Attachment A
Orange County is one of the most rapidly growing areas in
North Carolina and the impact of this growth is greatly affecting
all its citizens. All units of government need to seek ways to
solve problems caused by this growth and find mutually satisfact-
ory policies to wisely manage our resources for the benefit of
all Orange County citizens. The Board of County Commissioners
believes there are several broad goals that provide the framework
for developing and implementing joint policies for managing" growth
in these transition areas which particularly aFfect both County
and Municipal governments. These goals should include, but not
be limited to:

At the Carrb~'- Board of Aldermen meeting of May 26, 1981, it was the
of the Board that I write to you regarding the Fiscal Year 1981-82
appropriation for recreation municipal support funds. In Fiscal Year 1979-80,

a total of $80,000 was appropriated to the two towns (Carrboro and Chapel Hill)
for recreation and park servfcea. A ten-percent increase for the current fis-
cal year (80-81) brought this total to $88,000' Carrhnro.s portion o f this
appropriation totals $26"40O; The 1880-81 budget for the Ou4nty Recreation
' and Parks Department was $195,288, not including the $88,000 for municipal'
support.
The Carrboro Board of Aldermen feels that an equitable formula for al\c-
cating County recreation funding could be founded upon a per capita allocst.ian
based on population figures from the North Carolina Department of Admfnis:razicn
that are presently used for the state shared revenues formula. The formula
be altered according to the current census figures when they are confirmed.
The 1980-81 population breakdown was:

A breakdown of funding for the Northern section person equals $8.43 per capita ($195,286 divided by 23,149). There is, of course, some dual usage e
or participant cross-over within the three jurisdictions. ,A equitable distri-

funding for providing leisure services for Cuu�ty residents residing in Carrboro
based upon population. .�

At present, 544 participants in the Department's program were residing in
Orange County but outside the incorporated limits of Carrboro and Chapel Hill.
This figure is an actual number of participants and not repeat users and is
taken from program records for the period July-December 31, 1980' It is

It is estimated that 650 out-of-town residentsyill take part in i
activities for the entire Fiscal Year period. Cfhis does not account for
facility usage or special events, etc. for whiCh participants are not re-
quired to register before participating nor th frequency of registered
) �-programs With which they may ha ve been involved.
If the total population
'figures of 10,077 plus the approximate 650 county residents en increase used,of
Carrboro should then receive $90,428.61 (10,727 x $8.43), an ocraawe o
$64,O28.Gl over the present funding of $26,400.00.
However, since ~ i $90,428.61 figure represents such a major expansion

in a tight uudgetyear, the Carrboro Board of Aldermen respectfully request
that ~$5U`OOO OO be upphnpriated for the coming Fiscal Year with the attempt to achieve equity by increasing i ncremen t s
over the next three to four years.The Board also desires to meet w ith you an d the County Commissioners to
discuss this item in further detail.
