THIS AGREEMENT, entered into this 8th day of August, 2016, by and between Orange County
("County"), by and through the Orange County Arts Commission("Arts Commission") and Mary
Carter Taub ("Grant Recipient").
WHEREAS, the Arts Commission is a countywide arts agency that ensures the growth of
local arts experiences by providing funding and support for diverse high quality programs and
projects.
WHEREAS, the Arts Commission administers the Spring and Fall Arts Grants Program
to provide economic opportunities to Orange County artists and non-profit organizations
coordinating arts projects benefiting the citizens of Orange County.
WHEREAS, the Spring Arts Grants Program is supported by Arts Commission with
funds from the Grassroots Program of the North Carolina Arts Council, an agency of the
Department of Cultural Resources and the National Endowment for the Arts.
WHEREAS, the Grant Recipient was selected by the Arts Commission to receive the
Spring Arts Grant through the procedures duly adopted by the Arts Commission; and
WHEREAS, both parties wish to promote and maintain the integrity and clarity of the
Grant Recipient's ideas and statements and delineate the Grant Recipient's obligations to the
County;
NOW, THEREFORE, the County and the Grant Recipient, for the consideration and
under the conditions hereinafter set forth, agree as follows:
1. Approved Grant Project. Grant funds are provided under this Agreement for the project
("Project") described in the Grant Recipient's Grant Application, attached hereto and
incorporated herein as Exhibit A.
2. Grant Award. Grant funds in an amount not to exceed One Thousand Dollars ($1,000)
have been awarded by the Arts Commission to the Grant Recipient for the approved
Project. These funds must be matched at least dollar-for-dollar with cash from the Grant
Recipient's funds not derived from either Orange County appropriations or the North
Carolina Arts Council.
3. Contingency. This grant is contingent on North Carolina Arts Council Grassroots
Program funding to the Arts Commission. Final decisions on Grassroots Program funds
to the North Carolina Arts Council are subject to approval by the North Carolina General
Assembly.
4. Responsibilities of the Grant Recipient

A. Implementation. The Project implementation shall take place between July 1,
2016 and June 30, 2017. The Project shall be implemented in the manner
described in Exhibit A. Time is of the essence in the implementation of the
Project.
B. Modifications to project. Grant Recipient shall present major changes to the
original proposal, including but not limited to changes in design, implementation
schedule and increase in Project budget by more than 10%, in writing to the Arts
Commission for approval. Arts Commission shall approve or disapprove Grant
Recipient's request for modifications within seven (7) days of receipt thereof
Consent to project modifications shall not be unreasonably withheld. Arts
Commission's decisions shall be in writing. In the event the Arts Commission
fails to approve or disapprove the requested modifications within the time stated
herein, the modifications shall be deemed approved.
C. Non—assignment. The grant cannot be assigned or transferred to a different project
or artist without prior written approval of the Arts Commission.
D. Records. Grant Recipient must maintain records and other evidence pertaining
to costs incurred and revenues acquired during the Project implementation. Grant
Recipient shall maintain financial records pertaining to the Project for three (3)
years from the date of this Agreement, in case of audit.
E. Use of Funds. Grant Recipient shall not use the grant funds to repay outstanding
taxes or other debts of any nature. The grants shall be utilized solely for the
purpose of implementing the Project and Project related expenses.
F. Final Report. Grant Recipient shall submit to the Arts Commission a Final Report
on July 7, 2017 . The Final Report shall be in the format required by the
North Carolina Arts Council. Failure to submit the Final Report or late
submission of the Final Report, for any reason, shall be grounds for denial and/or
cancellation of grant funds for the Project and future grant proposals.
5. Responsibilities of the Arts Commission
A. Payment. The Arts Commission shall release the grant funds in the amount of
$1,000 to the Grant Recipient.
6. Publicity
A. Acknowledgement. Credit must be given to the Orange County Arts
Commission using the Arts Commission logo and if State funds are received
to the North Carolina Grassroots Program in brochures, news releases,
programs, and all other printed and online publications. Copies of such printed
materials must accompany the evaluation report. When no printed information is
used, verbal credit shall be given. In addition, all print and promotional material
must include the following credit line (check all that apply):

i. County Funds Only. "This program is supported by the Orange
County Arts Commission."
ii. X North Carolina Arts Council Funding. "This program is supported by the
Orange County Arts Commission with funds from the Grassroots Program of
the North Carolina Arts Council, a state agency. "
B. The Grant Recipient must enter all events, exhibits and performances open to the
public and related to this grant award on the ExploreChapelHillARTS.com
website and display ExploreChapelHillARTS.com publicity materials
(postcards, brochures, etc.) prominently and consistently at their venue or
performance space. In addition, the Grant Recipient must add a link to the
ExploreChapelHillARTS.com (ExploreChapelHillARTS.com logo preferred)
to their main webpage. The Grant Recipient shall contact the Orange County Arts
Commission for replacement ExploreChapelHillARTS.com publicity materials.
7. Indemnity. The Grant Recipient agrees to indemnify and hold harmless the County, the
Arts Commission and the North Carolina Arts Council and their officers and employees
from any and all claims or actual injury, damage or loss to a person, or real or personal
property that results from or is in any way connected to the use of the grant funds.
8. Independent Contractor. The Grant Recipient is an independent contractor and not an
employee, agent or other representative of the County and/or the Arts Commission.
Nothing contained in this Agreement shall be construed to create the relationship of
principal and agent, or employer and employee, between Grant Recipient and Arts
Commission or Orange County Government. Grant Recipient understands and agrees
that he/she is not authorized to incur any expenses or any liability whatsoever on behalf
of the County or the Arts Commission and has no authority, expressed or implied, to
obligate or make representations on behalf of the County or the Arts Commission. In
addition, Grant Recipient agrees to maintain his or her own worker's compensation
insurance for himself/herself and his or her employees for the duration of the art work's
installation.
9. Termination
A. In the event of any of the circumstances set forth below (hereinafter referred to as
"default"), the Arts Commission may immediately terminate this Agreement:
(i) Any fraudulent representation in any verification required to obtain
payment under this Agreement or other dishonesty on a material matter
relating to the performance of services under this Agreement.
(ii) Nonperformance, incomplete service or performance, or failure to
satisfactorily perform any part of the Project or to comply with any
provision of this Agreement, as determined by the Arts Commission in its
sole discretion.

(iii) Failure to adhere to the terms of applicable county, state or federal laws,
regulations, or stated public policy.
B. In the event of default by the Grant Recipient, the Arts Commission has the
discretion to elect to terminate this Agreement, in whole or in part and/or require
the Grant Recipient to repay the grant funds within seven (7) from written notice
of default or allow the grant recipient the opportunity to cure the default. This
clause shall not be interpreted to limit the County's or the Arts Commission's
remedies in law or in equity.
10. Miscellaneous.
A. Entire Agreement. This Agreement and the attachments contain the final and
entire understanding of the parties with respect to the subject matter of this
Agreement. All modifications and amendments to this Agreement shall be in
writing. This Agreement shall be binding upon the parties, their heirs, successors
and assigns.
B. Governing Law. This Agreement shall be interpreted in accordance with the laws
of the State of North Carolina and the Orange County.
C. Entire Agreement and Signatures. The parties have read this Agreement and agree
to be bound by all of its terms, and further agree that it constitutes the complete
and exclusive statement of the Agreement between the parties unless and until
modified in writing and signed by the parties. This Agreement together with any
amendments or modifications may be executed electronically. All electronic
signatures affixed hereto evidence the intent of the Parties to comply with Article
1 1A and Article 40 of North Carolina General Statute Chapter 66.
IN WITNESS WHEREOF, the Orange County and the Grant Recipient have signed this Grant
Agreement, effective on the last date this Agreement is signed by both parties as indicated by the
dates set forth under signatures below.

Dibujando Nuestro Pueblo — Community Based Art Project at FPG Bilingiie

Proposed Project
As the U.S. presidential election approaches this fall, immigration is a pressing issue in national
and global discussions. We are a nation of immigrants. Some of us have arrived to the U.S.
recently and some of us have been rooted here for generations. We can each reflect on our own
family's arrival to the U.S. Regardless of when or how we immigrated to the U.S. we all share a
common experience: crossing a border to arrive here. Each of our stories uniquely contributes to
our community's history of immigration in the past, present and future.
Artists Mary Carter Taub and Amy Keenan Amago propose a community based art project in
partnership with FPG Bilingue School called Dib ' ndUNUeStrUPbeb/U (Or8wingOUrTbwn) LO
give visual voice to the immigration experience of students and their families at Frank Porter
Graham Bilingue School, oSponiah/ Eng|iah dual language magnet school in the Chapel Hill
Carrboro City Schools. This drawing-based art p ject will be created during ongoing work
sessions in the 2016-17 school year and culminate into a mural that students, their families and
the artists will paint in Spring 2017. Dib jando Nuestro Pueblo will be prominently located on a
main wall that measures 17'x82' in the school courtyard. The mural will b8b8 the first permanent
artwork at FPG Bilingue.
Dibujando Nuestro Pueblo seeks to instill pride by reflecting our shared history and by
personalizing and humanizing the immigration experience and dispelling notions of "other" by
blurring the boundary between "us and them."The project ject will strive to demonstrate that we are
fundamentally all the same and equally important in the cultural fabric of our community. This
project will pnOvid8 an empowering visual platform for the immigration experience through artistic
expression in the FPG Bilingue, Chapel Hill and Carrboro communities.
Dibujando Nuestro Pueblo draws on the rich mural history in Latin America which dates back to
the Mexican Muralist Movement in the 1920s. During (and after) the Mexican Revolution large-
scale wall paintings by Diego Rivera, Jose Orozco and David Siquieros sought to unify a divided
culture through expression of community values. Inspired by the Mexican Muralists'work,
Dibujando Nuestro Pueblo will be a permanent public artwork that reflects the values of the FPG
Bilingue community. Within Orange County this mural project will COnLribUL8LOLh8 local mural
program in Chapel Hill, an initiative supported by the Town of Chapel Hill and Chapel Hill Public
Arts.
This project's grant funding will be cash matched by the FPG PTA. Mary Carter Taub and Amy
Keenan Amago will partner with FPG Bilingue School staff— Assistant Principal Jose Nambo and
Counselor Barbie Garayua-Tudryn— to collaborate on Dibujando Nuestro Pueblo. The project will
be developed over ongoing work sessions from September 2016 through May 2017. Students
and their families will work together on individual and collective drawings to tell their immigration
story through artistic expression. Mary Carter Taub and Amy Keenan Amago will gather the
student/family drawings and arrange them into a composition for the mural which students and
families will help paint in Spring 2017. Throughout this p ject there will be a cross-cultural
exchange between native Spanish and native English families with students serving as translators

ceremony and a community-wide party to celebrate the mural.
Community Impact
Dibujando Nuestro Pueblo will address immigration issues related to FPG Bilingue students, their
families, and the Chapel Hi||/C8rrbOnO community. FPG Bilingue is in its third year as a bilingual

Spanish/English elementary school. It is the first magnet school in the Chapel Hill Carrboro City
School system.
The school population is 500 students, comprised of half native Spanish speakers and half native
English speakers. The project will r88Ch an immediate audience of about 2,000 residents:
students, parents, families and staff at FPG Bilingue. This project will SLn8ngLh8n relationships,
build and empower community, and bridge cultural gaps among FPG Bilingue students and
families, impacting Orange County and beyond. Dibujando Nuestro Pueblo will be inclusive of all
FPG Bilingue community members.
According to Pew Research Hispanic Trends Project, over the last decade in the United States,
the Southeast has experienced the fastest growing Hispanic/ Latino population. North Carolina
was among the ten fastest growing Hispanic/ Latino states from 2000-2011 with population
growing 120% from 377,084 to 828,210. The Triangle is home to about 100,000 Hispanics/
Latinos and Chapel Hill and Carrboro, an estimated 7,000.
Dibujando Nuestro Pueblo will be the first large-scale public art project reflecting immigration
experience and Hispanic culture in the Chapel Hill Carrboro City Schools. This mural project will
positively impact community in Orange County, the Triangle and North Carolina.
Artist Experience
Artists Mary Carter Taub and Amy Keenan Amago each bring 20 years art experience to
Dibujando Nuestro Pueblo and each speaks Spanish, Carter Taub has lived in Puerto Rico and
Dominican Republic and Keenan Amago's family is from Spain. Carter Taub is an installation artist
with experience managing public art p jects by partnering with communities and organizations to
realize large-scale projects. She holds a Master of Fine Arts (MFA) from School of Visual Arts in
New York, NY in 1994, and a Master of Business Administration (MBA) from Thunderbird, School
of Global Management in Glendale, AZ in 2001. Keenan Amago is a mixed media collage artist
and has experience working as a professional arts educator, primarily as an art teacher in
elementary schools. She currently works for the North Carolina Museum of Art as a teaching
artist. She holds a Master of Art Education (MA) from Buffalo State College in Buffalo, NY in 2004.
Selected below are several projects to demonstrate Carter Taub and Keenan Amago's experience
creating community-based public art using durable and low maintenance materials with high
standards of quality. All of the p jects were completed on time and within budget.
Los Muertos was a community-based, collaborative art project between Mary Carter Taub and
FPG Bilingue in 2013. Carter Taub worked with 50 students over one week to build a temporary
mural made of brightly colored tape to celebrate El Dia de Los Muertos (Day of the Dead) and
reflect the community's shared history in the past, present and future.
Featured in the courtyard at FPG Bilingue, Los Muertos was located next to a tree that served as
a guiding metaphor for the p ject. A tree is comprised of many roots— deep and anchoring, and
more recently sprouted and closer to the surface— both are equally important in supporting a
happy, healthy tree. Much like the tree, students created the "raices" (roots) of the artwork by
connecting taped lines to form an interconnected web of roots. Los Muertos addressed the
importance of knowing our roots, and where we come from, to better understand where we are
going. Each person had a unique story to contribute to the community's shared history and Los

work with the FPG Bilingue community again and to delve deeper as the project will take p|8C8
throughout the school year not just one week.

At Marbles Kids Museum in Raleigh in 2012 Carter Taub collaborated with 1,000 children and
adults to build a site-based artwork called Connect the Lines. The artwork was massive and 15
miles of vinyl and tape were used to construct the artwork over two floors of the museum.
Connect the Lines was inspired by the Surrealist drawing game Exquisite Corpse, whereby
participants collaborate to make a drawing by rotating turns to connect marks. Much like the
Surrealist game, this artwork was created by participants rotating turns to connect lines of tape
and vinyl. Connect the Lines was comprised of a large-scale mural and several sculptural
"drawings"throughout the museum. This project required months of planning and 2 weeks of
active construction.
In the spring of 2015, Keenan Amago was an artist in residence at Club Blvd. Humanities Magnet
Elementary School in Durham, NC. During her six-week residency, she worked closely with the
third grade team (four classrooms) to help students develop a collaborative, large-scale interior
mural entitled Many Stories, One Durham that depicted the history of Durham and Club's place in
local history. As a humanities magnet school, Club Blvd. seeks out opportunities to include visible
representations (both within the school building and around its surrounding campus) of its focus
On the arts and culture. The mural project not only supported this school-wide goal, it also
connected the school's mission to the community and history in which the school is situated. The
project began as students selected and researched— in conjunction with curricular themes and
goals— specific aspects of the history of Durham. In order to support the multidisciplinary
approach of this mural project, student selections honored the culture and heritage of Durham
from a number of different contexts, including: politics, the arts, sports, the environment,
architecture, entrepreneurism, education, and more. Keenan Amago worked with third grade
artists as they created drawings for their specific element of the mural. She then took all the
finished drawings and created a unified, composite image to paint the mural, bringing life and
color to the students'drawings. Many Stories, One Durham is the centerpiece of the school lobby,
welcoming all who enter to consider the past, present, and future of Durham, and to reflect on
how their story weaves into the rich fabric of Durham's diverse, dynamic community.
Mary Carter Taub and May Keenan Amago have a personal interest in this project as each has
children that attend FPG Bilingue. Both artists intimately know the FPG community and have
partnered with staff and families to create Dib ' ndU &beSDDPbeb/USOLh81iLr8SOn8L8SwiLh
community members in the school, Chapel Hi||/C8rrbOnD and Orange County.

The first rubberized mural for a playground in the State of North Carolina.Made of recycled tire rubber and poured on site by
fabricator Reese Contractors.The artwork reflects the local community's respect for nature and the playground's surrounding

Artwork is made of vinyl installed on all four exterior sides of the bus using a thermal heat process.Fabricator is LTL Productions
and the vinyl is weather/graffiti-proof.The artwork is a mural that is mobile--on view as the transit bus travels its scheduled route
around town.Mobile Mural is a map mash-up of local bus routes and road mark patterns such as double yellow lines and
pedestrian crosswalk zebra stripes.

For over fourteen years, I have designed, written, and taught rich, original art curricula, in a
variety of educational settings (schools, museums, and community art centers), which focus on
art production(in all media), art history, art criticism and aesthetics and which are designed in
accordance with state and national art learning standards.
As a teaching artist, I have worked closely with teachers in an array of different classroom
settings, bringing rich art instruction to their students and helping the teachers imbue their own
curricula with pedagogically sound art education and arts integration.
During residencies, I maintain close working relationships with classroom teachers by sending
weekly (sometimes daily) emails informing teachers of upcoming projects, materials, themes,
and any other information integral to our time together. I encourage my partner teachers to email,
text, or call with any and all questions, concerns, or suggestions, believing that good
communication is the key to a successful residency.
I have many years of experience using Visual Thinking Strategies (VTS) with students as well as
creating and teaching STEAM-focused lessons for students of various ages.
My experience training teachers includes mentoring first and second year art educators;
providing professional development workshops at the North Carolina Museum of Art's
Educators'Night Out events; running smaller workshops to teach Pre-K teachers how to include
more fine art and art history in their curricula; and contributing to larger retreat-type workshops
focused on teaching educators to develop art-rich, interdisciplinary lessons for use in their
classrooms.
I am skilled at differentiating lessons to meet the needs of all learners and have had four years of
experience teaching students with mild to severe special needs in self-contained classroom
settings as well as in integrated, regular education settings.
I have created a number of interdisciplinary art lessons utilizing community resources and
institutions (e.g. The Buffalo Holocaust Museum,Albright Knox Art Gallery, University of Notre
Dame Kellogg Institute for International Studies, South Bend Museum of Art, Duke University's
Literacy Through Photography, Carolina Ballet, Marbles Kid's Museum, etc.) often in
collaboration with teacher colleagues in other disciplines.
I maintain a solid understanding of theories in art education, pedagogy, child development, art
history and criticism, learning models and child psychology and often attend national
conferences to improve my teaching craft.
While in public and private schools, I created ongoing, rotating displays of student art throughout
the school year in the school halls, entryways, school administrative offices, and district
administrative offices.At the end of each school year, I organized and put on an all-school art
show involving at least two to three pieces of art per student and open to the entire school

community. (On more than one occasion local television and newspaper crews were in
attendance and made public our school's event.) While at The Carrboro ArtsCenter and the
NCMA, I created end-of-program art shows for parents and artists, including two large format art
shows at Marbles Kids Museum.
While teaching full-time in public and privates schools I created and ran after school Art Clubs
meeting one day a week for an hour. Every year this club was filled to capacity.
While teaching K-8, I entered middle school students in the annual Scholastic Art and Writing
competition. Each year, a number of my students were accepted into the regional,juried art show
and each year at least one of my students won gold and went on to compete nationally in New
York City. Twice, my students have won national gold prizes and their art was displayed in
Carnegie Hall.
While at public/private schools, I participated in all-school projects and publications such as:
poetry/art anthology, set-design for school plays/musicals, author visits, fund-raisers and charity
projects, art for assemblies and special events.
In schools settings, I designed and maintained an art teacher website which included homework
postings, monthly newsletters, a digital art gallery of student work and was utilized regularly by
students, parents and teachers.
In addition to continuous, one-on-one feedback during projects, I have developed a rich battery
of methods for evaluating student performance including project rubrics, concept building
exercises, sketchbooks assignments, self/peer evaluations, reflective post-project exercises, and
small-group and whole-class critiques (both mid and post-project).
I create and maintain dynamic, inspiring, safe and well-organized art classrooms/studios in
which students understand expectations and are free to create in a positive, supportive
environment.
I am a conversational Spanish speaker.
