BACKGROUND: Last year was the first year of funding for the State Grants Program. The program was established to "encourage the protection, preservation, and interpretation of historic assets with local or regional significance. " Funding from the State Grants Program is especially attractive in that it does not require matching funds by the local government. Orange County applied for a grant to publish the historic resources inventory book but was unsuccessful. This year a total of $2.0 million is available. The application deadline is October 15. The Historic Preservation Commission has recommended three (3) t projects to be submitted for grant requests. The grant criteria stipulate that "Priority consideration will be given to properties listed on or eligible for listing on the National Register of Historic Places, " and to "educational objectives. " All three of the proposed projects meet these criteria. 1. A request of $35,000 is proposed to hire a consultant to prepare a National Register 2 Nomination for the Cedar Grove crossroads as a historic district. One year ago, Cedar Grove was one of two historic districts in Orange County placed on the Study List by the North Carolina National Register Advisory Committee. The listing means that the district appears to be eligible for nomination to the National Register of Historic Places. 2 . A second project being recommended is production of a slide show specific to each township featuring the historic resources which have been identified in that community. The presentation will also include information on the National Register of Historic Places and a proposed local historic land- marks program. The grant request is for $25, 000. The slide show could be used at township meetings with a variety of citizen groups and at public hearings on the Preservation Element of the Comprehensive Plan and the historic landmarks program. In addition, school groups could benefit from such an educational resource. During publication of the historic resources inventory book, the slide show would be useful in soliciting donations from the municipalities and from private organizations, businesses, and individuals. 3 . The Historic Preservation Commission also recommended that the County again request funding for the inventory publication in the amount of $48 , 000. The grant funds would cover the costs of acquiring photographs, editorial services, and printing 800-1000 copies. Grant awards will be announced in December. No local matching funds are proposed as part of the applications. RECOMMENDATION: The Administration recommends that the Chair be authorized to sign and submit the grant applications for the three projects as described to the State Grants Program for Nonprofit Historical Organizations and Local Government Entities. 3 STATE GRANTS PROGRAM FOR NONPROFIT HISTORICAL ORGANIZATIONS AND LOCAL GOVERNMENT ENTITIES Division of Archives and History North Carolina Department of Cultural Resources September 1, 1994 CRITERIA AND PROCEDURES FOR AWARDING GRANTS Introduction The State Grants Program for Nonprofit Historical Organizations and Local Government Entities (hereafter, "The State Grants Program") was created in 1994 by the General Assembly of North Carolina and is administered by the Division of Archives and History, Department of Cultural Resources. The purpose of the program is to encourage the protection, preservation, and interpretation of historic assets with local or regional significance. Priority consideration shall be given to the local historical organization's educational objectives. Grants shall be limited to amounts of$100,000 or less. The State Grants Program may aid local history museums and historic sites, help conserve and make accessible historic records, assist with the development and disbursement of historical publications, and promote the preservation of historic properties and archaeological sites across the state. It also will generate greater citizen awareness of the importance of North Carolina history to the state's quality of life, both now and in the future. The total appropriation for the grants is two million dollars ($2,000,000) to be awarded in the 1994-1995 fiscal year. Applications must be postmarked no later than October 15, 1994. Awards will not be announced prior to December 1, 1994. The criteria and procedures for awarding grants under this program are set forth below. CRITERIA Criteria and Requirements for Recipients Eligible recipients. Nonprofit organizations or units of local government are eligible to receive funding. A nonprofit applicant shall document that it is a tax-exempt organization under section 501(c)(3) of the Internal Revenue Code by submitting with the application a copy of its IRS tax-exempt status letter containing its federal identification number. Appropriate standards. All projects funded by. the State Grants Program should meet appropriate standards established by the Division of Archives and History. Funded project activity should not adversely affect the historic significance of the property or its environment, including archaeological remains. Failure to adhere to appropriate standards will jeopardize future funding requests. Criteria Related to Nonstate Historic Properties Priority consideration will be given to properties listed on or eligible for listing on the National Register of Historic Places. For information about eligibility requirements, contact the State Historic Preservation Office at(919) 733-6545. 4 PROCEDURES The Application Process The application process may include an informal consultation between the applicant and appropriate member(s) of the Division staff. Such a consultation may be arranged by Jo Ann Williford at (919) 733- 7305. Please limit attachments as much as possible. However, in addition to the completed Grant Application, the proposal for funding should include, if applicable: - A statement of project objectives - Recent photograph(s) of subject - Description of sponsoring organization - Proof of 501(c) 3 status Grant application forms will be available by September 1, 1994, and should be completed and postmarked no later than October 15, 1994. Applications submitted via "FAX" will not qualify. Grant awards will be announced eta-aft December 1, 1994. The Selection rs A Grants Committee consisting of staff members of the Division of Archives and History and chaired by the Division Director will review all applications postmarked no later than the October 15 deadline. The committee will recommend a list of projects and funding amounts to the North Carolina Historical Commission. Following review by the Historical Commission, all recommendations will be sent to the Secretary of Cultural Resources, who will make the final funding decisions. The proposals will be evaluated by the Grants Committee on the basis of the following measures: - Quality of resource - Soundness of project application - Benefits to the local community or region - Ability of the group to carry out the project - Ability of the group to continue the project or maintain the historic resource - Significance of the project to the organization's mission Attempts will be made to achieve a balanced program of grant projects which reflect every,geographic region of the state and represent important aspects of North Carolina's heritage. • Grants Administration Checks will be mailed to grant recipients following the receipt of necessary grant documents (request for payment form, conflict of interest statement, certification of tax-exempt status, etc.). All projects may be subject to audit. However, G.S. 143-6.1 requires that agencies receiving $25,000 or more will be required "to file annually with the State Auditor and with the Joint Legislative Commission on Governmental Operations financial statements for that year in which $25,000 or more in state funds were received, used, or expended. These financial statements shall be audited in accordance with the auditing standards prescribed by the State Auditor, and the audit report shall by received by the State Auditor within six months after the end of the private organization's year in which $25,000 or more were received, used, or expended." 5 SAMPLE PROJECTS The following are examples of some of the projects which could be funded with assistance from the State Grants Program for Local Historical Organizations: - Development of a local history collection in cooperation with the local library. - Restoration/rehabilitation of a 19th-century lighthouse keepers' residence, including engineering/architectural services and exterior restoration of the building. - Archaeological testing and excavation of an 18th-century plantation site to determine Iocations and configuration of slave cabins and related buildings. - An architectural survey and National Register nominations of five individual structures and a commercial historic district within a local government. - Publication of a county architectural survey, including manuscript preparation, selection and duplication of photographs, graphics, layout design, and printing. - Purchase of archival-quality storage materials for documents. - Development of a primary source packet to be used in teaching local and regional history in the area schools. - Funding to provide microfilming of county records in cooperation with the Division of Archives and History staff. - Installation of a permanent exhibit relating to the history of the region, including costs of planning and development. - Development of a traveling exhibit on some aspect of local history for use by area schools and civic groups. - Acquisition of a tract of land located adjacent to a state-owned historic site to insure protection of the site's integrity. - Evaluation of tombstones, grave markers, fences, and walls in cemeteries located•on historic sites' property, followed by restoration and stabilization of these features. • . ri 6 APPLICATION FOR STATE GRANTS PROGRAM DIVISION OF ARCHIVES AND HISTORY DEPARTMENT OF CULTURAL RESOURCES Please type or print clearly. Attach extra sheet, if necessary. ) During the inventory of historic architecture in the unincorporated portions of Orange County, Cedar Grove became one of two historic districts deemed potentially eligible for the National Register by the North Carolina National Register Advisory Committee. The crossroads community includes approximately sixteen (16) structures which date from the 1800's through the 1940's.T.he historic structures represent a variety of activities which took place at Cedar Grove, such as churches, a cemetery, stores, a post office, and several residences. A professional consultant would be selected, possibly from a list provided by the State Historic Preservation Office, to prepare the nomination. The consultant would research the history of the district and conduct public informational meetings with assistance from the Orange County Planning and Inspections Department. Once the nomination is reviewed by the State, Orange County would solicit comments from local interests, advertise and conduct a public hearing. Following the hearing, the County would then make a recommendation to the State National Register Advisory Committee, which in turn would make a recommendation to the National Park Service. The entire designation process could take approximately twelve (12) months. 7. JUSTIFICATION OF PROJECT: Explain briefly how this project relates to the responsibilities or goals of your organization. Orange County is committed to protecting its cultural resources. The Historic Preservation Commission is charged with upholding the Orange County Historic Preservation Ordinance adopted by the Board of County Commissioners. As a Certified Local Government, the County is. encouraged to designate historic sites and districts. Having Cedar Grove placed as a district on the National Register is consistent with each of these goals and will also begin to educate the public of the significance of the County's historic resources. Attach extra sheet, if necessary. ) Orange County has completed a county-wide inventory of historic architecture and archaeological sites in the unincorporated portions of the county. The survey identified 665 structures and 140 archaeological sites. The Historic Preservation Commission now seeks to. publish the results in the inventory and include historic properties surveyed in the Towns of Chapel Hill, Carrboro, Hillsborough, and Mebane. The publication will feature a description of the history of the county, chapters on architecture and archaeology with individual entries for properties and sites listed during the survey. Text will be supplemented with black and white photographs and stories of the people associated with the sites. The manuscript of the text has been completed with guidance from the State Historic Preservation Office and the Historic Preservation Commission. Preparation of the layout, graphics, photographs, cover design, etc. , and coordination with a printing company will take approximately twelve to fifteen months. The project will be coordinated by the Orange County Historic Preservation Commission with assistance from the Orange County Planning and Inspections Department. Members of the Commission are appointed by the County Commissioners and are required by ordinance to have special interest, education or experience in history, architecture, landscape architecture, archaeology, or related fields. 7. JUSTIFICATION OF PROJECT: Explain briefly how this project relates to the responsibilities or goals of your organization. As part of its comprehensive planning program, Orange County has identified and is taking measures to protect its cultural resources. Publication of the inventory will produce a principal educational tool to inform Orange County residents and visitors of the County's irreplaceable historic and archaeological resources. The purpose is to increase the awareness of property owners, developers, and the general public. Protecting the heritage of the County and North Carolina can only enhance the quality of life for contemporary and future generations. Orange County has received a 1994 CLG Survey& Planning Grant for the purpose of preparing a Historic Preservation Plan.As part of the Project Schedule (attached),a series of Plan Elements are to be prepared prior to development of a Historic Preservation Plan. The elements include the following: • Element One - Resource Identification • Element Two - Goals & Objectives • Element Three - Tools & Techniques Each of these elements is summarized on the attached schedule. The proposed project for which grant funds are requested includes the preparation of a series of slide-tape programs which correspond to these elements. The programs are to be used for presentation of basic information at community and civic group meetings as well as public hearings (continued on following page). 7. JUSTIFICATION OF PROJECT: Explain briefly how this project relates to the responsibilities or goals of your organization. The preparation of a Historic Preservation Plan is a"first"for Orange County, and the plan would be a very significant part of the County's overall Comprehensive Plan. As such, both the Historic Preservation Commission and the Board of Commissioners wish to educate the citizenry concerning the existence of the County's historic resources as well as seek its input in developing the Plan. The citizen participation process is considered critical to the success of the Historic Preservation Plan project and is not without precedent. Prior to 1981, when the County's Land Use Plan was adopted, an extensive effort was made to define goals and objectives for each of the seven townships. These goals and objectives were then consolidated into a single set which were used in developing the Land Use Plan. The development and use of the slide-tape programs would be instrumental in accomplishing these goals both during and after plan preparation. PROJECT DESCRIPTION (Continued): The first series of slide-tape programs would focus on resource identification.For each of the seven townships in the county, a program would be prepared which reviewed significant architectural, historic,and archaeological resources as identified in recently completed inventories and surveys. The second series of programs would focus on the remaining elements as well as the preservation plan. First, a program would be prepared which outlined a draft set of goals and objectives. The program would be used to present options to citizens and would be revised during the process to reflect a final set of goals and objectives. Next, a program would be prepared which outlined tools and techniques for preserving historic resources. Again, the program could be crafted to lay out all the possibilities, then revised to reflect those that were deemed acceptable as part of the public participation process. Particular emphasis would be given to the National Register, a local Historic Landmarks program, historic districts, and methods of preserving historic sites through other initiatives such as farmland and natural areas preservation, and cluster development. Finally, a slide-tape program would be prepared which presented a draft Historic Preservation Plan. The program could be used for presentation of the Plan at public hearing, then revised to reflect the adopted Plan. To produce each program, a firm would be employed to work in cooperation with the consultant selected to prepare the Historic Preservation Plan,the County staff,and the Historic Preservation Commission. Each program would be developed to coincide with the attached Project Schedule.
