Justification for Additional Funds:
At the beginning of fiscal 1980-81 , Tree House had a projected budget deficit of
$8764.00, due to insuficient funding by our traditional funding agency. The Tree
House Weekend House Counselor position, although essential to the efficacy of Tree
House, is vunerable, as it would have to absorb any bng-range deficits. The
additional requested amount of $2715.00 would fully cover the cost of this position
for the 1980-81 fiscal year (ending June 30, 1981 ) and reduce our overall projected
deficit.
Additionally, this proposal has been approved by the Orange County Youth Task Force.

Justification for Additional Funds:

Justification for Additional Funds;
The Janus House program is requesting an additional $2000.00 in Juvenile Justice
Delinquency Prevention Funds to be used to meet program operating expenses for the rem
of the current fiscal year (80-81). Our original JJDP Grant was to specifically fund r
the salary of the Liaison Worker. The program's need for additional revenues for persc
was partially met with the grant, but it did not cover the total funding need of the pr
to eliminate a budget deficit and to offset drastically increasing operating expenses.
Fiscal. Year 180-181, funding through the Division of Mental. Health is inadequate to mee
operating expenses and to allow the program to be in compliance with State Residential
Treatment Facility Standards. Unless the program receives additional funds, it may cre
a situation where the program would be forced to close for a brief period of time at tt
of the fiscal year because there would not be the funds to meet certain operating exper
The original JJDP Grant was for the Liaison Worker salary only. The net: request j
funds to meet operating expenses for the Janus House program of which" the Liaison Worke

of an effective and comprehensive residential treatment program. The Janus House
program requests that it be allowed to use JJDP Funds for the following specific line
items within the category of operating.expersest
- (1) Auto repairs for the staff car
(2) Utilities
A. Electricity
B. 'Water and sewage
(3) Pest control, for the facility x
(4) Copying expenses for required documentation -
(5) Stamps for nailing correspondence and documentation
(6) office supplies so that required documentation can be done
It is felt that if the program is given the additional funds, and provided there
are no unforeseen expenses, the program will be able to meet its operating expenses for .
the remaining part of the fiscal year.
The Orange County Youth Services Needs Task Force in a meeting on January 16, 1981,
endorsed the Janus House Program request for Emergency JJDP Funds. This action was
taken in light of the Task Force's ranking of residential treatment as its first
service priority for the county and with the knowledge of the Janus House budget d ._ici.t

Dear Friends:
For the at several years, Orange County has experienced an ever
increasing need for child care services. This is partly due to the rapid
growth in population but more substantially due to the increase in the
number of working women, the number of single parent families, and the
increasing demands, of the economy. Long waiting lists for services in all
types of programs and locations in the county indicate, that these needs
are not being met. Child care is, supported in many different ways through-
out Orange County; government, community groups, churches, and families.
However, with this unmet need, we must begin to question how this base of
support can be broadened and increased. We are looking to the community
for the solutions to these problems.
As a part of this community problem solving process, the Orange
. County Day Care Coalition is sponsoring a Community Forum on the issues
of child care in the community. This Forum, to be held on April 11, 1981,
will convene to give participants information about child care in our
county, to begin efforts at understanding thecontributions, benefits, and
unmet needs of child care, and to take a first step In creating community
solutions to community child care problems. We are inviting representatives
from local government, human services, businesses, health, education, the
university, and child care programs to participate in this process.
We would like to have your endorsement for this Forum to include on
the invitations to participants. The more endorsements we get, from
community groups and agencies like yours, the greater the likelihood of
attracting participants from the entire community. If you are willing to
endorse theCommunity Forum on Child Care"i please return a statement to
that effect to the Coalition at the above address by January 28, 1981. " V.

WHAT ARE FOE= TRACE ZONES ?
Aa FTZ is a designated area within the United States under U.S.
Customs supervision. Foreign goods are provided entry into this area-
duty free and usually quota free - for an uraimited period of time.
Goods brougnt into a foreign trade zone may be stored, manipulated,
mixed with domestic and other foreign materials, used in a manufacturing
process or exhibited for sale.
Goods shipped out of the zone into the United States custom territory
are subject to customs duty; goods shipped to foreign nat ions have no
customs levies. A customs officer is avk47Pble at all times.

Grants to establish acid operate general purpose zones are given by
the United States Foreign Trade Zone Board. The Secretaries of the
Treasury, Army and Commerce constitute the Board" and applications must be
supported by a substantial amount of information dealing with the economic
impact on the area; the effects upon the country's balance of payments;
the feasibility of the operation itself; the environmental, impact asd other
data as well as copies of enabling legislation in the states where zones
are to be located. Applications must be made by not-for-profit companies
or by a public body, The basic purpose is to unsure a "public utility"
type of operation.
OPERATION
The predominant type of foreign trade zone operation is that of an
industrial park. Within the zone a variety of operations may be conducted.
Assembling, manufacturing, sampling and testing, relabeling and upgrading
of merchandise, processing, exhibition and storage are permitted.
Zone facilities can be provided at an airport, at a rail junction
or truck distribution center, on a river and, in some instances, several
of the above locations,
