potential development for 1.) a future EMS base station; and 2.) a cattle weigh station,which is potentially the first component of a Rural Education Center. Neither the EMS base station nor the weigh station are, however, part of the program under development at this time. RECOMMENDATION: The Manager recommends that the Board receive the information regarding this project and approve the plans as presented. L.)i2 MEMORANDUM TO: County Commissioners FROM: Paul Thames , County Engineer DATE: October 13 , 1994 SUBJECT: Seperate cover attachments to agenda item number IX-B , Sewer Easement Agreement with Hillsborough Please find attached a colored map of the vicinity south of Hillsborough. The map is a photocopied section of a USGS contour map at a scale of approximately one inch equaling two thousand feet. The approximate locations of the County property in question (Orange Enterprises tract) , the pump station ( to be replaced by the project) serving Wildwood subdivision, Cates Creek, the Cates Creek watershed and the proposed or potential location of gravity sewer lines are delineated on the map.
