HomeMy WebLinkAboutAgenda - 03-13-2007-9dORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting-Date: March 13, 2007 Action Agenda Item No. Cj - L~ SUBJECT: Central Orange Senior Center/Sportsplex Construction Documents Approval DEPARTMENT: Purchasing PUBLIC HEARING: (YIN) No ATTACHMENT(S): INFORMATION CONTACT: Pam Jones, 919-245-2652 Floor Plan, Site Plan, Construction Schedule PURPOSE: To review and approve project scope final design for the Central Orange Senior Center, the Adult Day Health Center, construction of a mezzanine over the ice rink area and other modifications that allow more efficient operational space within the Sportsplex; to review the Construction Manager at Risk contracting method bidding process for the construction of the facility; and to review the schedule for construction of these facilities. BACKGROUND: On November 14, 2006, the Board approved this project for CM at Risk contracting and exempted this project from the qualifications based selection process for Architects and Construction Managers at Risk as provided in G.S. 143-64-132. The Board also approved the project scope of work to include the 15,000 square foot Senior Center, the 4,100 square foot Adult Day Health Care Facility, the 11,000 square foot Sportsplex mezzanine and the 5,000 square foot re-organized interior space construction for efficient Sportsplex operations. The Board authorized the Project Team to prepare Construction Documents for the Project. The Board also authorized Staff and the County Attorney to prepare and present a Construction Manager at Risk contract based on these Construction Documents. Since the November meeting, the Project.Team consisting of Corley, Redfoot, Zack (CRZ), Resolute Building Company (RBC), Recreation Factory Partners (RFP), Jeff Thompson (I_EDAHF), and County Staff have prepared comprehensive Construction Documents and Specifications for the Project. As allowed by the CM at Risk construction method, the Project Team has been able to design these documents with costing oversight and input provided by the CM at Risk, RBC. These Construction Documents are the product of continued program and design input by the Board-appointed Central Orange Senior Center Design Committee, formed in the spring of 2006. These documents also reflect kitchen design changes based upon the input from the Central Orange Senior Center Kitchen Subcommittee, led by former Commissioner Steve Halkiotis. At this meeting, the Project Team will present the highlights of the Construction Documents and will be available for questions. After the Board reviews these plans, RBC is prepared to deliver bid packages to public bid in order to prepare a guaranteed maximum price for the Project to be presented to the Board during the May 15, 2007 regular meeting for approval as part of the overall CM at Risk contract. If approved at that time, construction is scheduled to commence on June 14, 2007. Completion of all phases of construction of the Project is anticipated for the summer of 2008. FINANCIAL IMPACT: The kitchen design based upon the Kitchen Subcommittee input has increased the scope of the kitchen that will increase the overall cost of that component by approximately $150,000 over the $4,930,389 construction cost cited in the November 14, 2006 abstract. The exact cost of these changes will be reflected in the final pricing assembled by RBC. The Board had previously authorized anot-to-exceed budget of $6,000,000, which was included in the Debt Issuance Schedule presented during the September 14, 2006 work session ($4.5 million/Senior Center, $1.5 million/Sportsplex). As a reminder, the project budget includes owner responsibility items outside of construction, including, but not limited to, construction materials testing, design fees, relocation expenses, teledata wiring, etc. The appropriate Project Ordinance will be presented for Board approval at such time that pricing is complete and the CM at Risk contract terms are finalized. RECOMMENDATION(S): The Manager recommends that the Board receive and approve the information presented; and direct staff to post the final floor plan at the Senior Centers and Sportsplex; and authorize staff to work with Resolute Building Company as the CM at Risk, to solicit bids in anticipation of a final Guaranteed Maximum Price contract for Board approval on May 15, 2007. 3 a 6 :.
