PURPOSE: To approve the appointment of additional persons to the Orange-
Chatham Criminal Justice Partnership Program Advisory Board.
BACKGROUND: At the August 8, 1994 meeting, the BOCC approved a Resolution
for the formation of a joint Criminal Justice Partnership Program for
Orange and Chatham Counties. State funds are available for counties to
develop community-based correction programs to appropriately address
criminal behavior, provide effective rehabilitative services and to expand
sentencing options for offenders receiving non-incarcerative sentences.
Orange and Chatham Counties are eligible to receive an approximate total
of $182,000.
The process includes the development of an Advisory Board to review and
evaluate the current criminal justice system, and establish a plan for the
enhancement of community-based corrections programs.
The legislation, which establishes this program, specifies that the
membership of the Advisory Board consist of a core group of designated
persons, as well as members of the community. In order to meet a
submission deadline of August 15th, a recommended list of the core group
was submitted to the BOCC and approved. As indicated in the August 8th
abstract, representatives from the community were to be included at a
later date.
Since that time, public notice for interested persons from the community
has been provided. Three additional persons have responded and indicated
an interest in serving on the Advisory Board. Although
individuals reside in Chatham County, both BOCC's must approve their
appointment since this is a multi-county Advisory Board. The attached
list represents the membership of the Advisory Board, with those
additional names highlighted.
Also, for your information, the State is providing funding for technical
assistance in this endeavor. The workgroup, which was authorized by both
the Orange and Chatham County Boards of Commissioners, has interviewed
candidates trained in this planning process. Deborah G. Giles of

Durham, NC has been selected as the consultant to assist the Advisory
Board.
RECOMMENDATION(S) : The Manager recommends that the Board of County
Commissioners approve the additions to the Orange-Chatham Criminal Justice
Partnership Program Advisory Board and receive the selection of the
consultant as information.
