Topics of recommendation will be relevant to specific capital/facility operations, acquisitions and/or contractural agreements for utilization of areas in question: o the provision of space(s) at the Old Cedar Grove Elementary School for satelite leisure, as well as other human service programs. o utilization of; for leisure purposes - gymatorium - office space - classroom (2) for activity space - exterior grounds o center management to be delegated via this agency 0 for County to enter into an adjusted agreement with JOCCA concerning utilities cost for remainder of FY 81/82 and management trend '...t....&...P-, .. Paulette Pridgen-Pond, Clerk Page 2 September 8, 1981 addition of an outdoor lighting system for multi-purpose athletics/sports events at the existing ballfield/open- space area ($21,500) of Cedar Grove Elementary School to the County's CIP. that the County enter into either "transfer of properties" program with the County School Board, or a twenty-five (25) year, long-term, contractural agreement for utilization of existing, vacated structures and land at the Old Efland Elementary School. The Council strongly agrees that leisure pursuits can be provided on a more economical and accessible basis by utilizing lands and structures that have served their primary use, as opposed to out-right purchase/acquisition. Both parcels in recommendation represent strategic locations for out-reach operations. Permanent staffing is currently on-board and functioning on an adjunct basis in and around these areas. However, at present, lacks of management and coordination are very slight and fragmented for consistent delivery techniques. Considerations for additional funding to researched: present utilities arrangement - Cedar Grove utilities/window replacement - Efland addition of balifield lighting at Cedar Grove for CIP prioritization by Board of County Commissioners. The members present were Marvin Phelps, Robert Nichols, Elizabeth Walters, and Ben Lloyd who arrived at 9:30 p.m. The following corrections or changes were observed or recommended: 1. Pages 69 and 70 in the June 1981 document should be reversed. (Page 69 should be renumbered page 70 and page 70 should be renumbered page 69. 2. On renumbered page 70 (page 69 in June 1971 document), recommendation 4) should read, "The payback of the tax abatement given under existing state law should be governed by that law. The Orange County tax abatement payback (Class C=5 year payback for the extra 10% tax abatement and Class D = 10 year payback for the extra 20% tax abatement) will only be for that additional 10% or 20% benefit above the existing state abatement. 3. On a motion by Walters, second by Nichols and unanimous vote, the Task Force added "and one-half mile notification requirement for all poultry, swine, or dairy units" to )3 under Benefits of Participation on renumbered page 69 (on page 70 of June 2981 document) . 4. On a motion by Walters, second by Nichols and a unanimous vote, the Task Force deleted the minimum acreage for farm size and revised the total amount of income from $1,000 to $3,000 per farm. 5 7 Staff Note: The impact of this recommended change is unclear, but would seemingly delete all requirements for participation in the existing N.C. Farm Preferential Taxation Program, There- fore, delete on page 67, the last sentence under Class A:, delete 1) under Class B:, delete 1) under Class C:, and 1) under Class D:, 5. On a motion by Nichols, second by Walters and on a unanimc:Is vote, the Task Force recommends that all farm structures should be appraised on a basis of depreciated value instead of use value or replacement value, This would be added as number 7 under Benefits of Participation (Universal for Class B, C, and D) on renumbered page 69 (page 70 of the June 1981 document) . 6.
