Background General Fund 1. On June 30 of each year, certain designated appropriations are not fully expended. Many of these are related to outstanding purchase orders, where goods and services have been ordered but not yet received and/or paid. In accordance with the fiscal year budget ordinance, funds for these purchases are automatically reappropriated in the new budget. Funds for certain other planned but unencumbered expenditures are set aside as a reserved portion of fund balance. In order to carry these items forward and to authorize their expenditure in fiscal year 1994-95, it is necessary for the Board to approve the attached technical amendment. Chapel Hill-Carrboro City Schools Capital Projects 2. Phase I of the Chapel Hill High School construction project has been completed. This amendment transfers the unexpended pay-as-you-go budget, $4,547, from this project to a related one, Chapel Hill High School (Phase II)/Transportation Center. The budget for this facility's second construction phase will be increased from $1,140,146 to $1,144,693. The attached ordinances close the Chapel Hill High School (Phase I) capital project by transferring the remaining budget to the Chapel Hill High School (Phase II)/Transportation Center capital project. Orange County Schools Capital Projects 3. Air conditioning has been installed and windows replaced at Orange High School and at A.L. Stanback Middle School. This project budget totals $2,876,389 while the actual renovation costs were $2,807,833. The project's remaining balance of$68,556 will be transferred to the C. W. Stanford Renovation Capital Project and the OHS/Stanback Air Conditioning Capital Project will be closed.: Recommendation The Manager recommends that the Board of County Commissioners adopt the proposed budget ordinance amendments and proposed capital project ordinances. Budget Amendment#2 October 5, 1994 3 OHS/Stanback Air Conditioning Project Orange County Schools Capital Project Ordinance Program Number 64-860-7011 Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina,the following capital project is hereby adopted. Section 1. The project authorized is for air conditioning and electronic HVAC control systems at Orange High School and A.L.Stanback Middle School. The project will be financed by 1988 bond proceeds,proceeds from the Schools'portion of the one half cent sales taxes,and proceeds from completed Orange County Schools capital projects. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. The following revenue is anticipated to complete this project: Transfer from School Capital Reserve Fund(1990-91) $655,000 Transfer from School Capital Reserve Fund(1991-92) $139,273 Transfer from School Capital Reserve Fund(1992-93) $1,297,091 Transfer from Stanford/OHS/Stanback Project(1992-93) $39,654 Total Transfers from Other Funds $2,131,018 1988 Bond Proceeds 810,076 Total Revenue $2,941,094 Section 4. The following amount is appropriated for this project: Air Conditioning — OHS and Stanback Project $2,941,094 Section 5. A portion of the available funds for this project has been transferred to the Orange High School Renovations. Section 6. The following amendment is anticipated to complete this transfer: Transfer to OHS Renovations Project(1993-94) $64,705 Air Conditioning — OHS and Stanback Project ($64,705) Section 7. All funds remaining at the completion of this project have been transferred to the C.W.Stanford Refurbishments Capital Project. Section 8. The following amendment is anticipated to complete this transfer and close this project: Transfer to C.W. Stanford Refurbishments Project(1994-95) $68,556 Air Conditioning — OHS and Stanback Project ($68,556) Section 9. This ordinance supersedes all previous OHS/Stanback Air Conditioning Capital Project Ordinances for the Orange County Schools System. Section 10. This ordinance,originally adopted June 26, 1990,shall be in effect until October 3, 1994. Section 11. Stanford Refurbishments Orange County Schools Capital Project Ordinance Project Number 64-860-7007 Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina,the following capital project is hereby adopted. Section 1. The project authorized provides for converting present workshop space to a classroom and a modern technology lab. This project will be financed with proceeds from the Schools' portion of the one—half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. The following revenue is anticipated to complete this project: Transfer from General Fund(1993-94) $125,000 Transfer from General Fund(1994-95) $365,581 Transfer from OHS/Stanford Air Conditioning(1994-95) $68,556 Total Transfers from Other Funds $559,137 Public School Building Funds(1994-95) $419,419 Total Revenue $978,556 Section 4. Section 1. The project authorized is for the initial phase of construction of classrooms and support areas at Chapel Hill High School. The project will be financed with proceeds from the 1988 Bond Referendum and the Schools'portion of the one—half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. The following revenue is anticipated to complete this project: 1988 Bond Proceeds $6,449,978 Transfer from School Capital Reserve Fund(1990-91) 1,104 Total Revenues $6,451,082 Section 4. The following amount is appropriated for this project: Chapel Hill High School(Phase I) $6,451,082 Section 5. Section 1. The project authorized is for the second phase of construction of classrooms and support areas at Chapel Hill High School. A transportation center will also be constructed with funds allocated in this project. This project will be financed with proceeds from the Schools'portion of the one—half cent sales taxes and Public School Building Funds. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. The following revenue is anticipated to complete this project: Transfer from Middle School Project(1991-92) $40,000 Transfer from School Capital Reserve (1992-93) $425,146 Transfer from General Fund(1993-94) $243,810 Transfer from General Fund(1994-95) $50,000 Transfer from Chapel Hill High School Capital Project(1994-95) $4,547 Total Transfers from Other Funds $763,503 Public School Building Funds (1993-94) $381,190 Total Revenue $1,144,693 Section 4.
