In accordance with our telephone conversation, this is
to confirm my attendance at the County Commissioners' meeting of October 5,
1981 to provide a five minute briefing dealing with the Chapel Hill-Carrboro
City Schools. I am hopeful that you will find this to be a valuable activity
which could be repeated on a monthly basis in order to provide the Commissioners
more information regarding the structure and function of our school system.
At this first session I would like to simply provide an
overview of the reorganization and share the emphasis on accountability/
performance for personnel . Enclosed are some materials which may be useful
to you.
Again, let me express my appreciation for your interest and
support of our school system and my desire to maintain continuing and effect-
ive communication.

Dear Ms. Barnes:
I wish to acknowledge and thank you for your letter of September
16, 1981, and I appreciate the opportunity to outline Orange County's
forestry activities,
I have been with the North Carolina Forest Service since 1972 and
was promoted to Orange County Ranger in 1974. We feel we have an
outstanding program. I will not go into financial records as the
County is sent a financial report as to how County money is spent
each month. If these reports have been lost or misplaced, I can
obtain copies for you.
Orange County's forestry personnel consists of a County Ranger,
Assistant County Ranger, Equipment Operator, and a Forest Manage-
ment Secretary, The County pays 40% of the salary of the County
Ranger for twelve months, the Assistant for twelve months, the
Equipment Operator for four months, and the Forest Management Sec-
retary for two months. A Service Forester provided by State funds
located in our District Office works in Orange County one day per
week, also. Fortunately, our District Office which services the
eight counties in our District is located in Orange County just
outside of Hillsborough. This is convenient for us, and we have
access to a Field Forester, District Ranger, Special Projects
Ranger, Management Aid, Mechanic, Airplane Pilot, and any other
state Forestry personnel stationed at the District Office or across
the state, if needed.
Our duties are divided into three major categories. These are
Forest Fire Control, Forest Management, and Forest Pest Control,
FIRE CONTROL
The County Ranger, Assistant County Ranger, and Equipment Operator
are on call for fire duty during fire season, which is usally five
months in the spring and three months in the fall, twenty-four hours
a day, seven days per week. We both have fire call scanners in our
homes and trucks and a monitor that can be carried on our belts that

will alert us to any fire call in the county. We have direct
radio communications with Central Dispatch in Chapel Hill and
the Volunteer Fire Departments. We also have radio contact with
our Forest Service network, and we have an Operations Officer on
duty all, hours during fire season in our District Operations
center. This enables us to interrelate fire location directions
with the Fire Departments, give and receive fire situations, relay
reports by our scout plane, contact Central Communications of
unusual situations, etc.
Our equipment consists of two three-quarter ton pickup trucks,
one with four-wheel drive and one with two-wheel drive, with
two slip-on pumping units with two hundred and fifty gallons of
water, fire rakes, hand tools, and portable back tanks. We have
up to one hundred seventy-five pounds of pressure on these units.
Ihis equipment has been upgraded considerably since 1978 when we
had one-half ton pickups with two-wheel drive, a one hundred
gallon tank and small pumps mounted on the truck engines which
produced fifty pounds of pressure. We also have a TD-9 Bulldozer
stationed in Hillsborough that is dispatched as needed. We have
an arsenal of forest fire equipment of every imaginable type
across the state such as helicopters, airplanes, etc., should a
special need arise.
We work closely with the Volunteer Fire Departments as they are
scattered throughout the county and are usually the first units
on a fire scene. The Forest Service realizes their importance
and has begun channeling available equipment and funds to them.
We have furnished three Brush Trucks, and in some cases matching
funds, along with back tanks and hand tools (Trucks - New Hope,
Cadlwell, Cedar Grove Fire Departments). $8,300.00 in financial
grants under the Cooperative Forestry Assistance Act has also been
awarded to the New Hope, Efland, Cedar Grove, and Caldwell Fire
Departments. We also hold training programs as requested as new
personnel join the departments.
We have a Smokey The Bear suit which we use in parades, school
programs, etc. We also hold a number of programs for Boy and Girl
Scouts, 4-H, Community Improvement Groups, and other interested
parties. We have comic books, bookmarks, color sheets, rulers,
etc., that we give to the children promoting fire safety. Smokey
Bear will be used in the children's ward at the Burn Center in
Chapel Hill next month.
The County Ranger is a trained law enforcement officer having taken
the necessary training and being sworn in at the Orange County
Courthouse. I try to keep law enforcement low-key, however, and
usually let the Sheriff's Department handle the more serious law

enforcement problems.
We have Burning Permit agents placed throughout the County to make
it convenient for residents to obtain Burning Permits. These permits
have the rules and regulations of safe burning practices printed on
them and also makes it easier for us to cancel burning should forest
fire weather present a problem. There is no charge for these permits.
We answered fifty-two forest fire calls this year. The figure runs
from forty to eighty fires each year depending on the weather. Ray
Nichols, Orange County Assistant Ranger, and I were also dispatched
to several large forest fires in the eastern part of the state.
We like to think our Fire Prevention work has in part contributed
to the low amount of fire loss in Orange County.
FOREST MANAGEMENT
Our Forest Management load has increased dramatically in the last
seven years. In 1974 fifty acres of reforestation and seventy-five
acres of improvement thinnings with twenty-five or thirty farm Forest
Management Plans being written was considered a good year. Things
have progressed each year to the point where this year seven hundred
and three acres of new forest has been established, five hundred
seventy-two acres of pulpwood thinnings have been done, and eighty-six
Forest Management Plans have been prepared. In 1975 there were six
certified Tree Farms in Orange County. The figure is now close to
one hundred certified Tree Farms with more being added each year.
Mr. G. P. Sykes of Orange County had the Outstanding Tree Farm Of
The Year in 1978 for the State of North Carolina. I was particularly
proud of this as I was the nominating forester with my assistant and
I doing much of the technical work on his farm.
Orange County's tax revalution with the subsequent increase in land
value has caused our landowners to bombard our office with Forest
Management Plan requests (150 requests in two months). By law, a
landowner with twenty acres of forestland under a plan written or
approved by the Forest Service qualifies such landowner for the
Forest Land Use Tax Break provided he or she implements the recom-
mendations in their plan, The problem here has been that there are
only two people to write and prepare these plans after the timber
examination has been made. James T. Ellis, the Service Forester
assigned to Orange County one day per week and me, the County Ranger,
There are two people, the County Ranger and Assistant County Ranger,
to implement the services that are required in the plan for landowners
to qualify for the break. These include timber marking, locating and
supervising forestry contractors for thinning and site-preparation
work, acreage determination, tree planting, seedling survival counts,
and prescribed burning which can be very dangerous.

5 I would like to point out here that the Service Forester and I are
helping to make decisions that may amount of hundreds of thousands
of dollars difference in the County Tax fund. It is not uncommon
for a tract of land valued at $180,000 to be reduced to $17,000 be-
cause a landowner is following a Management Plan. Follow-ups must
be made to be sure the recommendations are being followed.
We also have to stay abreast of government programs which pay cost-
sharing payments to landowners doing reforestation and timber stand
improvement work and other state and federal tax credits and incentives
that may be of value to our forest landowners.
The Forest Service has four large tree nurseries across the state
which make tree seedlings available to private landowners at cost.
These trees are ordered by residents in minimum lots of one thousand
trees and delivered to their door or wherever designated by our
Assistant County Ranger. We have now implemented a program through
the Orange Soil and Water Conservation District to break this down
even further. The District is purchasing the trees in thousand-lot
bundles and breaking them down so a private landowner may purchase
a smaller number of trees at minimal cost to take care of small
erosion problems, plant a windbreak, Christmas trees, etc. This
program was started last year and was a success, •
PEST CONTROL
Orange County had a Southern Pine Beetle epidemic in 1972, 1973, and
1974. I answered over fifteen hundred on-the-ground requests in
Chapel Hill alone in 1973. We had special crews, federally paid, to
cut and remove beetle-infested trees, and a Pest Control Ranger position
that was supplied by federal funds to help us handle this enormous
workload. The funds for this position were discontinued in 1977 with
the subsiding of the Southern Pine Beetle problem. We still average
well over one hundred and fifty requests per year from urban landowners
wanting advice and diagnosis on insects and diseases that may be
effecting their yard trees.
The Forest Service makes periodic aerial surveys over the county to
detect insect and disease problems such as the Southern Pine Beetle.
These spots are plotted on aerial photographs with the spots being
checked on the ground by my assistant and me. Landowners are then
contacted as necessary. Cut-over forest areas are also plotted at
this time so we can contact landowners and inform them of services
and programs available to help them reforest if they so desire.
It is extremely important that our county forestry personnel be

thoroughly trained in tree disease problems and forest insect pests.
MISCELLANEOUS
The Forest Service is charged with enforcing the State Stream Ob-
struction Law. This is in addition to forest fire laws and some
cutting on roadway laws that we are also charged with. We have
had several of these cases in the past few years.
Another program that is increasing is the huge demand for firewood.
Last year the Forest Service was involved in cutting firewood for
needy people. This was coordinated through the Orange County Energy
Office, J.O.C.C.A., N. C. Department of Corrections, and the N. C.
Forest Service. The Forst Service located the tracts to be cut,
supplied all equipment (chainsaws, loaders, trucks, etc.), and
supplied one man each day, County and-Assistant County Ranger, to
operate the chainsaw and supervise the prisoners from the Department
of Corrections. We delivered this cut and split firewood to J.O.C.C.A.
locations in Chapel Hill and Cedar Grove. Firewood considerations
are now being included in our Forest Management Plans.
Last year an estimated $30,000 was brought in the County through
state and federal cost-sharing forestry programs. Local labor
was used for projects such as tree planting and site-preparation
work.
Pulpwood cutters depend on the Forest Service to locate and mark
wood while sawtimber sales are usually referred by us to Consulting
Foresters which is mutually of benefit to landowners and timber
companies alike. The pulpwood yard location in Hillsborough and the
yard in Pittsboro that cuts wood from Orange County generate thousands
of dollars of business per year in the county. This is an important
market for our forest landowners, and it is our job to get them
together.
We work in cooperation with the county ASCS Office which handles
the major share of cost-sharing money received in the county; the
Extension Service in relation to shade tree problems, the Soil
Conservation Service to help implement a total farm plan, and the
Orange Soil and Water Conservation District in such projects as
Earth Walk, Environmental. Awareness Week and the tree seedling
program. We also work in close contact with Duke University and the
University of North Carolina in Chapel Hill.
The County Forest Ranger position is a full•-time job that requiree
an individual willing to attend meetings, hold forestry programs,
and fight fires after normal working hours. Also to be taken into
account is the amount of paperwork that requires many man hours

each year for such duties as correspondence, written Management
Plans, news articles, reports, etc.

Re: Requested Fee Increase
At the September 17, 1981, Board of Health meeting, the Board voted
unanimously to request that the Commissioners increase the 100% charge level
of our dental panelipse X-ray service from $23.00 to $25.00.
Most of our patients do not pay at the 100% level. Most pay at 15-20%
of the full charge. The issue here is not solely the level of income; it is,
additionally, a matter of importance that our 100% level charges not undercut
private sector dentists.

At the September 17, 1981, Board of Health meeting, the Board voted
unanimously to request that the Canmissioners increase the 100% charge level
of our dental panelipse X-ray service from $23.00 to $25.00.
Most of our patients do not pay at the 100% level. Most pay at 15-20%
of the full charge. The issue here is not solely the level of income; it is,
additionally, a matter of importance that our 100% level charges not undercut
private sector dentists.

SUBJECT: Budget Amendment for additional one-half Electrical Inspector
Our present Electrical Inspector, Eugene Roberts, has been far
over worked for the past 4 months. Mr. Roberts informs me that the
State of North Carolina Department of Insurance, has developed a
standard that a Building Inspector should only make 6 inspections
per day. Mr. Roberts has been averaging far above that with busy
days of 18 trips or more. The ideal is that the second electrical
inspector position this Department had for several years be refunded
as a full time permanent position. However, as a stop gap measure a
one-half time temporary electrical inspector would help. We need
any help we can get for Gene. Such a position starting November 1,
1981 would cost Orange County $4,732 with no fringe benefits.

During budget preparation, the County Manager removed all personnel
funds from the road naming account and moved them into the Equipment
account (10-565-16),when the receipt of state grant was in question.
Later we did receive the grant but never restored this transfer since
we were able to use (xi% personnel. Would you please approve a transfer
of $4250.00 from Road Naming Equipment (10-565-16) into Road Naming
Personnel (10-565-02) to hire staff (1 supervisor and 2 laborers) to
erect the remaining signs.

Personal property of this Corporation, leased to North Carolina
Memorial Hospital, was discovered for 1980 at a valuation of $530,300.
The Corporation has objected to this valuation, which presumably
erroneously included valuation of property sold to the Hospital and
thus exempt from taxation, and has supplied us with a selling price of
the leased property of $59,422 (letter of June 25, 1981 from Therma—Tray's
Controller), which selling price the County Attorney has advised (letter
to Bill Laws of June 17, 1981) should be used as the 1980 tax valuation
of this property.
A partial payment in the amount of $3,534.97 was credited to this
account on May 26, 1981.
Recommendation:
Refund $1747.52 (the difference between the $3,534.97 amount paid
en this account and the amount of tax, late list penalty advertising cost,
and interest for late payment which would have been due on May 26, 1981 had
the 1980 valuation been $59,422 ($1787.45)) and release the balance due for
this account as of October, 1981 ($12,845.32); that is, establish a valuation
of $59,422 for this property for 1980.

awaiting your response on how the appraised value of $530,300
was calculated, and what Therma-TraY must do to settle our

Gentlemen:
I am writing this letter to clarify the problem which exists
with our 1980 property tax. The appraised value of $530,300
being used to calculate the tax, in our opinion, is grossly
overstated.
Therma-Tray is in the business of leasing trays and equipment
for meal distribution systems. In your county, we have a lease
with North Carolina Memorial Hospital, for a monthly lease
charge of $3,122.58. Per my conversation with Donna Smith, she
informed me that North Carolina Memorial Hospital has submitted
to your office a monthly lease figure of $5,303.00. I have
enclosed a copy of the awarded bid from North Carolina Memorial
Hospital in order to explain the difference in the monthly
lease figure. The yearly amount of $63,637.02 (63,637.02
divided by 12 months = $5,303.00) represents leased equipment
and trays (37,470.90 divided by 12 months = $3, 122.58) and
sales of disposable dishes (26,166.12 divided by 12 months =
$2,180.52) .
The valuation for tax purposes, in our opinion, should just be
based on the equipment and trays that we lese to North Caro-
lina Memorial. Hospital, and not on saleable items. The monthly
lease charge to be used, therefore $3,122.58, The
cost of the equipment and trays at their premises amounts to
$32,682.14.
Based on the above figures presented in this letter, I request
a reduction in the appraised value of our property and also a
reduction in the tax. I am awaiting your response to this let-
ter so that Therma-Tray may settle our liability with Orange
County.

The personal property of the local chapter of this fraternity was
discovered for taxation in 1979 for the years 1974 through 1979 at a

fraternity house) for each year. For 1980 the chapter's personal
property was discovered at a valuation of $30,400 (approximately 4a%
of the tax valuation of the house.
The chapter now (letter of April 7, 1981) maintains that this
personalty has a value of $2,000 and'at no time has had a valuation
in excess of $4,000..
Recommendation:
Based upon a physical inspection of the chapter's personal property
and in the interest of uniform assessment it is recommended that the
valuation of this personalty be reduced to $3,790 (5A of the tax valuation
of the fraternity house) for each of the years 1974 through 1980 and that
the 1979 and 1980 bills be reduced accordingly.

We are writing to request an adjustment in the personal property
tax assessment for Kappa Alpha Order, 110 West Cameron Avenue., Chapel
Hill, North Carolina. This fraternity is a tenant of Fraternity
Housing Corporation, the owner of real property located at the above
address.
In the past (at least years 1974, 1975, 1976, 1977, 1978, 1979)
Fraternity Housing Corporation has filed its property tax assessment
form each January with the notation "we have no personal property."
• Fraternity Housing Corporation paid taxes in 1979 based on an assess
ment of $76,000 for building and property. Using this figure as a
guide, Kappa Alpha Order wasassessed 20% or $15,200 for personal
property in 1979. Having heard no complaint, the amount was doubled
in 1980 to reach a personal property assessment of $30,400. The fact
is that the personal property of Kappa Alpha Order has a valuation of
only $2,000.00!

and 1980 the Consolidated City/County Tax Notices for the Chapel

house changed locations from the old location on Country Club Road,

The County Attorney very kindly supplied ma with the General Statutes
regarding the ABC Board of Orange County. TO summarize: There are
five members; 2 shall serve 3 year terms; 2 shall serve 2 year terms;
1 shall serve a one year term (for the first appointment only). There-
after all terms shall be for three years; this includes successors.
There are no limits regarding the number of terms a Boardaember may
serve.
Dr. Moore was appointed in September 1979 for a one year term; He was
not reappointed last year. Rather, the Clerk (or Acting Clerk) was
asked to advertise this position as was the usual practice for vacancies
on Boards and Commissions; to my knowledge, he has not been reappointed
yet. He is willing to serve on the ABC Board for another term (in this
case, three years),
Mx. Bacon and Mr. Carey were appointed to two year terms in September
of 1979; consequently, there are currently two vacancies on the ABC
Board, in addition to Dr. M,ore's position,
Messrs. Bacon and Carey, in addition to Dr. Moore, are both willing
to serve another term on the ABC Board if the Board of Commissioners
desires.
