C. 27278 Dear Commisioners: My husband and I appeared at an informal hearing in March to contest the new valuation of our property. Our..request was denied, but we were never notified of that fact despite several phone calls to the tax office questioning the result of the informal hearing. Upon telephoning, each time we were told that the County had had many requests and the appraisers had probably not had a chance to reappraise our property. The advice was to be patient. We were, and upon receiving our tax notice, we again called. We were told if our valu- ation was the same, our request had been denied. Because we had no notice, we were not able to appear before the Board of Equalization and Review to contest the denial. We, therefore, are requesting a chance to appear before yourBoard to contest our valu- ation. At the informal hearing we stressed the following points in support of our request to have our valuation lowered: 1. Less than two years before we received our notice, we bought our house for over)$16,000 less than the new appraisal. 2. The price we paid for our home two years ago did not coincide with its actual value, Because of a large assumable loan on_ the, house at a low interest rate, we were willing to pay more for the house than we actually considered it was worth. 3. Our house, though.in the Lake Forest subdivision, is the first home in the area and beside us is a poorly kept triplex in which college age tenants are constantly moving in and out. 4, Across the road from us is a noisy low-income housing project. 5. There have been no improvements made over the last eight years. We are on a septic tank; however, a sewer ease- ment abuts our driveway. We believe these are valid points justifying a reduction in the tremendous jump in valuation of our property. We look forward to hearing from you in the near future. Kate Lucy Lee Chapel Hill Township Tax Map 43, Block F, Let 4 1981 Valuation Land: 25,048 Improvements: 71,035 Total: 96,083 Review of property was made October 7, 1981; 1 found no one at home, but from an outside inspection I felt the house was slightly overgraded. I recomnendlowering the grade to a B'-05. I also feel the lot has a toga problem. The drive is so steep that some cars could not pull the grade. I recommend T-20 adjustment on the lot This would lower the lot value to 20,038 and house value to approximately 67,483 for a total value of 87,521. .45 1812 Rolling Road Chapel Hill, N.C. 27514 July 2o, 1981 3oard of County Commissioners c/o Bill LaWs 208 south Cameron Street Chapel Hill, N.C. 27514 DCer Co: am writing to contest the revaluation of my property on 1812 Rolling Road. I bought my home on August 12, 1980 for 11',E..4,500. The Tax Office has now appraised my house for 96,083 effective January 1, 1981. I find it difficult to agree that this is "Fair 1:,arket Value" for my home when it is $11,583 over what I paid for it on the open market less than five months prior to the revaluation. I am now asking that you review this valuation. I hope that :oe can expedite a fair determination of the assessed value of my property as I am most dissatisfied with my treatment to date. I received Notice of Valuation and set up an appointment in Hillsborough on April 10 to appeal the valuation. I was told at that time that someone would be around to chedk my house and that I would be notified in about 4-6 weeks. made numerous phone calls regarding the status of my valuation and each time was told that there was a backlog and that I would. hear something as soon as they knew. As the deadline for contesting the valuation approached I again called and Was told that there was still a backlog, that I would get word, and shouldn't worry about the deadline. At the time of my last phone call (July 23) I was told, much to my surprise, that my house had been revaluated with no change. Not only had it . not chaegel, but it had been decided on April 21; prior to a number of my phone calls! I'm aware that a great deal of work was involved in revaluing all of the property in Orange County, but at the some time this does not seem like equitable treatment. Simple " due process" would suggest that I should be notified of such an important decision. It would seem that under circumstances such as mine it would be suite simple to determine "fair market value". The market value was $8 ,500. The house has certain disadvantages such as no yard to speak of and an exceptionally steep driveway which prevents access in in- _ element weather. These inconveniences had been a deterrent 012 to the sale of the house. I accepted them because coula afford the price. One error was found on the property record card; 2 baths should have been 2L- baths. In my opinion this house has more desi&n and quality than the houses of comparison. Laws: We are requesting an additional review of our 1951 tax assessment. On Aprrik, 1981 I kopt an appointment at the tax supervisor's office to appeal our assessment and was told to expect six to eight woaks before notification. By mid-July we still had received no notice and I vas not informed until I telephoned the tax office that no word was sent unless a change was made. Because of this lack of commuxiication the deadline has passed but we are still dissatisfied with our assessment. Our assessment is definitely higher than similar-sized homes in our neighborhood. We have prepared a list of conventional single-story houses in our neighborhood that are about the sane size as ours. By examining this list you can see that there is wide variation in assessment; this variation cannot be accounted for by differences in age or lot size. Our house is significantly higher than other similar houses on this list. On this basis we feel that an even-handed treatment would require our assessment be reduced by $5000 to $10,000. Given the appreciable number of still unsold houses in our neighborhood and the presence Of a number of rental units, we feel certain that we could not well our house today for $71,600. September 11, 1931 Orange County Commissioners To Whom it may Concern: 1 would lilce the opportunity to appeal the apptaitga.M. of my house located at 208 Vance Street in Chapel Hill. When L received my re-assessment statement I telephoned the County Tax Office to request an appeal. I was told that I would be notified regarding the date of ny heating. After not hearing anything from the Tax Office for several months, I telephoned again to discover that the Board of Equalization and Review was no longer meeting. I then made an appointment to speak to an apprnaiser to determine the bases for the dramatic increase in the appraised value of my house. Following that meeting, I left Chapel Hill for the summer. On my return, I telephoned the Tax Office once again and I was told that I would have to request an appeal to the County Commissioners in writing; thus this request. The appraised value of my house jumped from slightly more than $27,000 to slightly more than $101,000; I have yet to encounter anyone whose house has increased in assessed value so dramatically. I was told by the appraiser that my house, based on its size, age, and general conditions was valued at $44,000. Ibis seems perfectly reasonable to me; I have no complaints about this facet of the assessment. I was also told that my ½ acre lot was assessed at $57,000. The justification for this latter assessment was that since my house was "worth" only $44,000 despite the fact that, according to the view of the appraiser, it could fetch $101,000 in the Chapel Hill real estate market, buyers must be willing to pay $57,000 Sot ½ acre in Chapel Hill. Thus the $57,000 was designed to assure that the value of my house matched what was viewed as the market value of the hous( This procedure seems to be perfectly reasonable. But I simply do NOT believe that the market value of my house is $101,000. When I pressed the appraiser on this poin,, he justified his position by saying that my house was located in the very desirable Westwood area. But my house is not located in Westwood; :774 . , 046 and, in fact, its location is not especially desirable. The primary reason why the location is not terribly attractive is the proximity of the State Employees' Credit Union and t parking lot that serves this facility. My back yard is separated from the Credit Union parking lot by a very narrow back yard of a house that is owned by the Credit Union. the back yard of the adjacent house is covered with gravel, and is, in effect, also a parking_ lot. Unlike a campus parking lot in which people arrive in the morning and then depart in the late afternoon, there is constant traffic in the Credit Union's lot, with cars constantly entering and exiting. (Ibought my house in 1973, in one day bidding against another buyer, unaware that the Credit Union planned to construct its facility so near my home). Now of course I appreciate the advantage of living so close to campus and town - and this is particularly crucial for me since I do not drive because of poor vision. But this advantage, shared by many other streets near town, is more than countered by the very real nuisance of living so close to a busy bank. I believe that anyone who was willing to pay $101,000 for a hone in Chapel Hill (even setting aside the current high interest rates) would not be attracted to a home where one's peace would be regularly disturbed by the presence of such an obtrusive commercial, institution, not to mention the fear that the Credit Union would expand further, making home life even more intolerable -1, FurUermore, a house located on Vance Street, about 100 yards further away frOM Piti born Street and from the Credit Union, which is twice the size of my house, sat on the market for several years and was finally sold for substantially less than $100,000. To my kknowledge, no house on Vance Street has ever been sold for $100,000. I know of houses on Gimghoul Street of similar size and condition which were appraised at less than $100,000 though it is clear that Gimghoul is a far more desirable street than Vance. I think that I am a victim of the appraiser's failure to appreciate more subtle distinc- tions in streets within a particular area of the town and not to take into account how the presence of the Credit Union would influence a prospective buyer's willingness to make such a substantial offer. Would you pay $101,000 to listening to the Credit Union traffic or to 'p.sten to the Sanitation Department empty the large canisters before dawn twice a week. I are sorry for the length of this letter and I would certainly appreciate the — opportunity to elaborate on my case before the County Commissioners, I am looking for rd to hearing from you.
