That, pursuant to The Local Government Bond Act, as amended, the County of Orange, North Carolina, is hereby authorized to contract a debt, in addition to any and all other debt which said County may now or hereafter have power or authority to contract, and in evidence thereof to issue Water Bonds in an aggregate principal amount not exceeding $1,000,000 for the purpose of providing funds, with any other available funds, for the acquisition of land and rights of way for a reservoir to provide an additional source of water for residents of said County and one or more other public entities and to provide related recreational opportunities. 2. The Board of Commissioners thereupon a motion by Commissioner Hartwell, and a second by Commissioner Willhoit with a unanimous vote designated the Finance Director as the officer whose duty it shall be to make and file with the Clerk to the Board of Commissioners the sworn statement of debt of the County which is required by The Local Government Bond Act, as amended, to be filed after the bonds orders have been introduced and before the public hearing thereon. Thereupon the Finance Director filed with the Clerk to the Board of Commissioners, in the presence of the Board of Commissioners, the sworn statement of debt as so required. Thereupon the order entitled: "ORDER AUTHORIZING $22,000,000 SCHOOL BONDS" was passed on first reading. Thereupon the order entitled: "ORDER AUTHORIZING $1,000,000 WATER BONDS" was passed on first reading. Motion was made by Commissioner Willhoit, seconded by Commissioner Halkiotis MEW PAGE 4 to approve the three orders on first reading with a unanimous vote. On motion made by Commissioner Willhoit, seconded by Commissioner Halkiotis and unanimously carried, the Board of Commissioners fixed August 16, 1988 at 7:30 P.M. , at the Old Courthouse, in Hillsborough, North Carolina, as the hour, day and place for the public hearing upon the foregoing orders and directed the Clerk to the Board of Commissioners to publish each of said orders, together with the appended statement as required by The Local Government Bond Act, as amended, once in the Chapel Hill Newspaper and once in The Durham Morning Herald not later than the sixth day before said date. This ended the formal proceedings. DISCUSSION ON THE LAND ACQUISITION FOR THE RESERVOIR Commissioner Willhoit suggested that the Board in recognizing that a reservoir is needed for growth management, protection of the environment and for economic development clarify what this money would be used for and how it would be repaid to the general fund. He stressed that the money should not be construed as a gift but a loan to be repaid to the County's General Fund at the time a reservoir is built and water is used from that reservoir. It was the consensus of the Board to state that it is not the intent of the County to subsidize the water supply with monies from the general fund. With no further items to be considered by the Board, Commissioner Carey adjourned the Special Meeting. Shirley E. Marshall, Chair Beverly A. Blythe, Clerk Commissioner 25#s arty It introduced the follow- ing three orders authorizing bonds which were read: ORDER AUTHORIZING $22 , 000, 000 SCHOOL BONDS WHEREAS, The Chapel Hill-Carrboro City Board of Education and The Orange County Board of Education have certified to the Board of Commissioners for the County of Orange, North Carolina, resolutions passed by said boards of education showing that adequate school facilities are not now available in their respective administrative units to comply with the requirements of Section 2 of Article IX of the Constitution of North Carolina for the maintenance of schools nine months in every year and that it is necessary, in order to maintain such nine months' school term as required by said Section 2 of Article IX of the Constitution, to provide additional school facilities in said units by erecting additional school buildings and other school plant facilities, remodeling, enlarging and reconstructing existing school buildings and other school plant facilities, acquiring any necessary land, furnishings and equipment therefor and developing such land, the estimated aggregate cost of which is at least $22 , 000, 000. Box 366 Carrboro, NC 27510 (919) 968-4421 ORANGE WATER AND SEWER AUTHORITY NEWS RELEASE VOLUNTARY WATER CONSERVATION MEASURES REQUESTED BY ONVAISA July 25, 1988. Orange Water and Sewer Authority (OUNASA) has evaluated the current and projected water supply situation and has determined that ONASA customers should take voluntary measures to reduce the demand on local water supplies. Billingsley, Executive Director, has written to the mayors of Chapel Hill and Carrboro, the Chairman of the Orange County Board of Commissioners and the Chairman of the Durham rCounty rBoard dnoflCommissioners asking that the ALERT phase of the five—stage The conditions of the first phase of the ordinances carry no civil penalties, but do request that customers implement several conservation practices on a voluntary basis. These include: o Taking four minute showers instead of longer showers or full tub baths. o Limiting flushing of toilets to only when needed. o Not running faucets while brushing teeth, shaving or rinsing dishes, etc. o Operating clothes washers and dish washers only with full loads. o Limiting lawn and garden watering to the extent possible. o Temporarily delaying new landscape work. o Limiting or stopping washing of cars, vehicles, etc. o Not washing down outside areas such as driveways, p atios, sidewalks, etc. o Using disposable dishes. Rainfall in the Chapel Hill—Carrboro area has been minimal during the last month and is more than 9 inches below normal for the year—to—date. Consequently, the natural inflow of water into local supply sources has been very limited, while at the same time water withdrawal rates are at record levels for this time of year. Water demands for the past several months have been 10% to 15% above demand levels for the same period last year. Average daily water demand during July, 1988 has been above 8 million gallons per day— more than 20% greater than July, 1987 demands . The extended hot and dry weather conditions and record high levels of water usage for this time of year have resulted in a steady drawdown of the community' s existing water supply sources. University Lake, the primary source of water, is almost 28 inches below full . Ordinances of the Towns and Orange and Durham County allow Stage I voluntary conservation measures to be requested when University Lake drops to 24 inches below full . To supplement the water available in University Lake, the Authority has been pumping 2 million gallons of water each day from the Cane Creek Temporary Water Supply Impoundment. An additional 2 million gallons per day is being pumped from the Stone Quarry Reservoir. The Stone Quarry Reservoir and Cane Creek Temporary Impoundment are nearly 26 and 5 feet below full , re pectively. 70% The quantity of water available in local supply sources of total storage capacity. . An Equal Opportunity Employer I I CJWASA News Release: Voluntary Conservation Measures Requested July 25, 1988 The present supply and demand conditions have been evaluated utilizing a computerized water supply simulation and drought management model developed by Dr. David Moreau, Director of the North Carolina Water Resources Research Institute. Without water conservation measures and purchase of water from other systems, the risk of total depletion of the local usable water supply is presently about 15% (one supply failure every seven years) . To reduce this level of risk, OWASA has commenced water purchases from the City of Durham at a rate of about 3 million gallons per day. The cost of this water is about $1 .00 per 1 ,000 gallons— $3,000 each day. Durham officials have stated that this supplemental supply of water should be available to UWASA for an extended period of time. However, even assuming the continued availability of water purchases at the present level , the model indicates that voluntary conservation measures are needed at the present time to avoid extremely serious depletion of supplies later in the year. OWASA expects to see at least a ten percent reduction in water use. In the past, a ten percent reduction has resulted from the first stage of the water conservation program with only minor changes in water use practices. This reduction represents about 15 gallons per day per person. With a positive response from the community to these Stage 1 voluntary water conservation measures, the imposition of more stringent water use restrictions may be deferred. However, if the extreme dry weather conditions persist and water demands are not substantially reduced by voluntary conservation measures, imposition of mandatory water use restrictions could be required in the months, and perhaps even weeks, ahead. While the extended dry weather has adversely affected the local water supply, conditions have been favorable for construction work on the Cane Creek Dam and Reservoir. This major water supply expansion project is progressing well ahead of schedule. The contract completion date is June 27, 1989; however, if progress continues at the present rate, water could begin to be impounded by the end of 1988 or early 1989. OWASA and its project engineer and contractors are making every effort to complete this project as soon as possible. Cane Creek Reservoir will provide 10 million gallons of water per day, and will provide a long—term solution to the community' s water supply deficiency. Please contact Everett Billingsley or Patrick Davis if you have any questions. Current supply and demand conditions have been evaluated utilizing the water supply simulation and drought management model developed by Dr. David Moreau, Director of the North Carolina Water Resources Research Institute. The model takes into account available supply ( including water purchases) , water demands, probability of rainfall , evaporation losses and time of year. This evaluation indicates that voluntary conservation measures are needed to avoid extremely serious depletion of supplies later in the year. With the continuing cooperation of the local governmental units, ONASA customers, the City of Durham and the media, essential water supply needs can continue to be met during the extended drought period. If the extreme dry weather conditions persist and water demands are not substantially reduced by voluntary conservation measures, imposition of mandatory water use restrictions could be required in the months, and perhaps even weeks, ahead. Cane Creek Reservoir construction activities are proceeding well ahead of schedule and should be completed by late-1988 or early 1989, thereby providing a long—term solution to our community' s water supply deficiency. Thank you very much for your consideration of this request and support in the community's water conservation efforts. Please do not hesitate to contact me if you have any questions concerning this request. Very ly yours, ///g Everett Billingsley 2r1-4-1-7 Executive Director Enclosure (News Release) cc: John Link, County Manager, Orange County Robert H. Box 366 Carrboro, NC 27510 (919) 968-4421 ORANGE WATER AND SEWER AUTI-DR 1 TY NEWS RELEASE VOLUNTARY WATER CONSERVATION MEASURES REQUESTED BY OWASA July 25, 1988 Orange Water and Sewer Authority (OWASA) has evaluated the current and projected water supply situation and has determined that CWASA customers should take voluntary measures to reduce the demand on local water supplies. Everett Billingsley, Executive Director, has written to the mayors of Chapel Hill and Carrboro, the Chairman of the Orange County Board of Commissioners and the Chairman of the Durham County Board of Commissioners asking that the ALERT phase of the five—stage water conservation plan be imposed. The conditions of the first phase of the ordinances carry no civil penalties, but do request that customers implement several conservation practices on a voluntary basis. These include: o Taking four minute showers Instead of longer showers or full tub baths. o Limiting flushing of toilets to only when needed. o Not running faucets while brushing teeth, shaving or rinsing dishes, etc. o Operating clothes washers and dish washers only with full loads. o Limiting lawn and garden watering to the extent possible. o Temporarily delaying new landscape work. o Limiting or stopping washing of cars, vehicles, etc. o Not washing down outside areas such as driveways, patios, sidewalks, etc. o Using disposable dishes. Average daily water demand during July, 1988 has been above 8 million gallons per day— more than 20% greater than July, 1987 demands. The Stone Quarry Reservoir and Cane Creek Temporary Impoundment are nearly 26 and 5 feet below full , respectively. The quantity of water available in local supply sources is between 65% and 70% of total storage capacity. An Equal Opportunity Employer ►r y .. 4 CIYVASA News Release: Voluntary Conservation Measures Requested July 25, 1988 The present supply and demand conditions have been evaluated utilizing a computerized water supply simulation and drought management model developed by Dr. David Moreau, Director of the North Carolina Water Resources Research Institute. Without water conservation measures and purchase of water from other systems, the risk of total depletion of the local usable water supply is presently about 15% (one supply failure every seven years) . To reduce this level of risk, °NASA has commenced water purchases from the City of Durham at a rate of about 3 million gallons per day. The cost of this water is about $1 .00 per 1 ,000 gallons- $3,000 each day. Durham officials have stated that this supplemental supply of water should be available to CWASA for an extended period of time. However, even assuming the continued availability of water purchases at the present level , the model indicates that voluntary conservation measures are needed at the present time to avoid extremely serious depletion of supplies later in the year. CWASA expects to see at least a ten percent reduction in water use. While the extended dry weather has. adversely affected the local water supply, conditions have been favorable for construction work on the Cane Creek Dam and Reservoir. This major water supply expansion project is progressing well ahead of schedule. The contract completion date is June 27, 1989; however, if progress continues at the present rate, water could begin to be impounded by the end of 1988 or early 1989. CWASA and its project engineer and contractors are making every effort to complete this project as soon as possible. Cane Creek Reservoir will provide 10 million gallons of water per day, and will provide a long-term solution to the community' s water supply deficiency.
