A. Recommends release and/or refunds of Carrboro City Taxes (see
attachment 4-A) .
B. Recommends release/refunds (see attachment 4-B) .
C. Presents for Board consideration requests for release/amendments/
refunds of taxes (see attachment 4-C) .
D. Returns the appeals of Vickers Audio and Aragon Discount Carpet
of assessed valbes (rescheduled from July 2 and August 3; see
attachment 4-D) .
5. Will the Board schedule review of the Zoning Ordinance, Zoning Atlas,
Land Use Plan and reports from the Water Resources Task Force and.
Agricultural Task Force?
6. The CET A Director, Mr. Ernest Mangum, requests the Board authorize
the application for CETA II-B funding from October 1, 1981, through
September 30, 1982, in the amount of $268,898?
7. The Purchasing Officer, Mr. Mark Rees, submits the results of bids on
electronic vote counting equipment.
8. The Purchasing Officer, Mr. Mark Rees, recommends the Board accept the
bid of Computer Election Systems, Inc. in the amount of $11,250.00.
9. Second reading of an Amendment to the Orange County Personnel Policy
related to Annual Vacation Leave.
10. The Manager, Mr. Bill Laws, recommends changes in the Orange County
Personnel Policy regarding travel.
11. The County Attorney submits for Board consideration an amended con-
tract for fire protection between the 'brown of Carrboro and the County.
12. Executive session to discuss a legal matter.

SUBJECT: Authorization to unfreeze designated positions
Please be advised that I have been contacted by the Public Works Director to request
that two positions in his department be unfrozen.
Automotive Mechanic I - position is vacant due to the discharge of an
employee; Department Head plans to fill the vacancy
with a departmental promotion.
Maintenance Mechanic III - position will be vacant as a result of action
noted above. Department Head will advertise for
this position.
These positions are not subject to State or Federal funding cutbacks, therefore I recommend
that the request be forwarded to the Board for approval.

re: Incorrect Property Valuation

On March 31, 1981, I met with Mr. Bill Laws concerning the 1981
valuation on our house at 2548 Booker Creek Rd.,Chapel Hill. From the
examination of the house dimensions (on the computer printout) it was
determined that they were incorrect. As a result, the correct
square footage for heated space was determined to be 2170 sq. ft.
rather than the incorrect value of 2840 sq. ft. The result was that
our valuation was reduced from $116,060 to $99,927.
Since it is now clear that an error had been made in calculating the
square footage and this resulted in previous taxes being higher than
they should have been (by 15 to 20%), I am requesting that the excess
in taxes which I paid for the year 1980 be returned to me. That a
refund is appropriate and due can be justified,since an error was made
and this error can be considered as arising from a clerical mistake.
In the event that it is necessary for me to present this issue to the
Board, I will do so. However, since the facts are obvious and in the
records of the Tax Office, I feel that my attendence before the Board
should not be required.

I filed the personal property tax listing
for 198l in January 1981. At that time I elected
the 5% method to determine the value of my person-
al property. Since then I determined that I am
better off listing and valuing my personal prop-
erty instead of paying 5% of the revaluation.

I wrote to your office and a niece lady
phoned to tell me she would send me a new form
so I could change the method of reporting. I am
encloeing the completed form. I hope the county
commdssonere will allow me to change from a J-1
to J-2 method of determining the value of my per-
sonal property. Being retired on a fixed income
the savings are important to me.

Gentlemen:
I wish to request a change of my personal property tax claim as filed
on my 1981 form. The household contents, all of which are the original
purchase, have steadily declined in value over the years while property
values have gone up. I have used the 5 percent of estimated property
value option because it was more convenient -- now it is ridiculous. ,
The recent re-evaluation estimates that came out after taxes were filed!.
necessitate a change in filing for value of household contents. Please-s
send me the necessary forms to change the 1981 filing of my personal
property (household contents).

Dear Mr. Laws:
It has come to my attention that the Intimate Bookshop, Inc. ,.
has received a personal property levy for filing discrepancies on
its North Carolina income tax return for the fiscal year ended
March 31, 1980, and on its Orange County property listing for the
calendar year 1979.
Following our audit report of the Intimate Bookshop, Inc. ,
for the year ended March 31, 1979, the inventory listing on the
1980 Orange County property listing should be $183,322.00 (copies
of the March 31, 1979, balance sheet and North Carolina income tax
return are attached) . The inventory listing on your levy is
$239,139.00, which represents inventory for the year ended March
31, 1980; according to Ms. Donna Smith, the March 31, 1980, figure
belongs on the 1981 Orange County property listing (copies of the
March 31, 1980, balance sheet and North Carolina income tax return
are attached) .
We are unable to reconcile the equipment figures from our
audit report or the- federal and North Carolina income tax returns
to the equipment listing on your levy. We would appreciate your
review of the attached copy of the March 31, 1980, balance sheet,
of the March 31, 1980, North Carolina income tax return and the
1981 Orange County property tax listing.
We would appreciate your assistance with the appeal of the
personal property levy for the 1980 listing.

Dear Sirs:
We are writing to request an adjustment in the personal property
tax assessment for Kappa Alpha Order, 110 West Cameron Avenue., Chapel
Hill, North Carolina. This fraternity is a tenant of Fraternity
Housing Corporation, the owner of real property located at the above
address.
In the past (at least years 1974, 1975, 1976, 1977, 1978, 1979)
Fraternity Housing Corporation has filed its property tax assessment
form each January with the notation "we have no personal property. "
Fraternity Housing Corporation paid taxes in 1979 based on an assess-
ment of $76,000 for building and property. Using this figure as a
guide, Kappa Alpha Order was assessed 20% or $15,200 for personal
property in 1979. Having heard no complaint, the amount was doubled
in 1980 to reach a personal property assessment of $30,400, The fact
is that the personal property of Kappa Alpha Order has a valuation of
only $2,000.00!

Please find enclosed two copies of the state's application
form for requesting participation in the Land Records Management
Program grant for 1981 - 82. We are requesting $1100.00 from the
State to match $1100.00 from the County to purchase a Fio:le
Reader-Printer for our microfilm section. As usual, the county's
share was already approved in the budget for this year (Betty
J-Ine's equipment budget).
Like last year, we need the following things which we would
deeply appreciate your helping us get:
1. a resolution from the commissioners approving eof
Orange County's participation in the program
this year, and the assurances stated in the
paragraph'called "certification", on the front
page of the application.
2. the figure for question number 7 on the second
page of the application, the total appraised
property evaluation (on both copies) .

Whereas, the Land Records Manager did in June, 1981, make
application with the State Land Records Management Program for matching
grant funds in the amount of $2,200,00; and
Whereas, the Orange County Board of Commissioners has within
the structure of the Register of Deeds Office 1981-82 Budget allocated
monies for the purpose of matching the State grant monies; and
Whereas, it is now the desire of the Orange County Board of Com-
missioners to support and confirm the Land Records Management Program
within its own county and to commend the efforts of the State Land Records
Management Program.
Now, Therefore Be It Resolved, that the Orange County Board of
Commissioners meeting in duly scheduled session on Tuesday, August
18, 1981, does adopt said Resolution, and request that a copy of same be
forwarded to the State Land Records Management Program in Raleigh, N. C.

RECOMMENDED AMENDMENT
TRAVEL SECTION OF PERSONNEL POLICY
SEC. 8 1 . Travel by personal car, fifteen cents ($.l5) per mile; amend to read:
twenty-two cents ($.22) per mile.
SEC. 9 2, Travel, Room and Board and Special Expenses; amend to read: Personnel
traveling away from Orange County on official business will be compensated
for Room and Board Expenses paid out of pocket not to exceed $45.00 per
day for Lodging and $15.00 per day for Meals and Grotuities.
NOTE 1: Due to the insufficient number of vehicles available at the Motor Pool
for the demand of the employees the $.22 cents per mile is an estimate
as to the actual expense incurred by each employee driving his or her
personal auto. The minimum cost per mile in a four cylinder auto
charged by the Motor Pool is $.20 cents per mile. When it becomes
apparent there are enough vehicles in Motor Pool to supply the needs of
the County, reimbursement rate should be moved to the minimum charged
by the Motor Pool.
NOTE 2: Mandated requirements for travel to meetings and training sessions vary
from department to department. Because of these differences the Manager
recommends that limits on the number and destination of trips be
determined on a department by department basis during the budgetary
process.

Dear Don:
This is to confirm our approval of the agreement that
you reached with the Town of Carrboro for a 1981-82 budget of
$65,5W for the South Orange Fire District. Of course, bur
approval of this budget is contingent upon the annexation of
the areas referred to below into the District; our understanding
is that these areas are being annexed. We are aware that Carrboro
had been subsidizing the cost of fire protection in the District
over the past several years. The budget approved for this year
represents a fair distribution of costs between the two juris-
dictions. It represents a very substantial increase in fire
district taxes for district residents in one year, but we are
now paying our way for the fire protection provided by Carrboro.
We also approve the incorporation of Fearington Hills,
Morgan Creek Hills, and the rest of Heritage Hills, all as
petitioned, into the South Orange Fire District. We actually
approved these annexations prior to July 1, but this confirms
the fact to the county commissioners.
We greatly appreciate your looking into fire rating
criteria with Bob Swiger and Jerry Grimes. We will want to
meet with both Bob and Jerry this summer to learn more about
this as well as our general responsibilities as Trustees. We
also would like to meet with officials in Carrboro to negotiate
a new long term contract between the Town and the District.
We would propose a meeting in the early fall.and would like
you to be involved in all of these meetings.

STATE OF NORTH CAROLINA
FIRE PROTECTION CONTRACT
ORANGE COUNTY
This agreement is made and entered into this 1st day
of July, 1981, by and between Orange County (hereinafter, "the
County") and the Town of Carrboro (hereinafter, "the Town") .
WHEREAS, the County has established the South Orange
Fire District and wishes to have fire protection services pro-
vided to the residents and property owners within this district
by the Carrboro Fire Department; and
WHEREAS, the Town has provided fire protection to
the South Orange Fire District in past years and wishes to
continue to Provide such services at a fair rate of compensation
in the future; and
WHEREAS, the County and the Town are authorized to
enter this agreement by Article 3A of Chapter 69 of the North
Carolina General Statutes.
NOW, THEREFORE, the Town and the County hereby agree
as follows:
1. The Town shall, to the best of its ability, furnish
such fire fighting equipment and personnel as the Town deems
necessary for the purpose of providing fire protection to
property and persons located within the South Orange Fire District,
as the boundaries of such district are now constituted or may

hereafter be amended. In accordance with G. S. 69-25.8, in
providing such fire protection services, the Town shall be sub-
ject to the same immunities it enjoys in the operation of a
fire department within its corporate limits.
2. The Tour 's obligation to respond to calls in
accordance with this agreement shall be secondary and sub-
ordinate to the Town's duty to furnish protection to the
residents and property owners of the Town,
3. In consideration of the services described in
Section 1, the County shall pay to the Town the sum of $65,587,
This payment shall be made by the County to the Town on or
before January 15, 1972.
4. This contract shall be effective for the period
July 1, 1981 through June 30, 1982. However, it is the in-
tention of both parties that during the period July 1, 1981
through June 30, 1982, a new contract will be negotiated.
This contract is entered into the day and year first
above written.
