PURPOSE: To approve a proposed Inter-local Agreement to provide for cost sharing of land
surveying services necessary to the land swap as recently authorized by the Town and the
BOCC within the Fairview Public Campus Master Plan.
BACKGROUND: Both Town and County elected bodies have confirmed a proposed land swap
in which the Town would reduce the size of the land they would receive and reserve certain
properties for future uses to be negotiated.
Approval of the proposed Inter-local Agreement, as drafted by the Town Attorney, would allow
the Town to proceed with retaining a surveyor and developing the necessary plats and deeds to
be recorded. The BOCC agreed at its January 23, 2007 regular meeting that it was acceptable
for the Town of Hillsborough to take the lead on these land service activities and to develop the
attached cost-sharing arrangement for management review and adoption by both elected
bodies.
County staffs - Purchasing/Central Services, Engineering, ERCD, Recreation and Parks _ have
reviewed the agreement and engineering proposal attached and have no objections to its
approval.
FINANCIAL IMPACT: The County fifty-percent cost share is projected to be $875. Funds for
this purpose are available within the capital project account for the development of the Fairview
Public Campus Master Plan.
RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the
Chair to sign and execute the Inter-local Agreement.

INTERLOCAL AGREEMENT FOR SHARING OF COSTS OF SURVEYING SERVICES -
RECOMBINATION PLAT(S) FOR MOTOR POOL SITES
WHEREAS, the Town of Hillsborough ("Hillsborough") and Orange County (the "County") have been
working together to develop plans for their respective motor pool/public works facilities on land owned by
Hillsborough and the County, respectively, located nearby to the Fairview Park in northern Hillsborough: and
WHEREAS, in order for Hillsborough and the County to effectuate their respective plans and to
accommodate their facilities on the properties Hillsborough and the County must exchange property and adjust
the boundary lines of their respective properties; and
WHEREAS, Summit Consulting Engineers has submitted a proposal (copy attached as Exhibit A) to
Hillsborough for surveying services to survey the property and prepare a concept plan and recombination plat in
form suitable for recording in the Orange County Register of Deeds Office; and
WHEREAS, in recognition of the mutual benefit each will receive from the work to be performed
pursuant to the proposal, Hillsborough and the County desire to enter into an agreement to share equally in the
cost of the work.
NOW, THEREFORE, it is agreed by and between the Town of Hillsborough and Orange
County, for the mutual promises herein, and other good and valuable consideration, as follows:
1. Hillsborough and the County shall each bear fifty percent (50%) of the cost of surveying services
to be performed by Summit Consulting Engineers pursuant to the proposal dated January 23,
2007, a copy of which is annexed hereto as Exhibit A;
Should Hillsborough receive notice from Summit Consulting Engineers that the cost of the work
will exceed the fee set forth in the proposal, Hillsborough's Town Manager (or designee) shall
notify the County Manager (or designee), and the parties may agree to share any such additional
cost;

3. Hillsborough and County officials shall work together to provide direction to Summit Consulting
Engineers so that Summit may configure the proposed new boundary line appropriately, and
shall review the concept plan referred to in the proposal expeditiously, toward the end of
agreeing to the proposed re-located boundary line so that a final recombination plat suitable for
recording can be prepared;
4. Upon completion of the recombination plat, both Hillsborough and the County shall be entitled
to receive copies of the final, filed plat

services required for the above referenced project.
Proposal Description

Summit Consulting Engineers will survey and plat two (2) five acre tracts located on the above
referenced tracts. These tracts will be. configured as directed by the town and the county officials.
SCQUe Of Services
1. Summit Consulting Engineers will perform a recombination survey on the above
referenced tracts. The Town of Hillsborough desires to trade approximately 5 acres with
Orange Cbunty.
2. Summit Consulting Engineers will provide a concept plan to town and county officials for
approval.
3. Upon approval, we will set all property corners and mark the new boundary lines:

5. This survey does not include any topographic work..
Fee
The fee for this survey is $1,750.00. This is a lump sum fee. Summit Consulting Engineers will
invoice the town when the survey is complete. There s.no retainer required. for this project. We
estimate that it will take approximately 4 weeks to complete the work after notification to proceed
is given:
