PURPOSE: To consider awarding a bid to Jerry W. McCullock Grading Company of Hurdle Mills, North
Carolina to expand the Solid Waste Convenience Center (SWCC) at Walnut Grove Church Road.
BACKGROUND: The Walnut Grove Church Road Solid Waste Convenience Center (SWCC) is being
expanded onto the adjacent property, which was purchased by the County on January 31, 2007. The
lease on the Highway 57 SWCC property expires on April 30, 2007. The existing center is being
temporarily expanded in order to accommodate an expected increase in users that will be diverted from
the Highway 57 SWCC when it closes on April 24. Following a final decision by the BOCC on the
relocation of the Highway 57 SWCC, the Walnut Grove Church Road site is proposed to be redeveloped
into a significantly improved and modernized permanent SWCC on the newly acquired property. A
suitable property for the relocation of the Highway 57 site has not yet been identified. Solid Waste's
engineering firm Summit Consulting Engineers and staff prepared the plans and specifications as part of
bid solicitation. The bid solicitation was advertised on the County website. A pre-bid conference was
held on February, 15.
Seven contractors received the bid package and three bids were received. Jerry W. McCullock Grading
Company of Hurdle Mills, North Carolina submitted the lowest responsive bid of $197,387.05. The
company has indicated that it can start work soon after receipt of a notice to proceed. The contract calls
for work on the solid waste convenience center to be completed by April 24.
FINANCIAL IMPACT: Total construction cost, if approved by the Board, would be $197,387.05. Funds
from the Solid Waste Department enterprise fund will be used to cover this expenditure and the County
will determine cost sharing and make reimbursement to the Solid Waste Fund at the end of the project.
RECOMMENDATION(S): The Manager recommends that the Board award a bid to Jerry W. McCullock
Grading Company of Hurdle Mills North Carolina for a total of 197,387.05 and authorize the Purchasing
Director to execute the necessary paperwork.
