JOINT MEETING AGENDA ITEM ABSTRACT
Meeting Date: October 6, 2016
SUBJECT: Joint BOCC/Chiefs Meeting Discussion Items

PURPOSE: To provide an opportunity for the Board of Commissioners and the Chiefs'
Association to receive information on several topics of interest and to review and discuss those
topics.
BACKGROUND: The BOCC has met with the Fire and Rescue Chiefs in previous years to
discuss ongoing emergency service operations, budgets, initiatives, etc. This meeting provides
the opportunity for those conversations to continue between the BOCC and the Chiefs. The
items for update and discussion include the following:
1. Fire Departments' Accomplishments During 2015
White Cross Fire Chief Phillip Nasseri will provide initial comments for this item at the
meeting, followed by additional information and comments by others as necessary.
2. Radio Infrastructure Including Paging
White Cross Fire Chief Phillip Nasseri will provide initial comments for this item at the
meeting, followed by additional information and comments by others as necessary.
The Countywide Radio Communications Interoperability and Systems Engineering
Services Committee was established in January 2016. A Request for Proposals (RFP)
was issued on January 29, 2016 for a vendor neutral consultant who could determine the
most efficient and effective method for designing a countywide radio system. A total of
seven (7) Fire/Rescue representatives — four (4) from the Chief's Association and three
(3) from Municipal Departments — make up this committee along with a representative
from every Law Enforcement Department and four (4) representatives from Orange
County Government.

The committee conducted an interview assessment and met afterwards to discuss and
deliver a recommendation of the selected consultant. Efforts are currently in the contract
stage.
3. Discussion on PageTrack Software
This item provides an opportunity to discuss issues and opportunities relating to
PageTrack software. Emergency Services is working closely with Efland Deputy Chief
Pete Hallenbeck. Efforts have been made to configure some Gateway boxes to talk to
the PageTrack server, meaning that fire and Emergency Medical Services can see one
another. Work is continuing on getting the remaining Gateway boxes configured and
Deputy Chief Hallenbeck has suggested a meeting to figure out what can be done with
this capability and how to manage it.
4. Training Facilities for County First Responders
Orange Rural Fire Chief Jeff Cabe will provide initial comments for this item at the
meeting, followed by additional information and comments by others as necessary.
Emergency Services welcomes the opportunity to join others at the table for discussions
regarding a countywide training facility. Emergency Services has been coordinating to
actively reach out to state and federal resources gathering information that may provide
guidance and direction on best practices to pursue this venture.
FINANCIAL IMPACT: This is no financial impact anticipated as a result of these discussions on
the topics listed above.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to
discussion of the topics above:
• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang
activity, substance abuse and domestic violence.
RECOMMENDATION(S): The Manager recommends that the Board and Chiefs receive
updates on the identified issues and opportunities noted above and discuss as necessary.
