treatment system at Northern Human Services Center

PURPOSE: To request that the BOCC authorize the Purchasing Director to
award a bid and execute necessary paperwork for the
construction of the waste treatment system for the Northern
Human Service Center.
BACKGROUND: As of September 27th, plans and specifications for the new
waste treatment system for the Northern Human Services
Center have been provided to potential bidders and a bid
opening has been scheduled for October 3, 1994 . This bid
opening date falls too close to the BOCC' s October 5th
meeting for staff to adequately evaluate the bids and
provide information to the Board for its consideration in
making a bid award during that meeting. However, since the
pump and haul permit for Northern expires on October 31st,
it is necessary for the work be commenced as soon as
possible. Time constraints on both Environmental Health
staff and the County Engineer have precluded the
development of detailed plans and specifications prior to
this time. The estimated construction time necessary for
this project to become operational is three weeks. Project
cleanup would take another week.
The present policy of the BOCC authorizes the Purchasing
Director to approve work up to a contract price of $20,000.
Formal BOCC action is required by state statute to award
construction contracts in excess of $50,000. Since the
estimated project cost for the septic system is
approximately $35,000, BOCC action is not statutorily
required. If the BOCC choses to allow delegation of this

bid award, the basis of the award would be as prescribed by
statue - to the lowest responsible bidder - taking into
consideration quality, performance and the time specified
in the proposal for the performance of the contract. If
for some reason, the bid award could not be made in a
straightforward manner, the bid would not be awarded and
the matter would be presented to the BOCC at some later
meeting.
RECOMMENDATION: The Manager recommends that the BOCC authorize the
Purchasing Director to award a bid and execute the
paperwork necessary to expedite the waste treatment
system construction at the Northern Human Services
Center, NC Hwy 86 north, Cedar Grove.
