PURPOSE: To consider approving the attached map as the Concept Plan for the. Homestead
Road Campus.
BACKGROUND: The Board has previously discussed various iterations of a concept plan for
the County's Homestead Road campus. During discussion at the January 30, 2007 work
session, the Board has essentially endorsed the following building. footprints as depicted on the
attached map.
Building Areas #1 and #2 contain important environmental elements, such as significant
hardwood stands and are not available for development under this Plan.
Building Area #3 lies between the existing Southern Human Services Center and the Robert and
Pearl Seymour Center, currently under construction (#4). Departments of Aging, Health and
Social Services have all outlined significant space needs as reflected in the recent space study
update. Due to the proximity of this site to the Senior Center and Human Services building, it is
recommended that this site be preserved to address future human services needs.
Building Area #4 is the location of the Senior Center, scheduled for completion by May 2007.
Building Area #5 is preserved for expansion of the Southern Human Services .Center. The
topography in this area is conducive to a two-level expansion that will total approximately 22,000
square feet.
Building Area #6 lies to the south of the existing Human Services building and is designated as
future expansion to accommodate a dental clinic of approximately 8,000 square feet on a single
level.
Building Area #7 is the site of the previous owner's residence. The size of the residence is
insufficient to provide significant program space and would be relatively expensive to bring up to
a public building code should that option be pursued. In order to accommodate long-term space
requirements for the County, it is recommended that the house be removed, thereby allowing a
more efficient use of the land. Staff will explore the practicality and economics of offering the
two-story house for relocation as affordable housing. The basement area will be backfilled. A
recommendation regarding the specific disposition of the house will be prepared for Board
approval by late-Spring 2007.
Two competing interests for the facility built on Site #7 include the IFC Men's Homeless Shelter
and a Justice Facility. Studies are currently underway to determine the long-term viability of the
Old Post Office for the Justice Facility, with recommendations to the Board due back in Spring
2006. This Concept Plan endorses the removal of the residence, but reserves designation of
the site for a specific purpose until a later date.
FINANCIAL IMPACT: Financial impact would occur at such time sites were developed. There
is no financial impact associated with approval of the Concept Plan.
RECOMMENDATION(S): The Manager recommends that the Homestead Road Concept Plan
be adopted as stated above; and direct staff to move forward with a plan to remove/deconstruct
house.
