THIS AGREEMENT, entered into this 8th day of August, 2016, by and between Orange County
("County"), by and through the Orange County Arts Commission ("Arts Commission") and
Preservation Chapel Hill ("Grant Recipient").
WHEREAS, the Arts Commission is a countywide arts agency that ensures the growth of
local arts experiences by providing funding and support for diverse high quality programs and
projects.
WHEREAS, the Arts Commission administers the Spring and Fall Arts Grants Program
to provide economic opportunities to Orange County artists and non-profit organizations
coordinating arts projects benefiting the citizens of Orange County.
WHEREAS, the Spring Arts Grants Program is supported by Arts Commission with
funds from the Grassroots Program of the North Carolina Arts Council, an agency of the
Department of Cultural Resources and the National Endowment for the Arts.
WHEREAS, the Grant Recipient was selected by the Arts Commission to receive the
Spring Arts Grant through the procedures duly adopted by the Arts Commission; and
WHEREAS, both parties wish to promote and maintain the integrity and clarity of the
Grant Recipient's ideas and statements and delineate the Grant Recipient's obligations to the
County;
NOW, THEREFORE, the County and the Grant Recipient, for the consideration and
under the conditions hereinafter set forth, agree as follows:
1. Approved Grant Project. Grant funds are provided under this Agreement for the project
("Project") described in the Grant Recipient's Grant Application, attached hereto and
incorporated herein as Exhibit A.
2. Grant Award. Grant funds in an amount not to exceed One Thousand Five Hundred
Dollars ($1,500) have been awarded by the Arts Commission to the Grant Recipient for
the approved Project. These funds must be matched at least dollar-for-dollar with cash
from the Grant Recipient's funds not derived from either Orange County appropriations
or the North Carolina Arts Council.
3. Contingency. This grant is contingent on North Carolina Arts Council Grassroots
Program funding to the Arts Commission. Final decisions on Grassroots Program funds
to the North Carolina Arts Council are subject to approval by the North Carolina General
Assembly.
4. Responsibilities of the Grant Recipient

A. Implementation. The Project implementation shall take place between July 1,
2016 and June 30, 2017. The Project shall be implemented in the manner
described in Exhibit A. Time is of the essence in the implementation of the
Project.
B. Modifications to project. Grant Recipient shall present major changes to the
original proposal, including but not limited to changes in design, implementation
schedule and increase in Project budget by more than 10%, in writing to the Arts
Commission for approval. Arts Commission shall approve or disapprove Grant
Recipient's request for modifications within seven (7) days of receipt thereof
Consent to project modifications shall not be unreasonably withheld. Arts
Commission's decisions shall be in writing. In the event the Arts Commission
fails to approve or disapprove the requested modifications within the time stated
herein, the modifications shall be deemed approved.
C. Non—assignment. The grant cannot be assigned or transferred to a different project
or artist without prior written approval of the Arts Commission.
D. Records. Grant Recipient must maintain records and other evidence pertaining
to costs incurred and revenues acquired during the Project implementation. Grant
Recipient shall maintain financial records pertaining to the Project for three (3)
years from the date of this Agreement, in case of audit.
E. Use of Funds. Grant Recipient shall not use the grant funds to repay outstanding
taxes or other debts of any nature. The grants shall be utilized solely for the
purpose of implementing the Project and Project related expenses.
F. Final Report. Grant Recipient shall submit to the Arts Commission a Final Report
on July 7, 2017 . The Final Report shall be in the format required by the
North Carolina Arts Council. Failure to submit the Final Report or late
submission of the Final Report, for any reason, shall be grounds for denial and/or
cancellation of grant funds for the Project and future grant proposals.
5. Responsibilities of the Arts Commission
A. Payment. The Arts Commission shall release the grant funds in the amount of
$1,500 to the Grant Recipient.
6. Publicity
A. Acknowledgement. Credit must be given to the Orange County Arts
Commission using the Arts Commission logo and if State funds are received
to the North Carolina Grassroots Program in brochures, news releases,
programs, and all other printed and online publications. Copies of such printed
materials must accompany the evaluation report. When no printed information is
used, verbal credit shall be given. In addition, all print and promotional material
must include the following credit line (check all that apply):

i. County Funds Only. "This program is supported by the Orange
County Arts Commission. "
ii. X North Carolina Arts Council Funding. "This program is supported by the
Orange County Arts Commission with funds from the Grassroots Program of
the North Carolina Arts Council, a state agency. "
B. The Grant Recipient must enter all events, exhibits and performances open to the
public and related to this grant award on the ExploreChapelHillARTS.com
website and display ExploreChapelHillARTS.com publicity materials
(postcards, brochures, etc.) prominently and consistently at their venue or
performance space. In addition, the Grant Recipient must add a link to the
ExploreChapelHillARTS.com (ExploreChapelHillARTS.com logo preferred)
to their main webpage. The Grant Recipient shall contact the Orange County Arts
Commission for replacement ExploreChapelHillARTS.com publicity materials.
7. Indemnity. The Grant Recipient agrees to indemnify and hold harmless the County, the
Arts Commission and the North Carolina Arts Council and their officers and employees
from any and all claims or actual injury, damage or loss to a person, or real or personal
property that results from or is in any way connected to the use of the grant funds.
8. Independent Contractor. The Grant Recipient is an independent contractor and not an
employee, agent or other representative of the County and/or the Arts Commission.
Nothing contained in this Agreement shall be construed to create the relationship of
principal and agent, or employer and employee, between Grant Recipient and Arts
Commission or Orange County Government. Grant Recipient understands and agrees
that he/she is not authorized to incur any expenses or any liability whatsoever on behalf
of the County or the Arts Commission and has no authority, expressed or implied, to
obligate or make representations on behalf of the County or the Arts Commission. In
addition, Grant Recipient agrees to maintain his or her own worker's compensation
insurance for himself/herself and his or her employees for the duration of the art work's
installation.
9. Termination
A. In the event of any of the circumstances set forth below (hereinafter referred to as
"default"), the Arts Commission may immediately terminate this Agreement:
(i) Any fraudulent representation in any verification required to obtain
payment under this Agreement or other dishonesty on a material matter
relating to the performance of services under this Agreement.
(ii) Nonperformance, incomplete service or performance, or failure to
satisfactorily perform any part of the Project or to comply with any
provision of this Agreement, as determined by the Arts Commission in its
sole discretion.

(iii) Failure to adhere to the terms of applicable county, state or federal laws,
regulations, or stated public policy.
B. In the event of default by the Grant Recipient, the Arts Commission has the
discretion to elect to terminate this Agreement, in whole or in part and/or require
the Grant Recipient to repay the grant funds within seven (7) from written notice
of default or allow the grant recipient the opportunity to cure the default. This
clause shall not be interpreted to limit the County's or the Arts Commission's
remedies in law or in equity.
10. Miscellaneous.
A. Entire Agreement. This Agreement and the attachments contain the final and
entire understanding of the parties with respect to the subject matter of this
Agreement. All modifications and amendments to this Agreement shall be in
writing. This Agreement shall be binding upon the parties, their heirs, successors
and assigns.
B. Governing Law. This Agreement shall be interpreted in accordance with the laws
of the State of North Carolina and the Orange County.
C. Entire Agreement and Signatures. The parties have read this Agreement and agree
to be bound by all of its terms, and further agree that it constitutes the complete
and exclusive statement of the Agreement between the parties unless and until
modified in writing and signed by the parties. This Agreement together with any
amendments or modifications may be executed electronically. All electronic
signatures affixed hereto evidence the intent of the Parties to comply with Article
11A and Article 40 of North Carolina General Statute Chapter 66.
IN WITNESS WHEREOF, the Orange County and the Grant Recipient have signed this Grant
Agreement, effective on the last date this Agreement is signed by both parties as indicated by the
dates set forth under signatures below.

ORANGE COUNTY ARTS COMMISSION GRANT APPLICATION-SPRING GRANT 2016
APPLICATION FROM PRESERVATION CHAPEL HILL
ORGANIZATIONAL PROFILE
Since the inception of the organization in 1972, Preservation Chapel Hill, in addition to its
work preserving historic buildings and districts, documenting slave cemeteries and educating
the public about the Town's history (including that of Carrboro) has had two major cultural
programs-The Art Program and the Music Program. The 40 year Art Program has spawned many
prestigious art careers as testified in Preservation Chapel Hill's 40th"Anniversary's
retrospective art exhibition four years ago which was supported by an OCAC grant.
Preservation Chapel Hill has a membership of close to 350 local people whose support over
the past forty years has enabled the Society to function and support its many community
impacting endeavors, including its Art Program.
Sadly In March 2016, the Board of Preservation Chapel Hill, for financial reasons, decided to
terminate its position of Executive Director given the high costs involved of employing a full
time staff person. Since then, the organization has become all volunteer, employing a site
manager who works on an hourly basis at events (wedding parties and our art receptions) and
a book keeper who works for the organization 8 hours a month. By eliminating the position of
Executive Director, the Board of Preservation Chapel Hill hopes to recoup its financial losses
rapidly and sustain its existing programs, Art, Music and the preservation of local historic
buildings and neighborhoods(including Traditional African American communities) using local
professional volunteers. The House is rented out for a few events and weddings a year but the
cost of preserving the building weighs heavily on the annual budget.
CURRENT PROGRAMS
THE ART PROGRAM
As noted, the Art Program is forty years old. Starting from humble beginnings in 1972 it has
blossomed into one of the Triangle's most important art venues. Preservation Chapel Hill's Art
Committee comprises 10 members- all credentialed working artists. It is Co-Chaired by 2 of
these members whose job it is to coordinate the 10 one month-long exhibitions staged at the
Horace Williams House. These exhibitions are the result of an application process and
selection by the Program's 10 member committee. These exhibitions are diverse and in
2016/2017 include photography, painting, book art, ceramics and installations by emerging
and established artists including UNC-CH Professor Jina Valentine, whose August 2016
installation explores media coverage of black males killed by gun violence. Each show is
curated by a Committee member who works with their particular selected artist on exhibition
details and publicity, from making studio visits all the way through to helping out at the
artist's reception. Because of the historic nature of the art venue, Preservation Chapel Hill
employs a professional exhibition installer who hangs each show carefully with lines from a

high picture rail with little or no impact to the delicate infrastructure of the House. Artists
are responsible for their own receptions usually held on the first Sunday of the month with
the exception of May (Preservation Month) and December (House Holiday Tour).Receptions are
well supported and vary in attendance from fifty to 200 attendees. Prior to the dissolution of
the position of Executive Director, the House was open only for the art reception and from
10-4:00 Tuesday through Friday. With the change to an all-volunteer arrangement the hours
are now more flexible and better for the artists. Nevertheless the House will require some
financial support to staff these new hours which, in turn, will ensure the stability of the Art
Program.
THE MUSIC PROGRAM
Preservation Chapel Hill's Music Program "Baroque and Beyond" is held at the Chapel of the
Cross on Franklin Street given that the House has become too small for the concert Series'
audiences. It comprises three concerts a year featuring professional musicians and is financed
by a generous bequest and a local supporter. That generous financial support does not extend
to the Art Program.
PROPOSED USES OF GRANT FUNDS
The recent financial constraints of Preservation Chapel Hill have thrust a great deal of
responsibility for the Art Program onto the Art Committee. That Committee now is not only
responsible for the Program's artist selection process but also for publicity and marketing.
This includes the production of publicity materials such as invitations, E-vites and brochures
which, in turn, help promote the artists and generate artist sales.
We are applying for the OCAC grant to supplement the cost of the Art Program to Preservation
Chapel Hill and to ensure that PCH can keep the House open on Sundays. Furthermore,
Preservation Chapel Hill has just registered the Art Program for Chapel Hill Downtown
Partnership's 2nd Friday Art Walk which promises to bring in many more community members
to view its art exhibitions. Meanwhile, the October 2016 photographic exhibition is registered
with October's Triangle wide CLICK! Photographic Festival and will feature artist and recent
UNC MFA Graduate Gesche Werfel and a lecture by an arts professional relating to this
exhibition.
We are asking OCAC for assistance with payment for invitation and E-vite design at $50 an
exhibit (-$500) three hours of extra work by our site manager at $16 an hour for 10 months,
($480)postage of 50 invitation cards per month ($180), honoraria for a speaker at the CLICK!
Festival's lecture ($150) and exhibition material costs for 10 exhibitions including publicity
pamphlets featuring the program-($190)-total $1500. The House, for its part, will pay for the
art installer -10 exhibitions a year $1500.
We hope that you will view this application favorably as the artist led Art Committee strives
to keep this prestigious and important program afloat without sacrificing standards.

ARTISTS STATEMENT
Working on site using mixed water-based media on paper, I try to
portray the forms and forces of nature: Polar landscapes and wildlife,
Chinese urban and riverine landscapes, Alamance, Orange and Chatham
county locations, North Carolinas forests, Alpine masses and glaciers,
cloud formations,Italian and Russian landscapes, animals (especially
dogs), European gardens and old architectural forms altered by time. I
often do a series of works of the same subject in shifting light, seasons
and weather. When painting animals, I usually document their
movements in a series of works done on site and in their home
environments. I visited the Antarctic Peninsula in December 2007 and in
July 2009 worked in the Norwegian Arctic, As a result of these Polar
experiences, I produced a large body of work on Polar animals and
landscapes for the multimedia exhibition Ice Counterpoint at UNCs Fed
Ex Global Education Center from January 7 through May 31 2010 and
Artico, Asolo Antartico at the Asolo Civic Museum, Veneto, Italy in
November 2010. Some of these Polar works have were exhibited at the
Whatcom Museum, Bellingham, WA (2013), the El Paso Museum of
Art,(2014) the Glenbow Museum Calgary, Canada (2014) and the Mc
Micheal Canadian Collection, Toronto, Canada (2015)

PROFESSIONAL BIOGRAPHICAL SKETCH
Born in Wales and a twenty six year resident of Carrboro, North
Carolina, Nerys Levy is deeply rooted in her native countrys culture
which has influenced her painting. Levy had a first career in race
relations, community work and education, working in India, the
Caribbean, South Africa and London. She has a PhD in Modern South
Asian History from the University of London. Although she painted
throughout much of her childhood, Levy began serious studies in 1980
in La Jolla, California, working with various members of the Visual Arts
Department of the University of California at San Diego. She also
studied at the Pacific Art League in Palo Alto, California. Many of her
works are in private collections both in Europe and the United States. As
Chairperson of the Carrboro Branch Library Art Committee and Co
Chair of the Horace Williams House Art Committee, during the past
twenty years Nerys has curated at least eighty exhibitions. She is also a
member artist of FRANK Gallery, Chapel Hill where she and others are
responsible for that gallery's Education and Outreach activities.Nerys's
particular responsibility is the Karen Youth Art Group working with
Karen Refugees from Burma and Thailand. Nerys has also worked with
childrens groups in both North Carolina and Italy in an attempt to
educate them about the earths endangered Polar Regions. Her Polar
work has resulted in various collaborations with other artists and
scientists involved with Polar studies.

LORI VRBA: DRUNKEN POET'S DREAM SUNDAY, APRIL 12, CHAPEL HILL
HORACE WILLIAMS HOUSE—Photographer Lori Vrba, whose monograph The Moth
Wing Diaries was published by Daylight Books last month, shows a new body of lyrical
work at the Horace Williams House in Chapel Hill. The surreal, sepia-tinged imagery of
Drunken Poet's Dream was inspired by the Ray Wylie Hubbard song of the same name.
Vrba, who shoots film and then processes and prints her work by hand, found tragedy
and beauty in Hubbard's title, commingling them in images of children, wings, snakes,
books and a fantastic landscape out of the 19th century. The exhibition runs through

Gail Goers' photographs of empty music clubs during the day, pre-show, feature at the
Horace Williams House gallery in February. Goers finds lyricism in the shadows of
familiar venues like Cat's Cradle. Flat black drywall panels and particle board stages
show the marks of guitarists' boots and dancers' heels. A brash rose light turns a
bathroom into a dream. Absent of people, the images in Before Hours are contemplative

When UNC art professor Elin O'Hara Slavick isn't taking photographs, she makes collages — a
hobby she has had since childhood. Now, she has crafted hundreds of them, and they are being
exhibited for the first time at the Horace Williams House. The exhibit, which opened Sunday, is
called "Heterotopias," — a term coined by philosopher Michel Foucault — meaning spaces that
exist in both physical and mental realms. It features the collages by Slavick, who is the first

"It is the first show in what we hope to be a series of educational shows of professors from UNC,
as we are trying to establish a connection between Preservation Chapel Hill and the art
department." Hochbaum proposed featuring Slavick's works in the house's 2014 series during a
committee meeting last year. "She is a beloved teacher at UNC — she has been there for 20
years, and she exhibits all over the world," Hochbaum said. "It's a logical choice for us to
choose her, besides her being a personal favorite of mine." Slavick is a professional
photographer whose works have been exhibited globally. She has published two books,
including one that documented places around the world that America has bombed in the past.
This will be the first time she is showing her personal collection of collages. "I have been making
collages since I was a kid," Slavick said. "I have hundreds of them, but I've never really shown
any of them before." Hochbaum and Slavick went through her books of collages before the
exhibition to choose more than 60 pieces for the exhibition. She said each collage has a theme
of its own — portraying war, childhood, nostalgia, marriage, history — and many are political in
nature. "There's one where I show a woman working somewhere in Africa, sowing in the field
that I put over with some writing paper from Asia, and it is glued on top of a photograph that I
took in the countryside of France," Slavick said. "The regions are from all over the world, so it's
kind of a global economic statement." She said she chose the theme of heterotopia because it
resonates with the nature of collages. "In my understanding, it's a term about a space that exists
that contains lots of other spaces," she said. "It's like a hyperlink in an email where you click on
it at your computer in Chapel Hill, but you're looking at a report in Tunisia — it's how we all
experience the world now." Nerys Levy, also co-chairwoman of the art committee, said this
exhibition is thought-provoking and allows viewers to gain insight into a great artist's thought
process. "Her selection of collages shows how she is willing to go beyond the call of what
people assemble," Levy said. "It makes people uncomfortable because she tries to seek truth

UNC grad returns to Chapel Hill to show art

It took Leigh Suggs 10 years to determine that a career in art was what she wanted to do. The
UNC graduate, who recently earned her Master of Fine Arts at Virginia Commonwealth
University, now works in Richmond, Va., creating art to showcase in galleries in both Virginia
and Chapel Hill. But before now, the artist wasn't sure what she wanted. "I wasn't sure whether I
wanted to be an art major," Suggs said of her time at UNC. "But I had a lot of encouragement
from two female professors who took me under their wings. They were huge supporters of what
I was doing, and it felt right." With the guidance of Beth Grabowski and elfin o'Hara slavick,
Suggs found her current medium of choice through a job at Wilson Library, where she worked

Suggs took a vacation from her job at the Penland School of Crafts, and realized her art could
be a larger part of her life. "Not until I was 30 did I realize that people could be artists for a living.
I always thought you had to pair something else with art," Suggs said. "It hit me while I was
working that I could do this, and this was what I wanted to do." Suggs currently has two
exhibitions in Chapel Hill: one at LIGHT Art + Design, the gallery created by her former boss,
Cindy Spuria, and one at the Horace Williams House. Both are solo shows. At the Horace
Williams House, the art program aims to showcase local artists'work in their gallery space. The
committee chooses artists and then sends a representative to help prepare for the show..
Renee Leverty, the member of the committee who worked with Suggs, said she liked Suggs'
ability to make a complex work simple. "As you stand there and become mesmerized by it, you
realize the complexity and detail in each work," she said. "Each piece is a meditation, and it's
done really well." Suggs' artwork for the exhibition consists of nine pieces, primarily in black and
white, which experiment with different textures through materials — like handmade abaca paper
— and repeated details, like tiny circles on a large canvas or hundreds of stippled dots. "I think
her work could expand people's ideas of what art making is," said Tama Hochbaum, co-
chairwoman of the Horace Williams House art program. "You can feel this in your bones, what
she's doing." Suggs said she is content in her studio in Richmond. "I work everyday, even if it's
only for a little bit, but I'm always making," Suggs said. "I tried really hard for this, and I got it.
And it's awesome and amazing." Suggs will be making an appearance at the Horace Williams

The clubs and bars frequented by students and Chapel Hill residents are being seen through
different eyes, thanks to photographer Gail Goers. "Before Hours," a month-long photography
show that started Sunday at the Horace Williams House, features the solo work of emerging
artist Goers as she illuminates spaces often overlooked while in plain sight: the Chapel Hill
entertainment circuit. The images are set in the time before the venues open their doors for the
night, allowing the viewer to focus on the spaces themselves. Goers said the vibrancy of the
lighting and the mood of the compositions humanize and personalize the space in a way that

walls and the markings — I just felt that they were very touched spaces."Tama Hochbaum,
Goers' liaison to Preservation Chapel Hill and co-chairwoman for the art committee, said the
committee voted unanimously to feature Goers' pieces. "There's this sense that people have
just been there or will just be there," Hochbaum said. "They are just really kind of exquisite
examples of somewhat seedy places, almost — back rooms or dusty floors — but they just
contain almost jewel-like colors when they're colorful. They're quite powerful."After deciding to
go to graduate school for art therapy in 2005, Goers started taking prerequisite classes in the art
department at UNC, during which she enrolled in an introductory photography class. From
there, her passions changed and she studied photography as a student and as a darkroom
assistant to UNC art professors Jeff Whetstone in 2007 and elfin o'Hara slavick from 2009 to
2011. Hochbaum said the Horace Williams show is basically Goers'first major exhibition. But
there is a legacy for emerging artists to take flight after their first show at the house. "So many of
our artists have gone on to really big art careers, and we're very, very proud of it — that we're
there to assist local people move on in their career if they're an emerging artist," said Nerys
Levy, the Preservation Chapel Hill Arts Committee co-chairwoman. "You can usually spot an
emerging artist who's not going to be emerging for very long." Goers' large form photographs
are printed through dye sublimation on aluminum, a relatively new technique in which the
photographs are printed directly onto the metal instead of on paper or canvas. "I think the study
of the clubs is a metaphor for everybody to get out and look a little more about where they are
and to be a little more curious about their surroundings and to have respect for all space as a
potential art space," Levy said. "One can add dignity to anything, and I think she adds dignity to
these spaces to make them stand alone as spaces to be respected in their own right."
