LSonday, May 3, 1954
A regular mooting of the Board of Commissi opera for the County of
Orange, North Carolina, convened at the County Counthouse in Hillsboro,
the regular place of meeting, at 10 o'clock A. hf.> on hSey 3, 1954•
Present: Chairman R. 0. Forrest, end Commissioners R. S. IS. Robbs
and Sim Efland.

The Chairman announoed that thSs was the deto end hour fixed by the
Board for the public hearing anon the order entitled:
"ORDER AUTHORIZING $65,000 SCAODL BUILDING BONDS",
¢nd that the Board erould immediately hear any and ell citizens and tax-
payers mho might desire to protest against the issuance of Bald bonds.
No citizen or taxpayer of the County appeared, either in person or by
attorney, to protest against the iseuencs of any of aeid bonds, sad the
Clerk announced that no protest in writing, aignod by any citizen or tax-
gager, had been presented.
Thereupon, upon motion of Commies loner Hobbs, seconded by Commissioner
Forrest and carried, the order introduced and passed on first reading on
April 20, 195)? ant ltled: "ORDER AUTflORIZP7G $65,000 SCHOOL BUILDING BOIPDS",
was read a second time and placed upon its final passage. The vote upon
the final passe ge of said order was:
Ayes: Commissioners Forrest, Hobbs and Efland.
Noes: None.

The Chairmen then announced that the order entitled: "ORDER RUTH ORIZITIG
$65,000 SCHOOL BUILDING BONDS°, had pesaed.
The Clerk was thereupon directed to publish said order in The Newe of
Orange County, Data in e¢ch of two suc ce sslve weeks, end to publish et
the foot of said order the appended note as required by The County Finance
Act, ae amended.
Thereupon Commissioner Hobbs introduced the following resolution which
was reed;

BONDS
BE IT RESOLVED By the Board of Commissioners for the County of Orange:
Section 1. That the Board of Commissioners has determined and does
hereby find end declare:
(¢) That an order euthori zing $65,000 School Building Honda of the
County of Orange was finally passed on hiay 3, 1954•
(b) That none of said bonds has been Issued and no notes have been
i paved in anticip¢tion of the receipt of the proceeds of said bonds.
(c) That the period of the life of the school bu11d1 nti to be erected
pursuant to aeid order ie estimated as a period of thirty yearn from Irtey
3, 1955, a de to not 1¢ter than one year after the fin¢1 pa saga of said
order, and that said period expires lday 3, 1985.
Section 2. That for the purpose of providing the school buildl ng
pursuant to said order, such school building being necaesary in order to
maintain the es nstltutionel six months' school term Sn Orange County,
there shell be issued the negotiable coupon bonds of the County of Orange,
in the aggreg¢te principal amount of $65,000, designated "School Building
Bonds", consisting of 65 bonds of the denomination of $1,DGD eechr num-
bared 1 to 65, inclusive, dated June 1, 195., matvri ng annually, June 1>
in numerical order, lowest numbers first, $5,000 1957 to 1969, Sacluaive,
without onti on of prior payment, end bearing interest from their date at
e rate or rates not exceeding 6~ per annum to be determined by the Local
Government Commission et the time of the bonds are sold, vrhich inters at
to the maturity thereof shall be payable semi-annually on the first days
of June ¢nd December of each year, and both the principal of and the
interest on said bonds shall be payable at The Hanover Bank, in the

Borough of 6fenhattan, City and State of New York, in any coin or currency of
the IInited States of P.merica which, et the respective dates of payment there-
of, is legal tender for the payment of public and private debts.
Section 3. That said School Building Bonds shall be signed bq the Chair- !
men of the Board of Commissioners end by the Register of Deeds and ex officio
Clark of said Board, under the corporate seal of said Board, end the interest --
coupons to be attached to said bonds shall be executed with the facsimile
signature of said Aegister of Deeds and ex officio Clerk. Said bonds and
coupons and the endorsements to be printed upon the reverse of said bonds

The County of Orange, in the State of !~io rth Carolina, is fustlp indebted
end for value received hereby promises to pay to the bearer or, if this bond
be registered, to the reg'_stored owner hereof, on the first day of Tune, 19~

and to pay interest thereon from the date.. here of at the rate of
per centimt per annum until payment of such principal sum, such interest to
the maturity hereof being payable semi-annually on the first days of Tune
and December 1n each year upon the nnesentation and surrender of the coupons
representing such interest as the same respectively fall due. 9oth the prinei
pal of and the interest on this bond are payable at The Aanover Back, in the
Borough of Dtannhettan, City and State of New York, in any coin or currency
of the United States of America which, at the respective dates of 7eyment
thereof, is legal tender for the na9ment of public and private debts. For
the prompt payment hereof, both principal and interest as the same shell fall

This bond is one of a series issued by said County, acting as an adminis-
trative agent of the State of North Carol ins in providing a State system of
public schools, for the purpose of orov iding funds, with other available funds
for erecting and equl nn ins a school bvildi ng in order to maintain the consti-
tutional six months school term in sei.d County, and this bond is issued under
and pursuant to The County Finance Act, as amended, and the Local Government
?.c t, as ama nde d, and an order and n resolution duly passed by the Board of
Cpmmissione rs for said County.
It 1s hereby certified and recited that all acts, conditions and things
required to happen, e>.i st and be performed precedent to end in the issuance
o_° this bond by the Constitution and laws of Pl orth Cnrolinfl have happened,
exist and have been performed in regular end due form and time as so required;
that provision has been made for the levy and cpllection of a direct annual
tea upon all taxable property rri thin said County sufficient to nag the principi
of and the interest on thie bond as the same shall fell due; and that the tote:
indebtedness of said County, including this bond and all other indebtedness
heretofore contracted during the fiscal year in which this bond is issued,
does not exceed any constitut ipnal or statist pry limit¢ti on thereon.
This bond may be registered as to principal alone in accordance with the
provisions endorsed 'Hereon.

Uoon motion of Commissioner Nobbs, sac ended by Commissioner Forres t, the
foregoing resolution entitled: "RESOLUTIOIQ PROVIDING FOR TIR; ISSUANCE OF
$65,Ob0 SCHOOL BUILDING BONDS" was passed by the following vote:

Noes: None.

Upon motion duly made ¢nd seconded the Aid to Blind Grant of flanks Hobby
rigs reduced from fi55.00 per month to 5.1.00 ner month.
It was brouP,ht to the attention of the Hoard that the IIniversitp National
B¢n k of Ch¢pel Hili, N, C., has on deposi t.'f.n escrow U. S. Government Bonds
to the amount of .~"-75,000 1n Hanlters Tru st Company of New York for the protec-
tion of Orange County funds dapos ited in said Tha University Pational Hank,
and that said X75,000 was far in excess of deposits made Sn said Bank.
Now, therefore, unon motion of Commissioner Hobbs, seconded by Commission
Efl and, The Unioersi ty 4ational Hank is hereby ¢uthorized to erithdraw X30, 000
of said securities now on deposit with the Bankers Trust Comnflny of I'+ew York.
