recreational efforts in an exemplary manner; and,
WHEREAS, ROBERT STRAYHORN has given freely and unselfishly
of his time, talents and boundless energy for the
improvement of the County's recreational programs

of Commissioners, through its members, Anne Barnes,

PURPOSE: To receive public input and comment conerning an application for a
PD-H (R-8) which would include a rezoning and Special Use Permit.
NEED: The applicant has requested a PD-H (R-8) for 79 mobile home spaces on
14 acres of a 44 acre tract. Also, a 16 acre tract has been taken for
the proposed /740. 1-85 serves as the northern property boundary, and proposed
1-40 serves the western'property boundary. Thirteen mobile home spaces
will be 30 feet wide and 66 spaces will be 40 feet wide. All traffic will
enter onto Orange Grove Road. Traffic generation will be approximately
632 trips Per day (B trips per dwelling) . Parking will be on the 44 foot
road treatment.. All mobile homes will be served by Hillsborough water
and sewer, Two dumpsters will be provided. Hydrants will be provided.
A landscaping plan is shown on the plat. Building separations are about
-28-feet, which is less than the approximate 37 feet required for a 60 -
foot long mobile home. The private road will be treated with an asphalt"'
compound, A 20 foot x 40 foot pool, accessible only by walking, is show:-
on the plat- Privacy for each unit is attempted through the building
arrangement, building separation, landscaping plan, and mobile home space
arrangement-

IMPACT: Approximately 79 mobile homes will be located on the tract as described
above. A private paved road will be provided along with public water and
sewer. All 632 traffic trips empty onto Orange Grove Road. Liveability
recreation, floor area and open space ratios are as shown on the plat.
Privacy for each unit is minimal due to building arrangement, minimal
building setback, no screening or vegetation. 1-85 and proposed 1-40
will cause maximum noise impact upon the site. Internal and external
screening is minimal.
RECOMMENDAITON: Denial or reconsideration with major changes at a later
date to increase each unit's privacy.

THE TIMBERS
A MOBILE HOME PARK DEVELOPMENT
APPLICATION TO ORANGE COUNTY FOR PLANNED
DEVELOPMENT APPROVAL
SEPTEMBER 9, 1981
LOCATION
The Timbers is located in Orange County, about one mile southwest of the
Town of Hillsborough. The site is to the northwest of Orange Grove Road and
has access off of Orange Grove Road, and is located immediately south of
Interstate 85 and immediately east of the designated right-of-way for the
proposed Interstate 40. The site occupies the western 14 acres of a tract
of land that is totally about 44 acres in size (after a 16 acre taking for
the 1-40 right-of-way) .
DESCRIPTION OF THE DEVELOPMENT
The Timbers will consist of 86 mobile homes, 13 of which will be on lots 30
feet wide, and the balance on 40 foot wide lots. At the north end of the
development is a 4-acre area reserved as open space, in which will be built
a small pond and a swimming pool. Access to The Timbers is off of Orange
Grove Road, and public water and sewer will be provided. All of the land
will be under common ownership, with spaces rented to the tenants. In most
cases the mobile homes themselves will be owned by the tenants.
ACCESS TO THE SITE
The Timbers is located about 900 feet off of Orange Grove Road, which is a
State-maintained two-lamed secondary road. Traveling northeastward on Orange
Grove Road, it is only 3/4 of a mile to reach the Town Limit line of
Hillsborough. By traveling northeastward on Orange Grove Road and then taking
Old NC 86 south, one can get on 1-85 about two miles from The Timbers. By
traveling southwest on Orange Grove Road and taking two other State roads to
the west that cross under 1-85, one can get into west Hillsborough in the area
of Hillsborough Textiles with about three miles of travel.
The traffic generated from The Timbers will not overload Orange Grove Road.
Although the current traffic load on Orange Grove Road is not now known to
the Developer, The Timbers Development should add only about 100 vehicles per
hour to the peak hour traffic. The average traffic generated by The Timbers
would be only about 30 vehicles per hour.) The peak hour capacity of Orange
Grove Road, assuming about 40 mile per hour traffic and typical delays for

turning onto Orange Grove Road, would be about 1600 cars per hour.
UTILITIES
Water and sewer service will be provided by connection to the Town of
Hillsborough systems. In the case of sewer, Hillsborough has a rather new
2.0 MGD wastewater treatment plant that is currently operating at only 30 _
percent capacity. There is an existing sewer force main that runs along Orange
Grove Road from a pump station at Grady Brown School and that force main has
considerable excess capacity to receive the wastewater flow from this develop-
ment. The Developer proposes to install a sewer pump station at the north
edge of the mobile home lots, and pump the wastewater south along the entrance
drive to a connection into the existing force main at Orange Grove Road_
Between the pump station and the mobile home, all sewer service will be by
gravity flow.
As for water service, the Town of Hillsborough has a rather new 3.0 MGD water
treatment plant facility, which is currently operating at only 37 percent
capacity. There is an existing waterline on Orange Grove Road which runs from
Hillsborough to the Grady Brown School, and this line also has considerable
excess capacity and can be tapped to serve The Timbers. The elevation of this
development is high relative to the elevation of the Town of Hillsborough,
but the waterline already has a booster pump station located approximately
2000 feet northeast of the site, which increases the pressure in the maximum
surface elevation in the area of The Timbers and Grady Brown School. The
existing waterline is 8 inches in diameter and the demand from The Timbers will
not place a significant burden on the line.
The streets will be maintained by the Developer, or his successor in ownership,
who will retain ownership of all of the land. The streets will be graded and
drained generally in accordance with N.C. DOT Subdivision Roads standards.
Base course will be 5 inches of ABC ("crusher run"), and then asphaltic surface
treatment will be applied to the surface,
EROSION CONTROL PLAN
An erosion control plan for development of The Timbers has been submitted to
and approved by the Orange County Erosion Control Officer.
FUTURE IMPROVEMENTS
The site plan submitted for this application for The Timbers indicates certain
areas of possible future development on the balance of the total 44 acre tract
of land. At the present time, the applicant intends neither to develop that
portion of the land indicated as "Possible Future" nor seek approval of that
possible layout as shown on the plan. The layout is presented simply to comply
with the County application requirements, and to indicate that a coordinated

development on the balance of the property is possible. The current portion
of the development for which approval is now sought is only that portion of
the development at the west end of the property which is bordered by a heavy
line and indicated to be The Timbers.
APPROPRIATENESS OF THE PROPOSED DEVELOPMENT
The Timbers Mobile Home Park will be developed to a density of about 6.2 units
per acre. The balance of the total tract is shown with development in the
range of 6 to B units per acre. Development to this density is appropriate
for this site for several reasons. The site is extremely well located from,
the standpoint of access. It is very close to Orange Grove Road, yet it is
buffered from the road by some internal buffering as well as some existing low
density residential uses to the south of the site, Orange Grove Road leads
directly into Hillsborough. Access to I-B5, or travel to Durham to the east
or Burlington to the west, is excellent. Access on State roads to west
Hillsborough, where several of the residents are likely to be employed, is also
quite good.
The site is also very well located with respect to utilities. As described
above, the Town of Hillsborough water and sewer already exist on Orange Grove
Road, and this development will not over burden those existing utilities.
Because of the existence of these utilities, and the considerable difficulty
with respect to providing sewer service in so many other areas of the county,
it is particularly appropriate that this site be developed for high density
residential use.

Timbers (Mobile Home Park). The following information must be supplied
in your application before the submittal can be considered complete
and accepted by this department.
The following figures and items need to be provided, the definitions
-and formulas can be found in Articles 5 and 6.

- residential land area
- maximum residential floor area allowed on site
- minimum open space required on site
- minimum recreation space required on site
- type and number of units on site
- number of parking spaces required - number provided on site
The site plans for The Tibers should be revised and expanded to include
the following information as required in Articles 6 and 7 of the Zoning
Ordinance:
- Sanitary sewer layout for The Timbers with the indication
of size and type of lines.
- Water layout to the lots with the indication of size and
type of lines. This layout will also show the location
of fire hydrants on the site (located so that no lot is
is any more than 500' by road from 4a hydrant.
- Road names and road signs according to Orange County
standards. Call the Planning Department to confirm
names to avoid duplication with other existing names.
- Show pedestrian circulation within the development
especially building to building, building to trash
containers, and building to recreation areas.
- Make sure that the mobile homes can meet the building
to building setbacks in 6.12.3.
- Figures for maximum residential floor area permitted

The above are the minimum requirements and the letter of the ordinance.
The following are may personal suggestions to improve the design of the
project:
Since the project is in unitary ownership remove all lot lines and
show only mobile home pads. The 10t lines in a PD-I are meaningless. Provide
a 50' buffer around the perimeter of the project in which no building will
be located and in which if there is no vegetation existing new plantings
are shown. The layout of the park does not provide any privacy to each
unit. I strongly suggest that you redesign the park around a staggered
layout or short cul-de-sacs. I am willing to help with this if I can be
of assistance.
If you have any questions about these requirements, please call me at
the Planning Department. When you have submitted these revised plans I can
tell you when they will be presented to the Planning Board.

I have reviewed your submittal for the Timbers (Mobile Home Park). Jim
Polatty and I have discussed this project at length and feel that it needs
further work before it should be submitted to the Planning Board. The present
scale of the drawings do not allow enough detail to be shown and will not display
the project well in a public hearing. The scale of the plans should be 1"= 20'
or at a minimum 1" = 40'.
I would make reference to the letter of October 7, 1981 on Cates Farm for
the format on required ratios,
- Indicate the size of the swimming pool,it should be sized, for the E.
number of residents.
- Show the size and location of the bath house, any fencing and screening
around it water line to the pool and water fountains.
- Parking and vehicular access to the recreation area. Parking at one space
per 140 square feet of pool area.
- Road names on all roads with signs according to Orange County standards.
(designated as private roads)
- The building to building setbacks do not meet the standards of Article
6.12.3.
- Soil erosion-sedimentation control plans/drainage plans need to be submittet
- There needs to be more than two (2) dumpsters for the 86 proposed units.

layout provides enough privacy to each unit, nor enough buffer between units
and property lime. New landscaping should be shown within the buffer around
the property to minimize adverse impacts on this site and adjacent property.

at the time the final plat is approved.

In response to your letter of October 8, we have revised our plan of The
Timbers Mobile Home Park. We enclose 18 prints of the revised site plan,
and I offer the following specific comments:
-The scale has been enlarged to 1"=40 Ft., which I think makes the site
plan more readable.
-We have supplied the ratio information in the manner you had requested.
-We have revised the site plan somewhat, to fit the topography better.
The density is slightly less than it was before: we now have 79 mobile
home sites where before we had 86. And instead of showing the mobile
homes as being aligned in a rectangular format, we have shown them
aligned with the contours, which provides some variation in their
placement of the site
-We show the size of the swimming pool, the water line and a fence around
it No bath house is proposed, nor is parking at the pool. The people
who are authorized to use the pool have their own residences within a
few hundred feet of the pool, and we feel that a bath house and parking
would facilitate use by nonauthorized persons,
-Road names will be supplied for your approval, and the Orange County
standard signs will be provided.
-The building to building separations average about 28 feet. We under-
stand that this is less than the zoning ordinance calls for. We request
a variance on the separations.
-An erosion control plan is provided.
-We remain of the opinion that two dumpsters should be adequate. The guide-
lines we use are one dumpster per 30-40 units. gWith 79 units, we are at
the top end of that range, but the dumping schedule (twice a week, initially)
can be increased if necessary.
-A landscaping plan is shown on the site plan. The basic concept is to have
44 Ft. wide paved street, grass on the shoulders and a shallow swale, and
most of the remaining area natural. For an area 3 or Ft. out from each
mobile home there will be pine bark mulch, and some shrubbery planted
around each entrance. Additional shrubbery will be planted to form a short

hedge between the trailer sites. A stepping stone walk will go from
the street to the entrance, with pine bark mulch around the stones.
Skirting will be required on every mobile home. The road and the land-
scaping are designed so that the mobile homes can be moved in or out of
the site without disturbance to the site. The basic landscaping is
designed for low maintenance, although the tenants will be allowed to
enhance their own landscaping.
-The applicant is going to provide you with the $490.00 submittal fee.
Ne are aware that the planning staff's opinion is that the project does not
provide enough screening either internally or on the perimeter. Our opinion
is different. The interest is to provide a clean, well-constructed and well'
managed mobile home park for a low cost. The proposed rental rate is $50.00
per month. There is a great demand for this type of housing. But if the density
is decreased, the cost of land and improvements associated with each individual
site increases in inverse proportion. The reduced building to building set-
backs we propose do not pose a public health or safety problem; the greater
density affects only the visual impact of the project, which is an aspect that
a prospective tenant can take into account and accept for himself. As far as
impact on adjoining property is concerned, the site is largely bordered by
interstate highway and the applicant himself. Given that there is high demand
for this type of housing, this appears to be a particularily well-suited site.
We thank you for all yourcooperation with us on this project, and we look forward
to meeting with the Planning Board on October 12.

PURPOSE:
To consider citizen input on a proposed change to the zoning atlas from
Residential-1 to Existing Industrial CE-I)
NEED: Any change the Zoning Atlas requires a public hearing. The County
Commissioners changed the proposed deSignation on this property at their
September 2, 1981 Commissioners meeting and requested that the proposal
be presented at a subsequent public hearing.
There is not a Health Department improvements permit issued for this
property, at this time.
There is an existing structure on this property which is being used
for industrial purposes at this time. One structure has existed on this
--site for many years, there has been a new structure recently built
adjacent to the existing building.
Public water is available to this site.
IMPACT: The Planning Board had recommended the property be zoned residential at
the July 5, 1981 public hearing.
The Planning Staff had recommended in November,1980 Residential zoning
based on the Township Adivsory Council's recommendations.
Planning staff now recommends zoning this tract Existing Industrial-I CE-I).
An Existing Industrial use would be allowed to continue in operation or
expand as a conforming use. Conversion of this use to other industrial
uses would be permitted if there are no off site impacts.

PURPOSE: To consider citizen input on proposed changes to Article 4 and Article 8.
(These changes require a public hearing).
NEED: The change in Article 4 is to clarify what uses are allowed in all districts
as a matter of right. The proposed changes are underlined on the attached sheets.
The changes to Article 8 make the standards of evaluation more precise, clarify the
requirements, and provide a means of addressing the outside noise impacts through
fee simple ownership or an easement over land that contains noise over 24 Noise
Exposure Forecast {NF) contours.
IMPACT: Changes in Article 4 allow certain uses in all districts without a
rezoning or Special Use Permit, Changes in Article 8 clarify the general aviation
standards and add a means of addressing off site noise impacts.
RECOMMENDATION: Planning staff recommends approval.

ARTICLE 4. ESTABLISHMENT OF PERMITTED USE TABLE AND SCHEDULE
4.1 Establishment Of Use Regulations
Except as otherwise provided herein, regulations governing the
use of land and structures are hereby established as shown in
the Schedule of,Permitted Uses. Uses not expressly permitted •
are prohibited.
Within all districts there are certain uses that are permitted
as a matter of right. The uses are:
1. Above ground and buried utility lines for local
distribution of electricity, telephone, and cable
television service, acessory and appertent apparatus
such as poles, guy wires, transformers and switching^
boxes.
2. Bona fide farms.
3. Buildings and other temporary structures used in
connection with the construction of a permanent
building.
4. Neighborhood utility facilities located within
a public right of way with the permission of the
owner of the right of way (State, City or Town).
_ 5. Off street parking as a required acessory use to
a permitted use.
6. Public and private streets and roads. Railroad
rights of way.
7. Water and Sanitary sewer lines, gas and liquid
fuel distribution lines.
Uses requiring special permits must meet certain conditions specified
in this ordinance. Only after the existence of these specified
conditions has been determined by the Board of Adjustment, or the Board
&Commissioners, as appropriate, will a special permit be issued;
otherwise such uses are prohibited uses.
Regulations governing the use of land and structures within a Planned Develop
ment district are as established in Article 7.
4.2 District Statements Of Intent And Application Criteria
4.2.1 Agricultural Residential (AR) District
a) Intent
The purpose of the Agricultural Residential (AR) District is to
assist in the preservation of land suitable, as a result of
location, existing farming operations, soils and topography,
for agricultural, silvicultural or horticultural uses and to
protect such uses from the adverse effects of incompatible
land uses.

b) Application Criteria
This district will usually be applied where the following conditions
exist:
1. Designated by the adopted Land Use Plan as Agricultural Residential.
2. Urban services, including water distribution and sewage collection
mains are not likely within 10-20 years.

8,8.8 General Aviation Airports, STOL and Heliports (Class A Special Use)
8.8,8.1 Additional Information
In addition to the information required in Subsection 8,2 and
8.8.1.1, the following shall be submitted as part of the
application:
a) A configuration diagram depicting the layout of runways,
taxiways, approach zones and overrun areas. These diagrams
should also be on aerial photographs that show the area
within five miles of the proposed site,
ID) Noise expsoure forecast contours showing the effects of
aircraft operations upon land within one mile of the boundary
of the proposed site. The applicant shall provide documentation
that shows fee simple ownership or noise easement rights
over any area that has the potential to exceed a noise level
of 25 NEF. The applicant shall provide an aerial, photograph
of the proposed site with the NEF contours shown.
c) The number and type of aircraft proposed to be stored including
also the storage areas for aircraft, fuel and motor vehicles,
service areas for aircraft.
d) How on site fire and rescue services shall be provided and a
letter from the appropriate agency stating services are available
and adequate to protect the proposed facility,
e) List land uses within the final approach zones of the airport.
f) Certification that all Federal Aviation Administration and
State standards and requirements have been met.
g) The applicant shall provide documentation that they own
in fee simple, direct access, at least 60' wide, to a
state maintained road,
8.8.8.2 Standards Of Evaluation
The following specific standards shall be used in deciding an
application for approval of this class of use:
a) All F.A.A. and State regulations are met as a condition of
approval.
b) The site provides buffers of both distance and screening
to prevent adverse impacts on adjacent residentially zoned
land. The minimum buffer in which no building or structure
is located is 100'. All buildings, structures, vehicle
storage areas, fuel storage areas and aircraft service areas
are screened by dense evergreen plantings.

APPRAISER reacneo his conclusions as to the highest and best use and as to the
relative ouitaoility or adaptabilit] of the property for any other available
uses for which the property could reasonably be Considered to be suitable or
adaptable. The analysis of a potential use shall include consideration of
relevant :natters, such as :he suitability of_the location, the environment, and
the legal and physical attributes of the property for such use, the estimated
cost, if any, of converting the property to such use, and the supply, sale
price levels, and relative desirability of other properties that would compete
for the same kind of use. Because the APPRAISER'S finding as to the highest and
best use is a conclusion that the property does not have a higher present value
for any other use, the analysis of the property for the process of appraising
the property and, therefore, may be included in the valuation analysis furnished
in accordance with Paragraph 10 hereof.
10. Property 'Valuation and appraisal Analysis. The opinion of the APPRAISER
as the fair market value of the property. The appraisal report shall contain
a description of the reasoning process used by the APPRAISER in reaching his
conclusion as to value and all data and analyses needed to explain and support his
valuation. The supporting data and analyses furnished in the appraisal report
shall include, among other things, the following:
a. An analysis of the property, as identified and described in accordance
with the preceding paragraphs of this SECTION, from the point of view
of evaluating the effect of its characteristics and attributes on its
value for the available use or uses for which the property is best suited..
Particular attention shall be given to the characteristics of the property
most such as, in the case of an
of ownership, maintenance, aropertY,
and
operation.

c. The data and the analyses that constitute the principle basis for the
APPRAISER'S opinion of the fair market value. Information shall be
furnished with respect to recent sales of other properties which are
considered by the APPRAISER to be comparable with, and the provide useful
evidence of the value of, the property appraised. The information furnishe
with respect to each such comparable property and its sale shall include,
among other pertinent facts, the names of the grantor and grantee, the
date of the sale, the sale price, any special terms or conditions or
circumstances of the sale that affected the transaction, and a description
of the property and its condition at the time gf sale in sufficient detail
for use in comparing it with the property appraised. The appraisal report

Poi-pose: The Northern Fairview Redevelopment Plan(plan) guides all physical development
in the Northern Fairview Target Area. Under North Carolina General Statues, the local governimi
board must hold a public hearing before approving a redevelopment plan. In essence, approval
of the plan will allow the County to acquire property in Northern Fairview.

taken steps necessary to approve the Plan. They are: (1) Designation of a Redevelopr
Commission (in lieu of designating a commission, the Board decided to exercise those p
granted by law to county redevelopment commissions), 9-28-81. (2) , Planning Board certific.
oforthern Fairview as a redevelopment area, 10-19-81. (3) Board directed the preparatiOn
of a redevelopment plan, establish date (11-23-81) for this public hearing, 10-26-81. The
successive steps are (4) Conduct the publiO hearing scheduled for 11-23-81. (5) After the
public hearing the plan must be submitted to the Planning Beard for review and recommendations:
(6) Thereafter the Board shall approve, amend or reject the plan. (7) Upon approval of the pl
Board is authorized to acquire property by eminent domain.
Impact; A positive impact will, be derived if the Boards execute all functions
expeditiously.
A Negative inpact will result should approval of the plan is delayed. Present
the acquisition, clearance, relocation and street improvement processes are six months behind
schedule, The timely implementation of these program components hinges on the timely approval
of the plan.

modifications from the existing Comprehensive Community Development Application submitted to
HUD in July 1980, this department recommends its expeditious approval by both boards.

Attached is the agenda for the October 6 public hearing and the related rat
for discussion, plus materials concerning Planning Baord action on the Northern
view Redevelopment plan for the October 19, 1981 meeting.
The Orange County Planning Board has various duties in the review and apprc
of a Redevelopment Plan of the Northern Fairview Community Development Block Ore
program as set forth in the State of North Carolina general statutes. Enclosed
your information is a letter from Geoffrey Gledhill to Albert Kittrell, CD Direc
the applicable general statutes covering redevelopment plans, the draft redevelc
plan, and the application to HUD/for funding of the Northern Fairview program.
The Planning Board has several functions. First, the Target Area Trust be c
fled as a "Redevelopment Aree. Next a public hearing must be held to receive c
comment on the Redevelopment(Flan and the Planning Board then make recormendatic
the Board of Commissioners,: If the Redevelopment Plan is amended, another
public hearing must be held and the Planning Board must pass recommendations to
Board of Commissioners.
The enclosed information is provided now in hope that the Board can certifj
Northern Fairview as a "Redevelopment Area" at your October 19, 1981 meeting. E
recommends that this area qualifies as a "Redevelopment Area". The area qualiff
as blighted and meets all definitions and regulations. A Planning Staff survey
several years ago indicated this and Albert Kittrell confirms more detailed ins;
has re-confirmed this. Staff recorrends the Planning Board certify Northern Fad
as a "Redevelopment Area" at the October 19, 1981 meeting and that a public hear
be held as soon as possible for input into the Redevelccment Plan.

Recommendation: A visit was made to Mr. Hurow's property November 13, 1981. It
was found that an error in pricing method was made on this appraisal.
By correcting this error the value of the lot would be reduced from
$47,520 to $42,689. I would also recommend that an additional 5%
adjustment be given this lot for topography. Mr. Hurow's lot has a
drainage problem in front of his house. A ditch has had to be dug
to take care of this problem and one would conclude that this lot
is not as desirable as another lot in the neighborhood without this
problem.
Impact: By correcting this error and giving a 5.;; topography adjustment
the value of this lot would be $40,554 giving a total value
to house and lot of $124,020.

Ladies and Gentlemen:
The above-named taxpayer is my client, who has asked me to request that
you reconsider his tax bill for 1981 for the reason I shall state below.
Mr. Gentry is now seventy (70) years of age but was 69 when he filed his
taxes early in the year. At that time there was apparently a misunderstanding
about the figures he gave the tax office relating to his disposable income.
He tells me that the entire income for himself and his wife came from two
sources:
$176.40 monthly "army check," and
$232.70 monthly Social Security.
As he and I figure it, Mr. Gentry's total annual income was not even five
thousand dollars.
Whatever the cause of the misunderstanding, it would seem equitable to
give relief to this elderly man by allowing a modification of his tax bill to
show an exclusion pursuant to North Carolina General Statute § 105-277.1.
We ask that you please consider making this adjustment and notify us of
your decision.

Purpose; To consider whether to authorize the position (#06222) to continue.

Need: The position was unfrozen earlier this year, but it was decided at that
time to limit its duration through 12/31/81 at which time the impact
on workload of pending changes in the AFDC program could be determine,'
The change have now been applied. While they will result in considerable
cost savings, they will not, in the opinion of the Social Services
Director, result in reduced workload for the AFDC unit (note underlined
areas of attachment).
Personnel did a study of the position and found that:
1. More work is being accomplished under the position (30 new
applications per month) than the State's output standard prescribes
(16 to 20 per month).
2. Work done under the other 4 eligibility positions has increased due
` to the higher ve rifi ca ti on standards instituted by the Reagan
Administratibn (from 30 to 170 a month). This means the work cannot
be shifted.
Impnct' Facilitate an adequate level of staffing for the verification to
Impact:
(1) lessen the risk of erro,s whi h could result i n paybacks, and
(2) insure work accomplishment within the court prescribed time for
processing.

The construction of approximately 15,000 lineal feet of
8-inch collection sewer, 3 (3) pump stations, 6,000 lineal feet of 3-inch thru
4-inch force main & related appurtenances.
Consideration having been given by the North Carolina Environmental Management Corrmti
CO (a) the application submitted by the applicant in accordance with the Rules i..nd Regula
Governing State Grants for Wastewater Treatment Works Projects and Wastewater Collection

G. Adequate accounting and fiscal records have been or will be maintained during
the construction of the project and these records will be retained and made
available for a period of at least two (2) years following completion of the
project.
H. All funds granted pursuant to the Clean Water Bond Act of 1971 shall be expended
solely for carrying out the approved project.
I. Any duly authorized representative of the Environmental Management Commission shall
have access, for the purpose of audit and examination, to any books, documents,
papers and records of the grantee that are pertinent to grants received under the
Act; and the grantee shall submit to the Environmental Management Commission such
documents and information as they may require in connection with the project.
J. The applicant shall demonstrate to the satisfaction of the Environmental Management
Commission its ability to pay the remaining cost of the project.
K. The applicant shall demonstrate to the satisfaction of the Environmental Management
Commission that it has or will have a fee simple or such other estate or interest
in the site of the project, including necsessary easements and rights-of-way, to
assure undisturbed use and possession for the purposes of construction and operatic
for the estimated life of the project.
L. The declarations, assurances, representations and statements made by the applicant
in the application, and all documents, amendments and communications filed with
the Environmental Management Commission by the applicant in support of its request
fora grant, will be fulfilled.
' M. The applicant agrees to construct the project or cause it to be constructed to
final completion in accordance with the application and plans and specifications
approved by the Environmental Management Commission.

PURPOSE:
Board action on the adoption of a Preliminary Assesment Resolution
for the Falls of New Hope Project (SR SIS 1873-77)
NEED: The street system in the Falls of New Hope subdivision is unpaved.
Paving of the street system under the Orange County Participatory
Paving Program was requested on May 25, 1979. The project is
ranked 02 on the County's Approved Projects list. It is also
included on the DOT's Proposed 1981-82 Secondary Road Improvement
Program for Orange County.
Five roads are involved for a total project cost of $136,674 with
DOT paying $100,000 and the remainder from the property owners.
7 By prior Board agreement, assessment of any unpaid property owner
- - amounts will be assessed on the basis of lots rather than front
footage.
IMPACT: Adoption of the Preliminary Assessment Resolution will lead to a
public hearing on the project and, if the Final Assessment
Resolution is approved, DOT will paVe the project streets SROs
1873-77 during the 1981-82 paving year.
RECOMMENDATION: Adoption of the Preliminary Assessment Resolution.

Carolina, was held at Hillsborough, North Carolina, the regular place of meeting

FOR THE FINANCING BY ORANGE COUNTY OF
THE LOCAL SHARE OF THE COSTS OF
PAVING CASCADE DRIVE (S. R. #1873),
CEDRONELLA DRIVE (S. R. #1874),
FALLS DRIVE (S. R. #1875), VALINDA DRIVE (S. R. #1876),
and CELASTRUS DRIVE (S. R. #1877), IN
CHAPEL HILL TOWNSHIP, ORANGE COUNTY, NORTH CAROLINA.
WHEREAS the Board of County Commissioners of Orange County has
received a petition requesting the paving of Cascade Drive (S. R. #1873
Cedronella Drive (S. R. #1874), Falls Drive (S. R. 41875), Valinda Drive (S. R.
#1876), and Celastrus Drive (S. R. #1877), in Chapel Hill Township, Orange
County, North Carolina, which petition has been signed by at least seventy-five
percent (7596) of the owners of property adjoining the said roads, which property
represents at least seventy-five percent (75%) of the lineal feet of frontage of
the lands abutting the said roads, pursuant to North Carolina General Statute
Section 153A-205(c); and
WHEREAS the Board of Commissioners of Orange County has elected
to finance the local share of the costs of paving the said roads, as permitted by
North Carolina General Statutes Section 153A-185(4) and as provided for in North

IT IS HEREBY RESOLVED THAT:
1. Orange County shall undertake financing of the local share of
paving Cascade Drive (S. R. #1873), Cedronella Drive (S. R. #1874), Falls Drive

Chapel Hill Township, Orange County, North Carolina.
2. That the basis for assessment for the local share of the costs of
this project shall be an equal amount per each separate tax parcel.
3. Orange County will assess the total local share according to the
basis set out in number 2 above which local share represents approximately forty
percent (40%) of the total project cost.
4. No assessments of this project will be held in abeyance.
5. The assessments shall be paid in the following manner:
a. Within thirty (30) days after the notice of confirmation of
the assessment role is published, each owner of the property
may pay his or her assessment in full.
b. Any assessment not paid in full as provided above shall be
paid in 5 equal annual installments with the first such
installment, with interest, due when 1982 property taxes are
due, and the remaining installments, with interest, due on
the same date in each successive year until the assessment is
paid in full.
IT IS FURTHER RESOLVED AND ORDERED that a public hearing on
all matters covered by this preliminary assessment resolution will be held on the
15th day of December, 1981, at 7:30 o'clock p.m., during the regular meeting of

Purpose: To consider whether to authorize the position (e 06222) to continue,
tgeed: The position was unfrozen earlier this year, but it was decided at that
time to llimit its duration through 12/31/81 at which time the impact
on aorkl1oaa of Pending changes in the AFDC program could be determined.
The change have now been applied. '.Thi1e they sill result in considerable
cost savings, they will not, in the opinion of the Social Services
Director, result in reduced workload for the AFDC unit (note underlined
areas of attacnment),
Personnel lid a study of the position and found that:

applications per month) than the State's outout standard prescribes
(15 to 20 per month)..

NEED
This AFDC position was unfrozen earlier this year, but it was decided
at that time to limit its duration through 12-31-81 at which time the im-
pact on workloads of pending changes in the Program could be determined.
These changes have now been applied to our AFDC caseload and while they
. will result in considerable savings in Program costs, they have not resulted
in reduced workloads for the AFDC unit and in fact, appear to have increased
•
workloads, Some of the changes and their effects are discussed below:
1. Number of cases
Out of a caseload of about 500, only 37 cases were terminated
due to Program changes. This is an insignificant number and
still leaves our caseload above the recommended levels per wor-
ker.
2. EXamples of changes requiring more worker time and effort per
case:
A. 1504 Rule - This requires the eligibility worker to compare
the gross income of a household to an income limit which
is 150% of the consolidated standard of need for the appro-
priate family size. This rule is an additional worker func-
tion and requires previously unnecessary activity such as
verification of children's income and certain kinds of nor-
mally excluded income.
B. Limit on age of children- Eligible children must now be
under age 18, unless they are in school and are expected
to graduate before they reach age 19. Worker activity is
necessary to remove children as they reach 18. In the case
of children who will graduate before age 19 new contacts
are necessary to get verification of anticipated graduation.
C. Automobile Values... In the past, the value of one automobile
per family was totally excluded in determining whether a
family exceeded the reserve limit. New rules require that
the eligibility worker count the equity value in excess of
$1,500.00 for the family car. This is an added eligibility
function and requires contact with officials to verify tax
value.

D. Cash value of insurance policies — The eligibility worker
must now count the cash value of all insurance policies
as reserve. This necessitates the reading of all of a
family's insurance policies and will require more time in
most cases.
E. Step parent rule— New rules require that income of step
parents be counted to determine a family's eligibility for
assistance. This is completely new, and as is the case with
most of the Program changes, requires more staff time.
In addtion to changes which have taken place, others are slated
. to take affect this spring. One of these, the deletion of an income dis-
regard in earned income cases, will probably result in the termination of
a few cases, but the effect on the tatal caseload will be very small. Two
other changes, monthly reporting and recoupment, will require extensive in-
creases in worker time and effort per case.
We have carefully considered the effects of AFDC Program changes on our
caseloads and the need for personnel to administer the Program. We have also
discussed the situation with Jean Rogers Income Maintenance Representative
with the N. C. Division of Social Services. As previously stated, the current
changes and other changes which will soon take effect in the AFDC Program ,
rather than reducing workloads are certain to increase them. The overall
tone of Program direction now is to tighten eligibility in every waz Possible
and in almost every case the methods used require more worker time and
effort, not less. Because of this we can without reservation and with the
agreement of our Income Maintenance Representative, strongly recommend that
the AFDC position in question be continued permanently.
IMPACT
The cost of keeping this AFDC postion is already included in our budget,
and when compared to the possible cost of failure to continue it, our opinion
is that it is a reasonable and defendable expenditure.
AFDC Program costs are shared by the Federal, State, and County govern-
ments, with the Federal share being the larl7P41-_

administers the program, and Federal and State participation is assured
only if eligibility is determined according to Federal and State guide-
lines and timeliness standards. Failure to follow these guidelines and

timeliness standards to the letter can result in paybackof all Federal
and State funds expended in an improperly handled case, and the potential
costs of such failure are enormous. Also, there is a standing Federal Court

order which governs processing time fornewmalications, and the conse-
quences of failure to complz_with that order could be severe.
Even with adequate staff, the AFDC Program is complicated and difficult
to administer within the guidelines set forth by Federal and State agencies
and courts. These guidelines must be followed exactly to insure Federal and
State financial participation, and it is not possible to reduce caseloads or
allow some work to be left undone in order to get by with reduced staff.
The loss of the eligibility position in question would result in an
inadequate AFDC staff in Orange County, and we cannot properly administer
the program under those circumstances.

Purpose: To consider establishing a pay grade and step for the position.
Need: The i tment of William T. Laws as Assistant Manager was by
promotion. In promotion actions the normal rule (Article VI, Sec. 5
of the Personnel Ordinance) is the granting of a one-step salary
increase, or an increase to the minimum step of the new range
established for the class, whichever is higher. Bill Laws'
longevity and substantial experience in high level administrative
work constitutes a basis for the Board to consider making an
exception.
As Tax Supervisor his position was at a 74-0B' A two step increase
within the appropriate grade for Assistant Manager would be 74-4B.
