MINUTES
ORANGE COUNTY BOARD OF COMMISSIONERS
CONTINUED MEETING
JULY 10, 1986
The Orange County Board of Commissioners met on July 10, 1986 at
3:00 p.m. in the Board of commissioners' Room, Orange County Courthouse,
Hillsborough, North Carolina to continue the meeting of July 8 which was
a continuation of the July 7 regular Board meeting.
BOARD MEMBERS PRESENT: Chair Don Willhoit and Commissioners
Shirley Marshall and Moses Carey.
BOARD MEMBERS ABSENT: Commissioners Ben Lloyd and Norman Walker.
ATTORNEY PRESENT: Geoffrey Gledhill.
STAFF PRESENT: County Manager Kenneth R. Thompson, Assistant
County Managers Albert Kittrell and William Laws, Clerk to the Board
Beverly A. Blythe, Deputy Finance Officer Ken Chavious, Purchasing
Director Pam Jones, Budget Analyst Donna Wagner and Personnel Director
Beverly Whitehead.
NOTE: THE PURPOSE OF THIS MEETING WAS TO DISCUSS THE BUDGET.
Motion was made by Commissioner Carey, seconded by Commissioner
Marshall to delete from the budget any salary increase for the members
of the Board of Commissioners.
VOTE: UNANIMOUS.
Ken Thompson recommended that two positions be added to the mark-up
list for the Planning Department.
Commissioner Carey pointed out that all new positions should be
figured at 10/12 since the budget has not yet been adopted.
Discussion ensued on the mark-up/mark-down list and revisions made.
Chair Willhoit noted four items that should not be considered as
mark-up items:
(1) $214,725 for long range capital
(2) $ 13,000 for the Animal Shelter
(3) $ 12,000 for the Library
(4) $ 12, 000 for Shafer House
This would make the total amount for the mark-up list $283,000.
After further discussion it was decided to delay the adoption of
the budget until after the public hearing on the 1/2 percent local sales
and use tax which is scheduled for July 23, 1986.
With no further items for consideration, the continued meeting was
adjourned.
