Fikes, 245-2490 PURPOSE: To approve a resolution authorizing the submission of an application for a 10 Year Plan to End Homelessness Technical Facilitator and authorize the Chair to sign the formal application document on behalf of the Board. BACKGROUND: In March 2005, the Orange County. Partnership to End Homelessness (Partnership) was formed to institute a countywide effort that will culminate in the development and implementation of a Ten-Year Plan to End Homelessness in Orange County. Membership includes Orange County; the Towns of Chapel Hill, Carrboro and Hillsborough; Triangle United Way; Orange Congregations in Mission; the Inter-Faith Council; OPC Area Program; the Hillsborough Chamber of Commerce; and UNC. In October 2005, the Partnership established a Steering Committee and began efforts to develop a written 10 Year Plan to End Homelessness in Orange County. The Steering Committee has met over the last year to guide plan development and a draft document is now under review. In an effort to assist local communities in their 10 Year Planning effort, the North Carolina Interagency Council for Coordinating Homeless Programs (ICCHP) has announced the availability of funds to assist fourteen (14) communities in the state gain access technical assistance for plan development or implementation purposes. The Partnership Steering Committee has indicated interest in pursuing these funds and charged the Partnership Work Group with developing an application. Applications are due February 7, 2007. Eligible activities include: • Site visits to Best Practice Programs either in and out-of-state; • Professional Consultant Services; • Facilitated conversations with 10 Year Plan leadership and stakeholder peers from other communities; • Local cost benefit data collection and analysis; and • Professional media/public relation services. FINANCIAL IMPACT: The North Carolina Interagency Council of Coordinating Homeless Program provides funding for this program. A maximum of $6,000 can be awarded per community. RECOMMENDATION(S): The Manager recommends that the Board approve a resolution authorizing the submission of an application for a 10 Year Plan to End Homelessness Technical Facilitator and authorize the Chair to sign the formal application document on behalf of the Board. Easley, Governor Linda Poviich, Chairperson Summary: Notice of Funding Availability Title: 10 Year Plan to End (Chronic) Homelessness Technical Assistance Facilitator 3 Purpose: The ICCHP seeks to contract with one agency in each 10 Year Planning community to facilitate technical assistance activity(s) for the 10 Year Plan Planning Council, Implementation Team, Sub-Committee(s), and/or strategic stakeholders in the local planning/implementation process. Description: In North Carolina at least 14 communities are in various stages of developing and implementing 10 Year Plans to End (Chronic) Homelessness. Ir turn, some technical assistance needs are unique to the community, based on community size or how far along the community is in plan development and implementation. This RFA provides the community the opportunity to access technical assistance based on their unique needs plan status. Funding Availability: A maximum of 14 communities will receive an award. Each community will receive a maximum of $6,000, though the average will likely be $3200. The total amount awarded is not expected to exceed $45,000. Eligibility: ility: Eligibility is limited to agencies from communities engaged in developing or implementing jurisdictionally endorsed 10 Year Plans to End Homelessness or Chronic Homelessness who are designated as the technical assistance facilitator by mayors, county chairs, or 10 Year Planning Steering/Leadership Committee Chairs. ICCHP RFA 2 of 2 January X, 2007' 5 RESOLUTION Whereas, the Orange County Partnership to End Homelessness was formed in March 2005 to institute a countywide effort that will culminate in the development and implementation of a Ten-Year Plan to End Homelessness in Orange County; and Whereas, the North Carolina Interagency Council for Coordinating Homeless Programs (ICCHP) supports local communities in developing and implementing 10 Year Plans to End Homelessness; and Whereas, ICCHP has announced the availability of funds to facilitate technical assistance activities for communities engaged in the 10 Year Plan process; and Whereas, the Orange County Partnership to End Homelessness Steering Committee endorsed submission of an application for funding for technical assistance activities at its January 24, 2007 meeting and charged the working group with developing the document; and Whereas, Orange County is a member of the Partnership to End Homelessness and can serve as an applicant for this funding; NOW, THEREFORE, be it resolved, that the Orange County Board of County Commissioners hereby authorize the Chair of the Board to execute the application documents required by the N.C. Interagency Council for Coordinating Homeless Programs for the 10 Year Plan to End Homelessness Technical Assistance Facilitator. This, the 6th day of February 2007.
