The subcommittee of the DCHC MPO Technical Committee staff group recently met to
discuss and assign local input points for transportation projects at the Division Needs tier
as part of the local input component of the Strategic Planning Office of Transportation
Prioritization 4.0 (SPOT P4.0) process.
Local Input Point Assignment
The subcommittee elected to deviate from their adopted policy guidelines for assigning
local input points, based on a discussion of the likelihood of projects receiving funding as
well as due to local priorities. The currently adopted policy guidelines require assigning a
minimum of 300 points to highway projects, a minimum of 500 points to public transit
projects, and a minimum of 200 points to bicycle and pedestrian projects. The remaining
800 points can be assigned to projects for any mode. The subcommittee's recommendation
is to assign 550 points to highway projects, 450 to public transit projects, and 800 points to
bicycle and pedestrian projects.

• 200 points to Bicycle and Pedestrian • 800 points to Bicycle and Pedestrian
• 800 points to Any Mode or Project Type
The subcommittee's recommendation resulted in fifty (50) fewer points being assigned to
public transportation projects than indicated in the adopted policy guidelines, a reduction
from 500 to 450 points. The reason behind reducing the point assignment is that even if the
project has no chance of being funded, any project that receives local input points will
automatically be carried forward to the next project prioritization cycle (SPOT P5.0) and will
not take up one of the limited number of slots allowed to add new projects in the process.

So, by assigning the remaining local input points to low scoring projects that are unlikely to
receive funding in SPOT P4.0, but are community priority projects, these projects will be
carried forward and may be funded in future prioritization processes.
The lowest scoring public transit project, a project to add additional peak hour service to
various Chapel Hill Transit Routes, was unlikely to receive funding in SPOT P4.0 based on
a low score. By applying only 50 points to this project and providing 25 points to the Eno
Mountain Road and Mayo Street intersection project and 25 points to the Elliot Road
extension project in Chapel Hill, these low-scoring projects will be carried over to the next
round of SPOT funding. The preceding table indicates which modes received local input
points in the draft local point assignment at the Division Needs tier for the 2018-2027 State
Transportation Improvement Program (STIP).
Orange County Projects
Three Orange County projects received points at the Division Needs level:
• the South Churton Street (Old NC 86) widening and pedestrian and bicycle
improvement project,
• the Orange Grove Road Extension project, and
• the Eno Mountain Road and Mayo Street at Orange Grove Road intersection
improvement project.
Attachment 1 indicates which projects received points in each funding tier in Orange
County, while Attachment 2 provides a list of all projects receiving local input points at the
Division Needs tier in the entire MPO region. Both the South Churton Street (Old NC 86)
project and the Orange Grove Road Extension projects are currently in the Developmental
Program of the 2016-2025 STIP. By assigning points, Orange County Transportation
Planning Staff is hopeful that these projects will be funded in the first five years of the 2018-
2027 STIP in SPOT P4.0. It is anticipated that the Eno Mountain Road/Mayo Street
intersection project score was not high enough to receive funding in the P4.0 process.
Despite this fact, this project is a community priority for Hillsborough, so local input points
were assigned to this project to ensure that it is automatically carried forward to the next
prioritization process (P5.0).
Other Regional Transportation Planning Organization Point Assignments
The DCHC MPO project ranking policy does not allow projects eligible for funding at other
funding tiers to cascade down for funding at a lower tier in most instances. In this case
however, one low-cost Regional Impact tier project was assigned local input points at the
Division Needs tier, based on discussions between NCDOT Division 5 and DCHC MPO
staff. This project is a $5.1 million widening project on NC 751 between South Roxboro
Road and Woodcroft Parkway.
Due to the fact that the MPO does not typically allow projects to cascade between funding
tiers, DCHC MPO staff was able to schedule a meeting with MPO Technical Committee
members about local point assignment at the Division Needs tier in advance of other
MPOs/RPOs. The Burlington-Graham Metropolitan Planning Organization (B-G MPO) and
the Triangle Area Rural Planning Organization (TARPO) will discuss local point assignment
at the Division Needs tier once the Regional Impact tier funded projects are released to the
MPOs/RPOs in September/October.

Next Steps
The MPO Board for the DCHC MPO will review the local input point assignments for
Division Needs tier projects at its September 14 meeting. The point assignments will then
be released for public review and comment. The tentative approval date is the MPO Board
meeting on October 12, 2016.
