Mills, Division Engineer, with Proposed 2006-2007 SR Construction Program Proposed 2007-2008 SR Construction Program Letters to The Chapel Hill News, The News of Orange and the Mebane Enterprise Unpaved Secondary Roads Rating List PURPOSE: To discuss and receive comment on North Carolina Department of Transportation's Proposed 2006-2007 Secondary Roads Construction Program and Proposed 2007-2008 Secondary Roads Construction Program for Orange County. BACKGROUND: Chapter 136-44.8 of the General Statutes of North Carolina (NCGS) requires that North Carolina Department of Transportation (NCDOT) meet with the Board of Courity Commissioners at a public meeting to present and discuss with the Board and others the proposed secondary road paving projects (Secondary Roads Construction Program). NCDOT, in compliance with NCGS 136-44.8, has posted in the Orange County Courthouse a County map showing tentative secondary road paving projects, and has published notice of the public hearing in county newspapers (The Chapel Hill News, The News of Orange and The Mebane Enterprise). The 2006-2007 allocation for Orange County secondary roads totals $ 1,300,113. The allocation includes: Paving Rural Rural Paving Priority (11 road segments - 5.14 miles) $ 1,282,000 Contingency $ 18,113 Total $ 1,300,113 The FY 2006-2007 allocation represents a 386% increase in funding from the $267,460 allocation for the 2005-2006 Orange County Secondary Roads Construction Program. 2 The 2007-2008 allocation for Orange County secondary roads totals $2,532,000. The allocation includes: Paving Rural Rural Paving Priority (15 road segments - 7.84 miles) $ 2,032,000 Contingency $ 25,000 Trust Fund Safety Improvements $ 475,000 Total $ 2,532,000 The FY 2007-2008 allocation represents a 95% increase in funding from the allocation for the 2006-2007 Orange County Secondary Roads Construction Program. Both programs are subject to the availability of funds and rights of way, and environmental and historical review. In accordance with North Carolina General Statute §136-44.8, "the board of county commissioners may (i) concur in the construction program as proposed, or (ii) take no action, or (iii) make recommendations for deviations in the proposed construction program, except as to paving projects and the priority of paving projects for which the board in order to make recommendations for deviations, must vote to consider the matter at a later public meeting ..." FINANCIAL IMPACT: There is no direct financial impact associated with this item. RECOMMENDATION(S): The Manager recommends that the Board hold the public hearing to discuss and receive comments regarding the 2006-2007 and 2007-2008 Secondary Roads Construction Programs for Orange County, and concur with the proposed programs.
