A separate letter will be given to the Clerk to the Board (Paulette P

In the final budget cut made in June of 1980 all CRT's were deleted
from the Capital Equipment account by the Finance Director. On July 1
all Capital Equipment items were frozen pending opening of Jail Bids.
However, those agencies that had CRT's deleted from their budgets were
not notified. When Capital was unfrozen this Spring these agencies
requested the Purchasing Agent proceed with acquisition. After calling
for bids Mark Rees found these items had been deleted from the approved
equipment list. The departments are now asking the Board to approve a
transfer from operations to Capital:

SUBJECT: Recommendations of the Data Processing Steering Committee
As you requested, the Steering Committee reviewed all requests
for CDT terminals in both the current and next budget years. The
committee heard presentations from departments. We included all
criteria suggested by you in our process. The following summarizes
the discussions with those departments:
1.) Board of Elections, Bobbie Strickland
A. Fund availability: Transfer of current year funds
10 430 34 Costs lower because of computer printouts $1,000.00
10 430 14 Travel, Board Members missed 2 seminars 500.00
10 430 25 Duplicating costs lower than expected 500.00
B. Justification: Benefit to the County is to provide more accurate
and updated voting records, Direct Benefit to the Federal and
County jury in having this information. Does not require
additional personnel or programming.
C. Usage: In election years, the 'terminal would be used fulltime to
— generate reports and update information. At slow times the
terminal would be available to other users.
2.) Health, Lisa Beralzheimer
A. Fund availability: Transfer of current year funds
10 644 02 Unused Family Planning personnel funds $1800.00
B. Justification: Benefit would be accuracy of data for the Health
department, This would result in follow up of Patients, data
for decision making for clinic loads. Reports to the State are
now done manually and while there would be no significant reduc-
tion of staff time, it would allow expansion of needed records.
C. Usage: There is not a program currently in use for this activity.
However, data processing is 85% complete on designing the program
for this process. It is estimated to be a small program resulting
in 37, more use of the system.
3,) Revenue, Johnny Horner
A, Fund availability: Transfer of current year funds

B. Justification: A line printer would benefit the tax collector
in being able to provide the public with printed data. This
would reduce the time used on the large printer.and would
allow the tax collector information to be readily available.
This would not require additional personnel or programming.
C. Usage: Use would be limited to the Revenue Department. However,
relief would be provided on the large printer to other users,
by not havirig those printouts on the large printer.
4.) Personnel, Beverly Whitehead
A. Fund Availability: Transfer of Current year funds

B. Justification: Benefit to the County in maintenance of all personnel
records. Insures accuracy of employee records in personnel costs

allow expansion to include a software program for employee history
to 1975.
C. Usage: Use would be limited to the Personnel Department. However,
relief would be provided to departments providing terminal use..

B. Justification: Benefit to the County in maintenance of purchase orders,

relief would be provided to departments providing terminal use.
6.) Register of Deeds/Land Records, Betty June Hayes
A. Fund Availability: Use of Current year funds
Funds available in capital account.
B. Justification: Benefit to the County in allowing the public access to
the land records information. It will enhance indexing and land
information. May have long range planning possibilities for the
Planning Department and Tax Superviser, Will replace two cases of
computer printouts generated each month for public review,

be done and would require 3% uore on the current system. Relief
to existing staff in manual coordinating.
C. Usage: The terminal would be used by the department half time. The
other half would be available as needed,
8.) Data Processing, Keith Brooks
A. Fund Availability: Transfer of current year funds
10 550 32 Delay buying bulk paper until July $1,000.00
Use of existing capital already budgeted.
B. Justification: Benefit to County departments in having a terminal to
run lengthy reports. Apart time programmer is currently assigned
to data processing and does not have a terminal. When she is
working, this would provide her terminal access. No additional
personnel needed and capacity to work on new programs as planned,
C. Usage: The terminal would be used by the department part time and
by other County departments the rest of the time.
In conclusion, the Steering Cmuattee recommends acceptance of these
requests to include one prihter and eight terminals. As a package purchase,
this will cost $1,800 for each terminal compared to $2,600 at a later time
or separately. Background on the timeliness of the request is included
in the Minutes of May 5, 1981 of the committee but let me sunnarize that to
say they these requests have been in various stages of review since October
1980. Fund transfers of $9,200 are being requested with the balance
available in current capital budgets. The requesting departments will
gladly appear before the County Commissioners if you choose to present this
item on a future agenda.

SUBJECT: Grant for Road Signs and the Erection of Signs This Summer, 1981
The attached letter from Edwin Guy means that the receipt of our
grant of $20,300 to erect road signs has at best been delayed for several
months or it has been cancelled. Guy has said that "F.Hw.A. will restore
the delayed cash flow" and "this will happen in 30-60 days." Mr. Joe
Sherrill, who is the State Programs Representative for this program, said
today that the funds will, be restored "in the next month or two" and Orange
County would receive its reimbursement. Mr. Sherrill is exploring whether
NCDOT can give us this assurance in writing.
We have appropriated $20,500 for signs in the last two fiscal years,
of which we have spent $1610 in our first purchase order. This leaves
$18,640. The state grant was for $20,300 federal money to match our $8700.
CETA labor was to be used to erect the signs. The Managers Recommended
Budget contains $11,700 to purchase more signs. The following analysis is
based upon Board Commissioner approval of this $11,700.
From these facts, our alternatives seem to be as follows:
1. The first alternative would be to ask Prison Enterprises to fill
our current purchase order, use the CETA crews this summer to erect signs at
all the 630 intersections, keep our signs as required by state sign standards,
and hope the NCDOT will reimburse the grant funds. The advantages are that
we will be able to erect most or all of our signs this summer with CETA
labor, hopefully obtain the reimbursement, and satisfy citizen demands to
erect signs now. The disadvantages are that w% could still lose the $20,300
reimbursement, obligate all $11,700 of next years funds to this project and
pay more for each sign blade (because state standards require the inclusion
of the state road number - ie-SR1101).
2. The second alternative is to wait until the state has recolved the
funding situation, then using what CETA resources are still available, the
County would erect the blades using County resources. The advantages and

disadvantages are the same as above except we would know the exact fiscal
impact of our decision. Another additional disadvantage is the loss of some
or all CETA resources.
3. The third alternative is to revise our order and delete the state
requirement of including the SR number. The advantage is to reduce the cost
of our order by approximately $1800. Another disadvantage would be that we
lose the reimbursement.
Recommendation:.
Staff recommends the alternative No. 1 be pursued. The Board will in
essence be approving the $11,700 in next years budget for road signs. If NCDOT
can not reimburse the grant, then the County will allocate the $11,700 in
next years budget along with the existing $16,640 to pay for the signs. Obviously
if NCDOT will assure the reimbursement of the $20,300, we should proceed with
our present order. Then we would proceed as Mr. Sherrill has suggested and
send a letter promising that we would be responsible for all $24,600 of our
April 27, 1981 purchase order if federal funds do not become available.

lina Department of Transportation has decided not to acquire
title to the aforesaid property for the continuation of the pro-
posed Interstate 40 or if such notification is not given by the
State of North Carolina and/or the North Carolina Department of
Transportation to County by April 28, 1983, and said acquisition
of said property by the State of North Carolina and/or the North
Carolina Department of Transportation has not occurred, then
County shall have the right to request Corporation to post with
' County a letter of credit in an amount determined by County as
sufficient to insure the completion of the streets for the
aforesaid property to the standards required by the North Caro-
- lina Department of Transportation and to insure the completion
of water and sewer facilities for the aforesaid property to the
. standards required by Orange Water and Sewer Authority. Corpo-
ration agrees and covenants to post the aforesaid letter of
credit with County within thirty (30) days after receipt of the
aforesaid request from County. The letter of credit to be
posted with County snail contain the following amounts:
$214,500.00 for all water improvements, t259,985.00 for all
sewer improvements, and $291, 319.00 for all street improve-
ments, County reserves the right to increase the aforesaid
amounts on the date it requests the letter of credit so as to
include any inflationary cost increases.
3. Corporation agrees, covenants and warrants that it
shall not sell any of those certain lots in Sections Four, Five,
Six and Seven, SEDGEFIELD SUBDIVISION to any individual or en-

Dear Commissioners,
The Hillsborough Youth Athletic Association (HYAA) has
operated Youth Basball in the county for the past fourteen
years. This year we have 36 teams opened to youths from ages
seven to sixteen. We have over 500 Players and over 100
Volunteer Coaches in the program this year.
The County currently provide support in Supplies, Umpire
Fees and Field Maintenance. We ask that you allow the Public
Works Staff to mow our ballfields once a week during the season. -
Our season normally run from Mid-May thru July 4th. (6-7) weeks.
Mr. Phillips and Mr. Weston feels this would not require
any additional Staff or Equipment.

PROCLAMATION
WHEREAS, the well-being of our people depends upon the production
of ample supplies of food, fiber, and other products of the soil; and
WHEREAS, the quality and quantity of these products depend upon
the conservation, wise and proper management of the soil and water
resources; and
WHEREAS, our people have a mutual interest in the land and share
the responsibility of preserving its productivity; and
WHEREAS, conservation districts provide a practical and democratic
organization through which landowners are taking the initiative to
conserve and make proper use of these resources; and
WHEREAS, the conservation districts are carrying forward a program
of soil and water conservation in cooperation with numerous agencies
and countless individuals;
- NOW, THEREFORE, I, in full appreciation of the value of the soil
to the public welfare, and desiring to honor those who protect it, do
hereby proclaim May 24 - 31, 1981 SOIL STEWARDSHIP WEEK in the County
of Orange.
IN WITNESS WHEREOF, I have hereunto set my hand and the Great Seal of the
