To award housing rehabilitation contracts for the Orange County CDBG and HOME Scattered Site Housing Rehabilitation Program. BACKGROUND: The Housing and Community Development Department solicited bids from qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation Program for the general repair portion of the work specifications. Bids were also solicited from lead based paint abatement contractors for items containing lead based paint as required by federal regulation. The informal bidding process is governed by the North Carolina General Statues §143-131 and does not require a minimum number of bids. Additionally, present program, procedures provide that housing rehabilitation contracts be awarded to the .lowest responsible bidder. Additionally, all contractors participating in the County's Rehabilitation Program are required to utilize current deconstruction and material recycling methods during the repair process. Bids for the rehab portion of the Glosson Circle property were solicited on November 2 and November 16, 2006 with a bid opening on November 16, 2006. For the lead and mold portions, only one contractor appears on the State Certified list that is able to do both remediations, thus that contractor was the only one solicited for a bid. For the Roberts Street property, bids were solicited from participating contractors on October 13 and November 6, 2006, with a bid opening on November 16, 2006. There were two bids received for the lead abatement work. Bids for the housing rehabilitation portion were solicited on the same dates with a total of two bids received for the project. Bid results are attached. FINANCIAL IMPACT: Funds are provided by a CDBG Scattered Site Housing Rehabilitation grant awarded by the N.C. New cabinet to be installed with top of cabinet flush with Kitchen ceiling. Supply and install new duct chase through inside of new wall cabinet, remaizung space to have shelves. 2. Remove existing wall cabinets. Prepare existing wall for installation of ziew base and wall cabviets. The rehab portion of this project was initially bid through our typical bid process. Bid packages were prepared, the bidwalk was scheduled, contractors were invited, and the bidwalk was conducted. At the first scheduled bid opening only two bids had been submitted. As such, the bids were not opened and a second bid opening was scheduled and announced. At the second opening two bids had been submitted and were opened. In reviewing the two bids it was determined that both of them exceeded our in- house estimate. After careful consideration of the scope of work, the estimated cost and the bid costs it was decided to scale back the scope of the work and attempt to negotiate with the lowest bidder, Diamond Builders. Diamond Builders was approached, was responsive to negotiation, and submitted a new bid based on the revised work wrifieup. This bid was reviewed and found to be within the accep#able tolerance range of our in-house estimate.. With this in hand along with the bids for the mold remediation and- lead-based paint work it was decided to proceed with the next steps of the project approval process.
