PURPOSE: To provide a general update to the BOCC on recent activities and information
pertinent to site selection for a proposed Orange County Transfer Station.
BACKGROUND: The existing landfill on Eubanks Road will reach capacity in 2010, at which
time the County will be required to transport its municipal solid waste out-of-county for disposal
through the use of a Transfer Station. A summary of past activities and discussions is as
follows:
• At the February 8, 2005 joint work session between the County Commissioners and the
Solid Waste Advisory Board, the SWAB was asked to look at where a transfer station
could be located.
• At the March 15, 2006 BOCC work session, the SWAB presented a recommendation
that a transfer station be sited on .existing landfill property on Eubanks Road.
• County management and Solid Waste staff explored alternative waste transfer station
options including discussions with Alamance County and the City of Durham. These
discussions did not prove successful.
• At the October 24, 2006 BOCC work session, the Board eliminated further discussion of
a City of Durham option and agreed to revisit the issue of a local transfer station location
at a future meeting.
• On December 12, 2006, the Board directed staff to conduct a landfill neighborhood
meeting to present issues related to the possible development of a transfer station on
existing landfill property. This meeting was held on January 18 at the Faith Tabernacle
Oasis of Love International on Rogers Road.
• On January 23, 2007, staff was directed to further evaluate the list of community
concerns and to include a response, including creative solutions that might be
considered. Staff was also directed to finalize the alternate transfer station site analysis.
Information addressing both of these requests was provided at the Board's February 6,
2007 regular meeting.
At the February 6th meeting, the Board asked the Chair to send letters to the County's
municipal partners soliciting input on the two potential transfer station sites. Those
letters were sent, and the County is awaiting the towns' responses.
• In late February staff was asked to examine another possible transfer station site on
Highway 70 in the Eno Economic Development District (EDD).
• At the March 1, 2007 work session, the board asked staff to inform residents in the Eno
Economic Development District that the County was considering two possible sites in
that area and to also consider a community meeting and possible transfer station tour.
Newspaper advertisements, direct mailings and door to door handouts were utilized to
reach residents in this area.
Staff has provided attachments including transfer station implementation timetable, a profile of
the two Highway 70 potential transfer station sites, and a copy of the mailer/handout used `to
inform the Eno EDD property owners and surrounding neighborhoods. Additionally, to date,
County staff is not aware of specific responses from the towns of Carrboro and Chapel Hill to
the letter of inquiry sent by Chair Moses Carey.
FINANCIAL IMPACT: There is no financial impact associated with the Board receiving a
general update on a potential solid waste transfer station in Orange County. Depending on the
final transfer station decision, there could be significant financial impacts for land purchase
should the BOCC select a site not currently owned by the County.
RECOMMENDATION(S): The Manager recommends that the Board receive the attached
information and provide staff with additional comments or direction regarding a final decision on
a transfer station location. Should the Board wish to further consider one of the two Highway 70
candidate sites, staff will prepare a detailed assessment of the site, including the scheduling of
a community meeting and other opportunities for community input into the search process, and
arrange a transfer station tour for interested residents of the Highway 70/Eno EDD area.

This site profile is provided in response to a Board request for staff to conduct a
preliminary assessment for this possible transfer station site.
Site Profile
Location: 5412 US 70 E; approximately 1/a mile east of I-8S; parcel lies between
Highway 70 and I-8S
Identification: Pin-9893825322 Tmbl-S.2S..68
Owner: Clark, C.W. & Debra
Tax Value: $654,435
Zoning: Eno Economic Development. District (EDD); the BOCC has jurisdictional
authority as it pertains to permitted uses within the Economic
Development District. Current zoning classification maybe interpreted to
include a transfer station as a permitted governmental purpose.
Access: Highway 70
Size: 19.OS acres
Asking Price: $3,800,000
Features: The site has been filled and graded to provide an area for commercial
businesses including an asphalt company office, a rental and maintenance
facility for motor home rentals, and a storage and staging area for a
construction company. The high point (EL S60) is located in the northeast
corner of the site. The site has a large depression (about 40-ft deep)
located in the north center portion of the site. Surface runoff is directed to
this low area. The water flows under I-8S. There is a large soil stockpile
located in the northeast corner of the site.
Potential Solid Waste Uses: The site would have to be regraded to construct a transfer
station. There has to be an elevation difference between
the tipping floor and loading floor of 18 - 20 feet to load
the transfer trailers. The high area could be used for the
transfer station.
Positive Attributes: Site is large enough to provide reasonable buffers; excellent access
to I-8S, would provide relief for Eubanks Road neighborhoods;
willing seller
Negative Attributes: Site is located about 13 miles from Eubanks Road Landfill; Chapel
Hill, Carrboro and Orange County collection vehicles would have
a longer haul distance and incur additional hauling costs; price of
land is substantial and would likely have to be debt financed; being
remote from other County solid waste operations there would be
additional staffing, equipment and infrastructure costs; transfer
station could not be permitted and constructed within landfill
closing timeframe; given current and past uses staff is
recommending a Phase II Environmental Assessment for this
property potentially taking an additional 6-18 months
Neighborhood: Businesses (restaurant, ABC store, hotel, etc are located in the
immediate area on US-70; there are few residences (<15) in close
proximity to this parcel; I-85 and the Eno River are natural barriers
from homes north of the site

Zoning: Eno Economic Development District (EDD); the BOCC has jurisdictional
authority as it pertains to permitted uses within the Economic

Access: Northern boundary located on Highway 70 and southern boundary located
on Old NC 10; access for transfer station would be off Highway 70 due to
bridge constraints on US NC 10
Size: A. 3.23 acres

Asking Price: $2,000,000
Features: Single-family residence located about 1S0-ft south of Highway 70 on the
northern most parcel. The elevation varies from EL. 49S at the east
property line to EL. 4S0 at the west property line. Drainage flows from
southeast to northwest. The property has been logged. Only hardwoods
remain. Standing water was visible at various locations during the staff
visit on Tuesday, February 27th.
Potential Solid Waste Uses: There appears to be two areas where a transfer station could
be built. The southeast end of the site has an elevation change
of approximately 25-ft. (about 4 acres) and the northwest
corner (location of home) has an area of approximately 3.5
acres that could be developed.
Positive Attributes: The site is large enough to provide reasonable buffers; located on US
70 and within 1/5 mile of the other potential site; would provide relief
for Eubanks Road neighborhoods; excellent access to I-85; willing
seller
Negative Attributes: Site is located about 15.2 miles from downtown Chapel Hill; Chapel
Hill, Carrboro and Orange County collection vehicles would have a
longer haul distance and incur additional hauling cost;
access required from Hwy. 70 as Old NC 10 has bridge
constraint; being remote from other County solid waste operations
would require additional staffing, equipment and infrastructure costs;
probably can not be permitted and constructed within landfill closing
timeframe
Neighborhood: Businesses (restaurant, ABC store, hotel etc.) are located in the
immediate area on US-70. There is a subdivision located to the west of
the property and single-family residences located around the site.
Approximately 31 homes located within 1,000 feet of subject property.

Eno Economic Development District May Be Considered
As Possible Site for County Transfer Station
The Orange County Board of Commissioners are considering two locations within
the Eno EDD as possible alternate locations for a new Orange County Solid Waste
Transfer Station should they decide to not locate the facility at the current Eubanks
Road landfill site. The current County Landfill on Eubanks Road is expected to
reach capacity in 2010 and given the county policy not to site a replacement landfill
in Orange County, a transfer station must be developed to receive and transport
county generated waste to an out of county waste disposal facility.
On Tuesday March 13 at 7:30pm the Orange County Board of Commissioners, at
their regular meeting at the New County Courthouse at 106 E. Margaret Lane in
Hillsborough, will consider development of the new transfer station on existing
landfill property on Eubanks Road and the two possible alternate sites in the Eno
Economic Development District. These alternate sites maybe further considered
should the current landfill site at Eubanks Road not be selected.
A final decision on either of the two Highway 70 alternate sites will not be made at
the March 13 meeting but continued interest by the Board in moving the facility
from the Eubanks Road location may result in direction to staff to conduct a more
detailed technical and economic assessment of one of these two alternate sites. for a
future decision. Should the Board of Commissioners express further interest in one
or both Eno EDD sites, a community forum will be conducted to provide ample
opportunity for input and dialogue with County Commission and staff prior to any
final decision on Eno EDD sites. Additionally, neighbors of the potential site will
also be invited to tour a modern, recently constructed solid waste transfer station.
Before any final transfer station site selection in the Eno EDD, the County will
conduct a more formal notification of area residents and businesses.
Anticipated closure of the Orange County Landfill in 2010 and the decision of the
Board of Orange County Commissioners to not site another Municipal Solid Waste
Landfill in Orange County make necessary the construction of a transfer station.
