ORANGE COUNTY BCARD OF COMMISSIONERS

2. Does any member of the audience wish to address the Board about:
A. Matters on this agenda;
B. Matters not on this agenda?
3. A public hearing on the Department of Transportation's proposed 1981-82
Secondary Road program for Orange COunty.
4. The Department of Transportation requests the Board of COmmissioners
approve abandonment of that portion of SR 1569 (Cble Mill Road) that is
within Eno State Park.
5. The Department of Transportation recommends the addition of Hepowil Trace,
Malvern Lane, and Gentry Lane in Saint Mary's Subdivision to the State's
Secondary Road system.
6. A public hearing on the naming of public State-maintained roads.
7. Dr. Mike Simmons, Superintendent of the Orange County Schools, pke'Sents
a brief report on that school system.
8. Ms. Shirley Burton requests a variance from the Board's moratorium on
development in the University Lake Watprshed.
9. The Data Processing Director requests the Board unfreeze the Operator-
Programmer position.
10. The Finance Officer recommends:
A. A project ordinance for CETA II-B funding from October 1, 1981--SepteMber
30, 1982, for $195,419.
B. The Board approve budget amendments for the Planning and Health Departments.

On October 5, 1981, the Board of Commissioners considered a
request from the Department of Transportation for abandonment of a
portion of SR 1569 (Cole Mill Road), as Per your letter of September
29, 1981. The Board had several, questions about the abandonment of
this road; for example, there was no petition attached to your "Sec-
ondary Road Abandonment Investigation Report." The Board asked that
this subject be returned to its agenda on October 20 when the Depart-
mant of Transportation will be present for a public hearing. She
Board asked that you be notified of this action so that you would
not be surprised by questions on this road abandonuent request and
would be prepared on October 20.

This is in reference to your letter of October 7, 1981, and other
correspondence concerning the above subject.
Attached is a copy of a petition from the N. C. Division of Parks and
Recreation along with a copy of a map showing the portion of the road that we
would like to abandon.
The portion of road involved is located totally within park property.
A gate has been erected at the park property line to prohibit use of the road
after the park is closed.
The road serves only park property.
If you have other questions, I will be glad to answer them.

Report on the Orange County Road Naming Program
Section 1: BACKGRCOND
The Orange County Road Naming Program was initiated on March 6, 1979.
It was designed to he an eightenn month program, running front March 1979
to Ailgust 1980.
The purpose of the program is to irrprove access by emergency service
and other vehicles within Orange County. According to County emergency
service personnel, the existence of duplicate road mares and the absence
of road. name signs presently cause a serious public safety hazard.. This
program will involve the adoption of a single, unique flare for all public,
state-maintained roads and eventually the assignnent of house numbers to all
buildings located along them. When this program is completed, road rare
signs will be installed at all state road intersections outside the Towns
of Chapel Hill, Carrboro, Hillsborough and Mebane.
Section 2: RELEVANT STATE LAWS
N.C. General Statutes 153A-239 and 240 authorize Counties to officially
name and rename public roads provided they do riot:
(1) Change a name without the Board of Transportation's approval - —
(2) Change the state road number assigned by the Board of Transportation
(3) Give a road a nane that is deceptively similar to the name of any .
otter public road in the vicinity.
State law required that Counties do the folios 'ging prior;to adopting
official road names:
(1) Hold a public Hearing to rliqcuss the road mares
(2) Place 3 notices at prominent places along each road to be
officially named at least 10 days prior to the Public Hearing
(3) Notify the local postmasters, the Board of Transportation and
any City within five miles, of the official road manes after
they are adopted.
ALL PEIEVANT STATUTORY REQUIRE4ENTS PAVE BEEN COMM:JIM WITH BY THE ROAD
NAMING ADVISORY CONNETTEE.
Section 3: PRCCEDUIE
The Road Nana Recommendations listed in Section 5 of this Report are
the result of a long and thorough process. Procedural guidelines were
adopted by the Board of Commissioners in August, 1979.
The policies and procedures guiding the Orange County Road Naming Program
require that the Program be conducted in the following way:

• (1) A Road.Naming Advisory Conmittee would be appointed by the
Commissioners. Mobership on this Committee would be open
to the public with a special effort made to recruit emergency
and postal service representatives. The COmarittee's charge_
would be to propose official bates for all public, state-
maintained roads.
(2) Sbe Cotatittee will research road naves shown on Orange County
Tax Maps and the Department of Transportation State Road List.
(3) The Committee will conduct IodalInfonmaticn Meetings:to pro-
vide citizens. the opportunity to suggest road names and comment
on names proposed by the Committee.
(4) Road nate petitions will be made available to property owners
who would like to suggest names for the roads on which their
property fronts. Petitions will be available tonight to
property owners who have alternative names to suggest.
(5) The Commissioners will hold several Public Hearings to review
the Committee's road name proposals and for the adoption of
official road names.
(6) Official road names will he published on a map and will be
made available to the public.
(7) Road name signs will be installed in August 1981 and gradually
. - throughout the first of 1982.
ALL OF THE APPROPRIATE REQUIREMENTS RAVE BEEN MET BY THE ROAD RAMING
:ADVISORY COMMITTEE.
Section 4: PROGRESS REPORT
The County has used CETA funds for the hiring of laborers to erect the
signs with a part time County employee as the supervisor. The procedure is
to install the sign poles, then erect the road name blades. Presently, 95%
of the sign poles have been installed at the street intersections. One-third
to one-half of the blades have been erected on the poles. There remains
45-60 signs that must still be ordered from the State.
The Department of Transportation has included several County roads to
its system. The Orange County Road Naming Advisork.Committee has now pre-
pared Road Ndme Recommendations for these roads in addition to the public
state maintained.roads remaining to be named totaling 27. Also, included
are reconmendations for public non-state maintained roads.

Consistent with N.C. General Statutes 153A-239 and 240 and the Policies

purchase a la carte items as well as the plate lunch

4 - Meal pattern for lunch was altered only in the non-required dessert items.
In the past a dessert was served daily, Now we only add dessert approximately
i 2 to 3 times per week.
Foods that students generally do not like were either not put on the menu at all
or were only occasionally included on the menu as a choice item. We are now
serving more pizza, spaghetti, hot dogs, hamburgers, french fries, etc. Fruit
is served approximately four days per week and offered daily as an a la carte
item.
Fruit gelatin, puddings, school baked cookies and cake are favorite a la carte
items. Most schools sell ice cream (not ice milk) from 1 to 5 days a week.
Participation is gradually picking up overall. There are no plans in the
Orange County Schools to cut portions in the recommended meal patterns.
Staffing was reduced by 12 people which represented an 18% labor cut.

Ms. Shirley Burton has applied for a one-lot subdivision of
2.0 acres for her son, David Burton, on Ferguson Road (SR 1948) in
Bingham Township. This lot is in the University Lake Watershed.
Her application was formally submitted on September 23, 1981.
This is after the Board of Commissioners imposed a moratorium
on August 24, 1981 on all subdivisions until action is taken on
the Water Task Force report. Ms. Burton claims to have started
. : the process of moving a mobile home onto the lot this past August.
She received a moving permit from the tax collector's office on
Wednesday, September 3. The Health Department issued an Improvments
Permit for a septic tank on September 2, 1981. She actually moved
the mobile home on Monday, September 7, 1981.
She says no one from the Health or Tax Department told her
of the moratorium. She first heard about the moratorium from the
Planning Department after she had formally submitted her application
• for a subdivision.. PlanningSteff did not catch the location of the
subdivision until after Ms. Burton submitted her application.
She is requesting that her subdivision be reviewed and approved
by the Board of Commissioners. Her request for consideration is based
on the personal hardship caused her because of her various expenditores
made subsequent to the moratorium and the fact no one from the Health
Department or Tax Department told her of the moratorium before she
moved the mobile home.
