Automotive Mechanic I - position is vacant due to the discharge of an employee; Department Head plans to fill the vacancy with a departmental promotion. Maintenance Mechanic III - position will be vacant as a result of action noted above. Department Head will advertise for this position. Cameron St. Hillsborough, N.C. 27278 Attn: Mr. Bill Laws re: Incorrect Property Valuation 7.41c.C.5. On March 31, 1981, I met with Mr. Bill Laws concerning the 1981 valuation on our house at 2548 Booker Creek Rd.,Chapel Hill. From the examination of the house dimensions (on the computer printout) it was determined that they were incorrect. As a result, the correct square footage for heated space was determined to be 2170 sq. ft. rather than the incorrect value of 2840 sq. ft. The result was that our valuation was reduced from $116,060 to $99,927. Since it is now clear that an error had been made in calculating the square footage and this resulted in previous taxes being higher than they should have been (by 15 to 20%), I am requesting that the excess in taxes which I paid for the year 1980 be returned to me. That a refund is appropriate and due can be justified,since an error was made and this error can be considered as arising from a clerical mistake. In the event that it is necessary for me to present this issue to the Board, I will do so. However, since the facts are obvious and in the records of the Tax Office, I feel that my attendence before the Board should not be required. Sincerely, Michael A. At that time I elected the 5% method to determine the value of my person- al property. Since then I determined that I am better off listing and valuing my personal prop- erty instead of paying 5% of the revaluation. . , I wrote to your office and a niece lady phoned to tell me she would send me a new form so I could change the method of reporting. I am encloeing the completed form. I hope the county commdssonere will allow me to change from a J-1 to J-2 method of determining the value of my per- sonal property. The household contents, all of which are the original purchase, have steadily declined in value over the years while property values have gone up. I have used the 5 percent of estimated property value option because it was more convenient -- now it is ridiculous. , The recent re-evaluation estimates that came out after taxes were filed!. necessitate a change in filing for value of household contents. NOTE 1: Due to the insufficient number of vehicles available at the Motor Pool for the demand of the employees the $.22 cents per mile is an estimate as to the actual expense incurred by each employee driving his or her personal auto. The minimum cost per mile in a four cylinder auto charged by the Motor Pool is $.20 cents per mile. When it becomes apparent there are enough vehicles in Motor Pool to supply the needs of the County, reimbursement rate should be moved to the minimum charged by the Motor Pool. NOTE 2: Mandated requirements for travel to meetings and training sessions vary from department to department. Of course, bur approval of this budget is contingent upon the annexation of the areas referred to below into the District; our understanding is that these areas are being annexed. We are aware that Carrboro had been subsidizing the cost of fire protection in the District over the past several years. The budget approved for this year represents a fair distribution of costs between the two juris- dictions. It represents a very substantial increase in fire district taxes for district residents in one year, but we are now paying our way for the fire protection provided by Carrboro. We also approve the incorporation of Fearington Hills, Morgan Creek Hills, and the rest of Heritage Hills, all as petitioned, into the South Orange Fire District. We actually approved these annexations prior to July 1, but this confirms the fact to the county commissioners. We greatly appreciate your looking into fire rating criteria with Bob Swiger and Jerry Grimes. We will want to meet with both Bob and Jerry this summer to learn more about this as well as our general responsibilities as Trustees. We also would like to meet with officials in Carrboro to negotiate a new long term contract between the Town and the District. WHEREAS, the County has established the South Orange Fire District and wishes to have fire protection services pro- vided to the residents and property owners within this district by the Carrboro Fire Department; and WHEREAS, the Town has provided fire protection to the South Orange Fire District in past years and wishes to continue to Provide such services at a fair rate of compensation in the future; and WHEREAS, the County and the Town are authorized to enter this agreement by Article 3A of Chapter 69 of the North Carolina General Statutes. NOW, THEREFORE, the Town and the County hereby agree as follows: 1. The Town shall, to the best of its ability, furnish such fire fighting equipment and personnel as the Town deems necessary for the purpose of providing fire protection to property and persons located within the South Orange Fire District, as the boundaries of such district are now constituted or may 42b - , hereafter be amended. In accordance with G. S. 69-25.8, in providing such fire protection services, the Town shall be sub- ject to the same immunities it enjoys in the operation of a fire department within its corporate limits. 2. The Tour 's obligation to respond to calls in accordance with this agreement shall be secondary and sub- ordinate to the Town's duty to furnish protection to the residents and property owners of the Town, 3. In consideration of the services described in Section 1, the County shall pay to the Town the sum of $65,587, This payment shall be made by the County to the Town on or before January 15, 1972. 4. This contract shall be effective for the period July 1, 1981 through June 30, 1982. However, it is the in- tention of both parties that during the period July 1, 1981 through June 30, 1982, a new contract will be negotiated.
