8.8 Additional Information required for all Special Use Applications:
a) Three copies of the Site Plan prepared by a reuistered North
Carolina land surveyor or engineer which sh1 1 contain the
following:
1) North point scale and date.
2) Extent of area to be developed.
3) Locations widths of p11 easements and rights-of7way within
or adjacent to the site.
4) Location of all existing or proposed structures on the
site.
5) Location of all areas on the site subject to flood hazard
or inundation as shown on flood traps or soil's raps.
6) Location of all water courses on the site, including
direction of flow.
7) Existing topography at a countour interval of 5 feet
based on mean sea level datum.
8) Proposed or existing fencing, screening gates, parldng,
service and storage areas.
9) Access to site including site distances on all roads
used for access.
10) Elevations of all structures proposed to be used in the
development.
11) Names and addresses of owners and applicants.
12) A fee, as set by the Orange County P.oard of Commissioners.

4.2.24 Agricultural Service (AS) District
a) Intent
The purpose of the Agricultural Service (AS) District is to
provide sites in the rural portion of the County for rural
non-farm, non-residential uses which support the horticultural,
sylvicultural, and agricultural uses of the AR districts.
b) Application Criteria
This district will usually. be applied where the following
conditions exist:
1. Site is within areas designated by the adopted Lend Use wan --
as Agricultural Residential.
2. Lot size for individual uses would be appropriate to the
method of water supply and sewage disposal,
3. Normally, the maximum amount of land zoned. AS at any location
shall not exceed ten acres.
4.2.25 Public Interest (PID) District
a) Intent
The purpose of Public Interest (PID) District is to nceserve,
and protect certain public land and private educational lands,
deemed environmentally sensitive and of major scientific re-
search significance from the impaFts of development. In
add-
ition, these lands will be managed in ways that will prevent
any intr.ntially generated adverse impacts from affecting
surrounding property.
b) Application Criteria
This district will be applied to the following:
1. All Dulze rorest lands, the Eno River State Park, all Un;veL.-
sity of North Carolina lands, and all other public or private
educational lands deemed to be environmentally sen<,iti , and
of major scientific or re:Icarch significance.

Upon the advice of the County Attorney the Board accepted an amendment
to the motion,that is, an page 2.12 under section 2.3.6.1 c, paragraph 2
reads the same as 8.2 c, the Board deleted 8.2.c. The Attorney furthered
advised the Board to delete 8.2.3, saying the concept needed clarifying,
he did not understand it as worded. Cam. AB offered a friendly amendment
to CO. IOW's motion, that is, she moved to delete this section 8.2.3. and
to reserve it for rewording at a later date; Cam. RW seconded the motion.

The Board adjourned for a short break and resumed .deliberations
beginning with the Zoning Atlas.
Mr. Cannity of the Planning Staff reviewed the Zoning Atlas with
the Board. Mr. Hogue and Mr. Hereford spoke concerning the designation
of some property on Old Highway 10 and 86 as residential rather than
commercial or industrial.
Mr. Polatty noted that the residences in the area pre-dated
the industribb with the exception of the xemodimx concrete plant and
the industrial/commerical aspect had grown up in that area since the
Novemeber 24, 1980, Pulbic Hearing. The Board discussed with Planning
staff the various implications of various designations.
COmmissioner Wilihoit mvoed, seconded by COmmissioner Barnes, to
designate Asco and the NiniMart EC-5 and the Welding shop E-I (while
the designation of the concret plant reinainded unchanged) . Vote: Ayes,
5; noes, 0. The Bd. aske dthe Planning Staff to bring these changes
to Public Hearing. A disucussion of property values followed.
The Board considered a request fram Nello Tier Co. to change the
zoning atlas designation of its property from R-1 to E-I. Mr. Polatty
told the Bd. that was not a valid designation for an asphalt plant. The
Board did not change the designation of that portion of land.

The Planning Board receammnded to the BCC that American Stone C-.
be granted a speciAl use permit for its plant on highday 54. The Board
expressed reservations about adopting a special use permit within th
e context of the Zoning Atlas itself; saying that the BOC had just
adopted the text of the z. o. which specified steoFs which must be com-
oleted to hear a sp. use, permit request.
Commissioner Willhoit moved to table this recarmendation from
the P.B.. Motion died for lack of a second.
Commissioner Willhoit moved to adopt the zoning atlas as amended
tonight without the special use request with that property to be zoned

the amendments earlier adopted and the specialuse permit exclueded.
