PURPOSE: To consider the legal advertisement for items to be presented at the Joint Planning
Area Public Hearing scheduled for April 26, 2007.
BACKGROUND: The Board of County Commissioners reviews proposals to be considered at
public hearing for consistency with general County policy and presentation format. The following
items are proposed for consideration at the April 26, 2007Joint Planning Area Public Hearing.
1. Homestead Twin Towns -Chapel Hill Joint Planning Transition Area Zoning Atlas
Amendment
Purpose: To hear public comment on a proposed rezoning of 21.5 acres of property at the
southwest corner- of Homestead Road and Seawell School Road from Residential-2 to
Residential-4 Conditional. The rezoning request is to accommodate the construction of 72
residential dwelling units. The site is located within the Chapel Hill portion of the Joint
Planning Transition Area.

To: Residential-4 Conditional
Size: 21.5 acres
Location: Southwest corner of Homestead Road and Seawell School Road

2. Animal Services Facility -Chapel Hill Joint Planning Transition Area Zoning Atlas
Amendment
Purpose: To hear public comment on a proposed rezoning of 5.96 acres of property on the
south side of Eubanks Road west of Millhouse Road from Residential-1 to Office
Institutional-1 Conditional. The rezoning request is to accommodate the construction of an
animal services facility. The site is located within the Chapel Hill portion of the Joint Planning
Transition Area.
Action: Zoning Atlas Amendment
From: Residential-1
To: Office Institutional-1 Conditional
Size: 5.96 acres
Location: South side of Eubanks Road west of Millhouse Road
Identification: Chapel Hill Township, PIN #'s 9870-77-4584
The zoning atlas amendments require the approval of the Orange. County Commissioners
and Chapel Hill Town Council.
PUBLIC INFORMATION MEETING
A. Development Moratorium in Carrboro Northern Study Area -The Carrboro Board of
Aldermen will receive comment on a proposed six-month development moratorium at a
Town public hearing on March 27, 2007. The purpose of the moratorium is to allow time to
review/update the implementation of the Facilitated Small Area Plan for Carrboro's Northern
Study Area. Activities affected by the moratorium include rezoning requests and special and
conditional use permit applications for residential development. The moratorium isn't
official until approved by the Board of County Commissioners following adoption by the
Board of Aldermen after the Town public hearing. A second public hearing is not required,
but the County Commissioners are unable to attend the Town public hearing and wish to
hear from residents before making a decision on this important topic.
The development moratorium process is addressed in the Joint Planning Agreement.
FINANCIAL IMPACT: Other than advertising costs, there are no direct financial impacts
associated with the approval of this item.
RECOMMENDATION(S): The Administration recommends APPROVAL of the proposed April
26, 2007Joint Planning Area Public Hearing legal advertisement which includes anon-public
hearing item regarding the Carrboro Northern Study Area moratorium.

A public hearing will be held in the Southern Human Services Center, 2501
Homestead Road, Chapel Hill, North Carolina on Thursday, April 26, 2007 at 7:30
P.M. for the purpose of giving all interested citizens an opportunity to speak for or
against the following items:
