BACKGROUND: The County has entered into an agreement with Telesis Construction Company to build two buildings on the former Southern States site on Margaret Lane, Hillsborough. One of the buildings will be a new County Library. The Library building is being designed by Brockwell Associates, Durham, NC; however, during negotiations regarding the campus buildings, the Commissioners deemed it advisable to retain a consultant with specific expertise in Library space planning to develop the interior plan for the facility. Following discussions with the re-convened Library Task Force, Phil Barton is recommended to provide this service. Mr. Barton has served as director of the Rowan County Library system since 1977. He has also consulted far Library design services since 1989 and will retire from the Rowan system at the end of April 2007 to devote his full attention to his consulting business. Additional personal information is contained in the attached resume. Mr. Barton is well known and respected among librarians in the State and has provided design services similar to those sought by the County to libraries such as the Chatham County Library and the Mebane Library. Amore complete listing is provided as an attachment to this abstract. The scope of services for which the County would propose to contract with Mr. Barton includes: • Space Needs Analysis • Building program development • Building design review and analysis The consultant would focus on six critical elements of library design, including spaces for: the collection, public seating, public computer access, special use areas, meeting/programming space and the staff workspaces. Historically, the County has found the use of design charettes both an efficient and effective method of receiving public comment and design ideas regarding a project (e.g. Skills Development Center). For that reason., the needs analysis and kick-off to the planning process is recommended to include one or more design charettes during which the public, County Commissioners and staff may offer comments and ideas regarding the library's design, as well as programming that could/should occur at the new facility. Mr. Barton would base his program upon the information obtained during the charettes and subsequent meetings with staff and others. The estimated four-month planning process would culminate in the production of a programming document to be used by the project architect to specify and construct the interior space for the library. The County may also choose to contract with Mr. Barton to specify furniture and equipment for the new facility later in the process. FINANCIAL IMPACT: Services contained in the referenced scope'of work have been quoted at $14,000. Pursuant to earlier discussions with the Board regarding the County campus, this contract would be outside of the scope and cost of service provided by Brockwell and Associates, the county campus project designer. Funding will be included in the 2007-17 Capital Investment Plan. RECOMMENDATION(S): The Manager recommends that the Board authorize a contract that will reflect substantively the terms of the attached proposal from Phil Barton to provide space- planning services at the new Orange County Library on Margaret Lane, Hillsborough in the amount of $14,000; and authorize the County Manager to sign the agreement. 3 Phillip K. This proposal sets forth the services I intend to provide in working on this project and the fee for those services. Since the overall amount of space has already been established, 23,400 square feet, I will prepare an abbreviated space needs study to determine the square footage of each of the library's building components. The study is based on analyses of six common elements of a public library facility -collection space, public seating space, public, computer space, special-use space, meeting/programming space and staff work space. As part of this phase of the work I will also conduct two charettes to solicit public input for the proposed library. The next phase of the project will be the development of a building program for the proposed library facility based on the space needs study. The building program is a narrative description of the proposed library facility, which delineates and describes in detail each area in the building. The architect will use the building program as a guide in designing the desired building. Furthermore, the owners will use the building program to ascertain that the architect is designing a building that meets their specifications. The third phase of work will be to conduct at least two reviews of the architects design in cooperation with the architect. The purpose of these reviews will be to evaluate the translation of the building program into an actual building design. (continued) 20 PROPOSAL (March 19, 2007) Pa e~2 The total fee for preparing this work is $14,000.00, including travel expenses. I will aim to complete the entire project by July 2007. I will be assisted by Jeff Hall, who works with me occasionally on some of my projects. My primary goal will be to help you develop a building design that facilitates the effective and efficient delivery of library services to the citizens of Orange County. In so doing, we will aim to produce a library that is functional, aesthetically pleasing and comfortable for the customers and staff who use it.
