PURPOSE: To consider making an appointment to the Orange County Unified Transportation
Board.
BACKGROUND: The following information is for Board consideration:
• Appointment to a first full term (position #2) "At-Large" expiring 03/31/2019.

• *Position #13--- "At-Large" position expiring 09/30/2019. The person holding this
position has served two (2) full three (3) year terms that expire 09/30/2016, but has
agreed to stay on per the board By-Laws until a replacement is appointed.
• *Position #14--- "At-Large" position expiring 09/30/2019. This position was added
initially for a "Public Health" representative and was never filled and then changed
to just "At-Large".

SOCIAL JUSTICE IMPACT: Enable Full Civic Participation. Ensure that Orange County
residents are able to engage government through voting and volunteering by eliminating
disparities in participation and barriers to participation.
RECOMMENDATION(S): The Manager recommends that the Board consider making an
appointment to the Orange Unified Transportation Board.

I spoke with David Laudicina on the OUTBoard. He is willing to serve a second
term. Do you need for him to send an email stating this?
Amy Cole's second term is ending. She said that she would serve until replaced, as
provided in the advisory board rules (which say she can serve until replaced up to one
year from the date of term expiration). Her position is at-large with a specific interest in
public transit. Do we need to advertise?

I have always worked at non profit organization, assisting individuals who have disabilities
and am the parent of an individual who has a disability and is unable to drive. Advocating
for individuals who have disabilities, the elderly and impoverished is one reason I would
love the opportunity to serve on the transportation board. I have previously served on the
Orange County Services transportation board. Also served and held leadership positions
on state professional organizations including NCARF and APSE as well as Orange
County Disability Council.

I am a long term Orange county resident having raised my children here and worked here. My
experience as a county resident dependent on driving and in helping people who do not drive get
to work, appointments, shopping etc. in the county and towns give me a great deal of experience
with transportation needs and availability. Prior to my current 30 plus years in Orange County I
attended UNC and lived in Hillsborough in the 70 s and have experienced the changes that have
taken place, and anticipate a tremendous need for forward thinking with regards to
transportation here.
Reasons for wanting to serve on this board:
Transportation is so important and yet we who have the privilege to be able to drive, afford a car
and insurance etc. frequently take it for granted. Driving through Hillsborough and Chapel
Hill/Carrboro at certain times is difficult and slow and is only getting worse. I sometimes fear as
a driver that I might not see a pedestrian or biker and I have a fear for my son who walks in

Chapel Hill and Carrboro on a daily basis. People I work with who are unable to drive miss
medical appointments,job opportunities and social or leisure events due to no transportation
leading to more poverty and health issues. People who need to live on the bus line for
transportation are still often unable to access reasonable shopping locations and the rent on the
bus lines is skyrocketing. Some people must chose between a place to live that they can afford
or a place to live where they can catch transportation, further limiting options. I would very much
like to be involved in creating transportation solutions for our communities.

I don t feel that this is a conflict but wanted to mention that the organization I work for purchases
OPT tickets for some of the individuals we serve.

Since receiving my BA in German Studies from Lewis &Clark College in 1995, I have lived and
worked in metropolitan areas with a variety of planning policies: Portland, Berlin, Chicago,
Melbourne(Australia), and Los Angeles. During that time, as a tour manager and concert
promoter, I have been able to visit most major cities and many smaller ones across Europe,
Australia, New Zealand, the US, and Canada.
In a recent TEDx talk entitled "The Power of Transportation to Transform Communities" by
Allison Billings, argues that people who walk, bike, or take public transportation as part of their
daily lives are more connected, and more able to participate in a community. I could not agree
more, as I have experienced this connectivity firsthand.
My passion for city and regional planning began with my time abroad in Germany, grew with my
work in international music management, and was solidified with my immersion into the local
cycling community of Chapel Hill/Carrboro.
My first major in college was in communications, as my goal was to enter the music industry via
work at a college radio station. In an unexpected turn, I found myself on a semester-abroad
program to Germany. Having grown up in smaller towns in the South and Midwest, I was drawn
instantly to city life in Munich. Upon my return to the US, I immediately transferred to a new
school and changed my major to German so that I could return to Europe for a year-abroad
program less than six months later.
In Germany I spent time in both Munich and Berlin. I fell in love with Munich by U-Bahn and by

bike. Being able to walk, take the subway, or bike anywhere felt like a revolutionary freedom to
me. Feeling protected and respected as a biker, a pedestrian, and public transportation rider
meant that I was released from the burden of owning or needing a car. Better yet, I could learn
about the city and its people up close and simultaneously lead an active lifestyle by being on
foot or on two wheels most of the time.
Berlin was the city that I found especially fascinating, with its very recent history as a divided
city. My Honors thesis for Lewis &Clark College was an investigation of the urban squatter
culture that existed in former East Berlin, a culture that sprang up after the wall fell and left an
excess of unused and unclaimed housing in the East.

improve those surroundings. Additionally, planning is interactive and collaborative, requiring
simultaneous attention to detail and the bigger picture—all occupational aspects that suit my
background.
As a member of the Orange Unified Transportation Board, I would be able to apply my
cumulative experience in the world to local transportation planning. I want to contribute to the
improvement of towns and cities by helping to make available to everyone multimodal
transportation options, which I truly believe can have positive economic, social, environmental,
and public health benefits.After years advocating for artists in the private sector, I would like to
advocate for people in one of the most public sectors—that of the many shared resources that
fall into the category of transportation.
