PURPOSE: To present the concept plan for the Animal Services Facility to the Board of
Commissioners; and to share comments from the public input session that immediately
precedes the Board's work session.
BACKGROUND: The Animal Services facility, currently in design under the guidance of the
Board-appointed Animal Services Facility Planning Committee, is nearing completion of the
concept phase of the project. As the Board will recall, the project's design is proceeding
deliberately, but quickly because of the University's requirement that the County vacate the
existing building no later than December 2008, a full year before the project was anticipated for
completion. The work with the planning committee since December has yielded a concept plan
that is presented both for public and Board comment.
A public input session will be held from 6:00 - 7:15 pm on February 12, 2007. The consultants
and staff will be able to provide general feedback on the results of the session during the 7:30
pm session.
Staff is recommending that the project be constructed through a Construction Manager at Risk
contract in order to better manage the construction schedule and budget. An action item will be
brought forward for Board consideration in the near future.
Regulatory approvals must be finalized prior to the commencement of construction. The
anticipated timeline for those approvals is as follows:

March 19, 2007. Chapel Hill Town Council
May 2007 Various Chapel Hill Advisory Boards (multiple meetings)
May -June 2007 ~ Orange County Planning Board
August 21, 2007 Board of Commissioners final approval of plans following regulatory
comments
September 2007 Chapel Hill Town Council Public-Hearing
Construction is expected to start no later than early December 2007, with completion within
twelve (12) months.
FINANCIAL IMPACT: The budget for all elements of the project, as stated in the Capital
Investment Plan, is $5.7 million. The design services were approved of $623,375, including
approximately $71,000 for work associated with the Chapel HilllOrange County regulatory
approval process. The construction budget has been established at $4.5 million. The fees
paid to municipalities and utility providers for the Special Use Permit, Zoning Permit, Zoning
Compliance Permit, OWASA and Duke Power permits are estimated at $74,000 and are not
included in the stated design fee.
RECOMMENDATION(S): The Manager recommends that the Board receive the information,
provide comments as appropriate and endorse the concept plan.
